    Nicht nur die Existenz von vergangenem, sondern auch von gegenwärtigem Antisemitismus wird oftmals verdrängt. Und hierbei handelt es sich nicht allein um ein psychisches, sondern auch um ein soziales Geschehen. Welche Funktionen erfüllen aber soziale Verdrängungsmechanismen und -argumentationen und welche Formen nehmen sie in (Alltags-)Gesprächen an? Diese Fragen beantwortet Michael Höttemann durch die Entwicklung des Begriffs der Abwehr als sozialer Handlung theoretisch und illustriert sie anhand einer Analyse von Interviews sowie von Gruppendiskussionen zur Debatte über Günther Grass' Gedicht »Was gesagt werden muss«.

    Reading with John Clare argues that at the heart of contemporary biopolitical thinking is an insistent repression of poetry. By returning to the moment at which biopolitics is said to emerge simultaneously with romanticism, this project renews our understanding of the operations of contemporary politics and its relation to aesthetics across two centuries.Guyer focuses on a single, exemplary case: the poetry and autobiographical writing of the British poet John Clare (1793–1864). Reading Clare in combination with contemporary theories of biopolitics, Guyer reinterprets romanticism’s political legacies, specifically the belief that romanticism is a direct precursor to the violent nationalisms and redemptive environmentalisms of the twentieth and twenty-first centuries.Guyer offers an alternative account of many of romanticism’s foundational concepts, like home, genius, creativity, and organicism. She shows that contemporary critical theories of biopolitics, despite repeatedly dismissing the aesthetic or poetic dimensions of power as a culpable ideology, emerge within the same rhetorical tradition as the romanticism they denounce. The book thus compels a rethinking of the biopolitical critique of poetry and an attendant reconsideration of romanticism and its concepts

    Forced displacement, including refugee flows, is a global phenomenon. As of 2018, 26 million people were refugees. Financing from the international community makes a significant contribution to supporting refugees and host communities. But in order to meet those needs effectively and efficiently, financing strategies need to take account of the particularities of large-scale refugee situations. Refugee flows are complex, often protracted, and, require humanitarian, development and peace financing to work in complementary ways. Doing this effectively can create opportunities that are of benefit to both refugees and host communities. This policy paper presents seven principles for improving financing for refugee situations, based on global trends and case studies in three hosting countries (Uganda, Lebanon, and Colombia) and one origin/return country (Central African Republic). Both the quality and the quantity of financing matters to get the greatest value for refugees and their host communities.

    Subsidized or free distribution of food has been a central pillar of social protection programs in many countries. With the number of forcibly displaced persons at record levels, the question arises of whether in-kind food transfer programs are effective in mitigating the loss of welfare induced by forced displacement. This paper examines whether Iraq's Public Distribution System, a universal food subsidy program, has buffered the impacts of displacement on households. Using propensity score matching to account for the observable differences between Public Distribution System recipients and non-recipients, the analysis finds that displaced households with continued access to Public Distribution System benefits have higher food and non-food expenditures compared with displaced households that lost access. Likewise, the beneficiaries have higher calorie intakes and are less vulnerable to falling into poverty. However, displaced beneficiaries remained significantly worse off and more vulnerable to poverty than non-displaced households, suggesting that, although the Public Distribution System helped mitigate displacement to a degree, it may not be the most effective protection program for such shocks. Given the considerable resources the universal program consumes, it is vital to think of alternative approaches, such as targeted cash transfers, that might be more effective in protection and cost

The Poetics of Homelessness -- Coda: The Reading of Life -- Notes -- Bibliography -- Index Reading with John Clare argues that at the heart of contemporary biopolitical thinking is an insistent repression of poetry. By returning to the moment at which biopolitics is said to emerge simultaneously with romanticism, this project renews our understanding of the operations of contemporary politics and its relation to aesthetics across two centuries.Guyer focuses on a single, exemplary case: the poetry and autobiographical writing of the British poet John Clare (1793–1864). Reading Clare in combination with contemporary theories of biopolitics, Guyer reinterprets romanticism’s political legacies, specifically the belief that romanticism is a direct precursor to the violent nationalisms and redemptive environmentalisms of the twentieth and twenty-first centuries.Guyer offers an alternative account of many of romanticism’s foundational concepts, like home, genius, creativity, and organicism. She shows that contemporary critical theories of biopolitics, despite repeatedly dismissing the aesthetic or poetic dimensions of power as a culpable ideology, emerge within the same rhetorical tradition as the romanticism they denounce. The book thus compels a rethinking of the biopolitical critique of poetry and an attendant reconsideration of romanticism and its concepts

    This paper analyzes whether occupational polarization takes place within workers or due to changes in the composition of workers by using comprehensive panel data from Finland. The decomposition analysis shows that the decrease in mid-level routine occupations and the simultaneous increase in high-level abstract occupations is largely a within-worker phenomenon. In contrast, the share of low-skilled nonroutine manual tasks has largely increased through entry dynamics. Data on plant closures are used to identify involuntary separations from routine occupations. These results demonstrate a strong, uneven adjustment pattern, with routine cognitive workers being more able to move to abstract tasks and adjust with smaller wage costs than routine manual workers.

    We examine the economic determinants of interregional mobility. Using plant closures and mass lay-offs for identification, we show that there are obstacles in the labor market that prevent a more efficient reallocation of unemployed individuals and jobs. We find that displacement increases the migration probability by ~80 percent. Displaced workers mostly make migration decisions based on economic (dis)incentives, i.e., higher expected wages and lower expected housing prices outside the origin home location increase the probability of moving after a job loss. In contrast, proximity to family, home ownership and poorly functioning housing markets constitute severe constraints for migration. This outcome is concerning for employment prospects, as, among displaced workers, migration is positively linked to a strong attachment to the labor market.

    Forced displacement, including refugee flows, is a global phenomenon. As of 2018, 26 million people were refugees. Financing from the international community makes a significant contribution to supporting refugees and host communities. But in order to meet those needs effectively and efficiently, financing strategies need to take account of the particularities of large-scale refugee situations. Refugee flows are complex, often protracted, and, require humanitarian, development and peace financing to work in complementary ways. Doing this effectively can create opportunities that are of benefit to both refugees and host communities. This policy paper presents seven principles for improving financing for refugee situations, based on global trends and case studies in three hosting countries (Uganda, Lebanon, and Colombia) and one origin/return country (Central African Republic). Both the quality and the quantity of financing matters to get the greatest value for refugees and their host communities.

    Subsidized or free distribution of food has been a central pillar of social protection programs in many countries. With the number of forcibly displaced persons at record levels, the question arises of whether in-kind food transfer programs are effective in mitigating the loss of welfare induced by forced displacement. This paper examines whether Iraq's Public Distribution System, a universal food subsidy program, has buffered the impacts of displacement on households. Using propensity score matching to account for the observable differences between Public Distribution System recipients and non-recipients, the analysis finds that displaced households with continued access to Public Distribution System benefits have higher food and non-food expenditures compared with displaced households that lost access. Likewise, the beneficiaries have higher calorie intakes and are less vulnerable to falling into poverty. However, displaced beneficiaries remained significantly worse off and more vulnerable to poverty than non-displaced households, suggesting that, although the Public Distribution System helped mitigate displacement to a degree, it may not be the most effective protection program for such shocks. Given the considerable resources the universal program consumes, it is vital to think of alternative approaches, such as targeted cash transfers, that might be more effective in protection and cost
