The 1830s to the 1930s saw the rise of large-scale industrial mining in the British imperial world. Elizabeth Carolyn Miller examines how literature of this era reckoned with a new vision of civilization where humans are dependent on finite, nonrenewable stores of earthly resources, and traces how the threatening horizon of resource exhaustion worked its way into narrative form.Britain was the first nation to transition to industry based on fossil fuels, which put its novelists and writers in the remarkable position of mediating the emergence of extraction-based life. Miller looks at works like Hard Times, The Mill on the Floss, and Sons and Lovers, showing how the provincial realist novel’s longstanding reliance on marriage and inheritance plots transforms against the backdrop of exhaustion to withhold the promise of reproductive futurity. She explores how adventure stories like Treasure Island and Heart of Darkness reorient fictional space toward the resource frontier. And she shows how utopian and fantasy works like “Sultana’s Dream,” The Time Machine, and The Hobbit offer imaginative ways of envisioning energy beyond extractivism.This illuminating book reveals how an era marked by violent mineral resource rushes gave rise to literary forms and genres that extend extractivism as a mode of environmental understanding

    An extensive climate policy literature provides various recommendations, but they are not supported democratically since the models employed consider either infinitely-lived individuals or normative social objectives (or both). In contrast, the present paper provides policy recommendations that are able to go through democratic processes. I develop an overlapping generation model with political process micro-foundations. I analyze how democratic policies, which are directly and indirectly related to climate change, differ from standard recommended policies. The novel politico-economic formula derived for the interest rate highlights that individual pure time preference, individual altruism toward descendants, and young generation political power are key determinants of democratic climate policy ambition.

    We present experimental evidence for decision settings where public good providers compete for endogenous donations offered by outside donors. Donors receive benefits from public good provision but cannot provide the good themselves. The performance of three competition mechanisms is examined in relation to the level of public good provision and transfers offered by donors. In addition to a contest with rewards proportional to effort to all public good providers, we study two contests with exclusion from transfers, namely a winner-takes-all and a losergets-nothing. We compare behavior in these three decision settings to the default setting of no-transfers. Results for this novel decision environment with endogenous prizes show that contributions to the public good are not significantly different in the winner-takes-all and loser-gets-nothing settings, but donor's transfers are significantly lower in winner-takes-all. Initially, the winner-takes-all and loser-gets-nothing settings lead to a significant increase in public good contributions compared to the setting where transfers are proportional to contributions for everyone; but this difference diminishes over decision rounds. All three contest with endogenous prizes generate consistent and significantly higher public good provision compared to the setting with no-transfers.

    The study proposes an agent-based model to investigate how adoption of climate smart agriculture (CSA) affects food security. The analysis investigates the role of social and ecological pressures (i.e. community network, climate change and environmental externalities) on the adoption of physical water and soil practices as well as crop rotation technique. The findings reveal that CSA may be an effective strategy to improve the rural populations' well-being for farm households with access to capital, strong social networks and access to integrated food markets. The climate scenario simulations indicate that farmers adopting CSA fare better than non-adopters, although CSA adoption does not fully counterbalance the severe climate pressures. In addition, farmers with poor connections to food markets benefit less from CSA due to stronger price oscillations. These results call for an active role for policy makers in encouraging adaptation through CSA adoption by increasing access to capital, improving food market integration and building social networks.

    This paper studies the differential effects of fines and damages on people's investment in accident prevention. We report results from a laboratory experiment in which monetary payoffs are maintained across the two policy instruments. While standard theory predicts no difference in behavior, we find that potential injurers invest substantially more money in accident prevention when they are subject to damages instead of a fine. We discuss possible behavioral channels that may explain our findings.

    This study presents experimental evidence on the effectiveness of alternative institutional arrangements designed to allow providers of public good services to be subsidized by non-providers. The decision setting is a repeated linear public good game with two groups, insiders and outsiders. Insiders make contributions to a public good that benefits both insiders and outsiders. Outsiders, unable to provide the public good, can send transfers to compensate insiders. The institutions under consideration are motivated primarily by payments for ecosystem services (PES), such as payments for climate protection. The decision settings, however, capture attributes of many forms of charitable giving. Results are presented from two studies. Study 1, based on a 2x2 design, considers two sharing rules for group payments and whether an additionality criterion is present or not. With the equal sharing rule, insiders receive an equal share of transfers. With the proportional rule, insiders receive a share of transfers proportional to their relative contributions in their group. When the additionality criterion is present, transfers are received contingent on insiders providing the public good at a level higher than in initial decision periods, where a transfer option is not present. Study 2 examines a setting where individual outsiders are able to target transfers to individual insiders, allowing outsiders to endogenously choose the specific distribution of transfers among the insiders. The sharing rules studied result in significant differences in cooperation levels. Both the proportional share and targeted-transfers rules lead to greater public good provision relative to the equal share rule. Contrary to its alleged relevance to PES programs, additionality does not lead to sustained increases in public good provision. On the other hand, additionality may improve the cost-effectiveness of transfer programs by precluding transfer payments when subsidies do not increase public good provision.

    The deployment of onshore wind power is an important means to mitigate climate change. However, wind turbines also produce local disamenities to residents living next to them, mainly due to noise emissions and visual effects. Our paper analyzes how the presence of local disamenities affects the socially optimal siting of onshore wind power. The analysis builds on a spatial optimization model using geographical information system (GIS) data for Germany. Our results indicate a major spatial trade-off between the goals of minimizing electricity generation and disamenity costs. Considering disamenity costs substantially alters - and in fact dominates - the socially optimal spatial allocation of wind power deployment. This is because in Germany a) the spatial correlation between generation costs and disamenity costs is only moderately positive, and b) disamenity costs exhibit a larger spatial heterogeneity than the generation costs. These results are robust to variations in the level and slope of the disamenity cost function that we assume for the modeling. Our findings emphasize the importance of supplementing support schemes for wind power deployment with approaches that address local disamenties, e.g., compensation payments to local residents or minimum settlement distances.

    This research is inspired by in-kind donations that have the capacity to increase the marginal benefit (productivity) in provision of public goods, for example by providing critical infrastructure that increases the productivity of resources utilized by local public good providers. We provide experimental evidence from a twostage decision environment where donors (outsiders), who benefit from a public good, send transfer donations to providers (insiders) of the public good, who also receive benefits. We find that that donors are willing to offer transfers at a sufficiently high level to increase the productivity (MPCR) of the public good. Public good provision by insiders, however, is neither increased significantly above levels observed in treatments with the same MPCR where outsiders' donations are used as compensation rewards to insiders, nor in treatments without donations. Thus, whether a given MPCR is reached endogenously through donations by outsiders or exogenously does not significantly affect insiders' public good provision. In addition, when comparing continuous to threshold endogenous changes in the MPCR, we cannot find significant differences in public good provision, despite transfer donations by outsiders are higher for threshold increases in the MPCR.

    The stylized model presented in this paper extends the approach developed by Fischer and Newell (2008) by analysing the optimal policy design in a context with more than one externality while taking explicitly into account uncertainty surrounding future emission damage costs. In the presence of massive uncertainties and technology spillovers, well-designed sup-port mechanisms for renewables are found to play a major role, notably as a means for compensating for technology spillovers, yet also for reducing the investors' risks. How-ever, the design of these support mechanisms needs to be target-aimed and well-focused. Besides uncertainty on the state of the world concerning actual marginal emission damage, we consider the technological progress through R&D as well as learning-by-doing. A portfolio of three policy instruments is then needed to cope with the existing externalities and optimal instrument choice is shown to be dependent on risk aversion of society as a whole as well as of entrepreneurs. To illustrate the role of uncertainty for the practical choice of policy instruments, an em-pirical application is considered. The application is calibrated to recent global data from IEA and thus allows identifying the main drivers for the optimal policy mix. In addition to assumptions on technology costs and uncertainty of emission damage cost, the importance of technology spillover clearly plays a key role. Yet under some plausible parameter settings, direct subsidies to production are found to be of lower importance than very substantial R&D supports.
