    Archaeological research and ancient records have been combined in this work to provide a comprehensive account of the buildings of Merv, an oasis city in the middle of the Turkmenistani desert. Founded in the sixth century BC, Merv was a key staging post along the Central Asian trade routes linking Europe and India, and its buildings - palaces, pavilions, gardens and towers springing from the sand - impressed all who visited it. Although eroded by time and weather, enough remains of these buildings to illustrate the evolution of architectural styles in the early medieval and Seljuk eras (7th to 13th cents AD), a period during which the Islamic world developed its own unique range of building types and decorative motifs. This book examines in detail each of the surviving buildings of Merv, discussing their form and function – from palaces to ice-houses, from fortified watch-towers to libraries and dovecotes. Details of doors, windows, corridors and stairways, monumental entrances, rooms, domes and vaults, niches, wall decoration and flooring are described and illustrated in great detail. The book will serve as a major resource for scholars of Islamic architecture.

    "This collection brings together a variety of anthropological, historical and sociological case studies from Central Asia and the Caucasus to examine the concept of translocality. The chapters scrutinize the capacity of translocality to describe, in new ways, the multiple mobilities, exchange practices and globalizing processes that link places, people and institutions in Central Asia and the Caucasus with others in Russia, China and the United Arab Emirates. Illuminating translocality as a productive concept for studying cross‐regional connectivities and networks, this volume is an important contribution to a lively field of academic discourse. Following new directions in Area Studies, the chapters aim to overcome ‘territorial containers’ such as the nation‐state or local community, and instead emphasize the significance of processes of translation and negotiation for understanding how meaningful localities emerge beyond conventional boundaries.

    Structured by the four themes ‘crossing boundaries’, ‘travelling ideas’, ‘social and economic movements’ and ‘pious endeavours’, this volume proposes three conceptual approaches to translocality: firstly, to trace how it is embodied, narrated, virtualized or institutionalized within or in reference to physical or imagined localities; secondly, to understand locality as a relational concept rather than a geographically bounded unit; and thirdly, to consider cross‐border traders, travelling students, business people and refugees as examples of non-elite mobilities that provide alternative ways to think about what ‘global’ means today.

    Mobilities, Boundaries, and Travelling Ideas will be of interest to students and scholars of the anthropology, history and sociology of Central Asia and the Caucasus, as well as for those interested in new approaches to Area Studies."

    A groundbreaking account of translation and identity in the Chinese literary tradition before 1850—with important ramifications for todayDebates on the canon, multiculturalism, and world literature often take Eurocentrism as the target of their critique. But literature is a universe with many centers, and one of them is China. The Making of Barbarians offers an account of world literature in which China, as center, produces its own margins. Here Sinologist and comparatist Haun Saussy investigates the meanings of literary translation, adaptation, and appropriation on the boundaries of China long before it came into sustained contact with the West.When scholars talk about comparative literature in Asia, they tend to focus on translation between European languages and Chinese, Korean, and Japanese, as practiced since about 1900. In contrast, Saussy focuses on the period before 1850, when the translation of foreign works into Chinese was rare because Chinese literary tradition overshadowed those around it.The Making of Barbarians looks closely at literary works that were translated into Chinese from foreign languages or resulted from contact with alien peoples. The book explores why translation was such an undervalued practice in premodern China, and how this vast and prestigious culture dealt with those outside it before a new group of foreigners—Europeans—appeared on the horizon "This book investigates the meanings of literary translation, adaptation, appropriation, and comparison on the boundaries of China long before sustained contact with the West. When scholars today talk about translation and comparative literature in Asia they tend to focus on translation between European languages and Chinese, Korean, and Japanese, as practiced since about 1900: works translated from European languages into Asian languages and works translated from Asian languages into European ones. Before about 1850, however, the translation of foreign works into Chinese was rare: Chinese literary tradition dwarfed those around it, and those traditions in many cases derived from Chinese. Translation often involved multiple "relays," a term for a translation in which the translator works not from the original but from another translation. Through an account of selected literary works that were translated from foreign originals into Chinese-among them Sanskrit Buddhist texts, poetry in the Yue and Bailang languages, and Mongol nomad epics-and the alterations that resulted, Saussy explores why translation was such a rare and underestimated practice premodern China, and how this vast and prestigious culture dealt with those outside it before the Chinese began to adopt Western standards of thinking, behavior, and expression"--

    This virtual technical assistance (TA) mission assisted the Agency in strengthening liquidity elements of its risk-based supervisory framework. The mission focused on supporting the Agency with the development of internal supervisory methodology for the assessment of banks' ILAAP and setting individual Pillar 2 supervisory liquidity requirements and provided guidance on stress testing and sensitivity analysis through survival horizon analysis. The mission consisted of a combination of presentations, discussions, and trainings, including case studies, and covered the BCBS standards on liquidity risk and other jurisdictions' approaches for the assessment of ILAAP and the Pillar 2 liquidity supervisory review process. This mission should be seen in the context of previous three IMF TA missions which were held since September 2020

Though Night, the first and only extant book of the dilogy, depicts the terrible fate of a young girl condemned to marry a sexual glutton, nothing is what it seems. Readers find themselves questioning the nature of Russian colonialism, resistance to it, and even the intentions of the author, whose life and the second book of his dilogy, Day, were lost to Stalinist terror

    Since the 1990s, artists, academics and activists both in the countries of the former USSR and in the West have demonstrated that it is possible to look at the ex-Soviet space from a post- or decolonial perspective. However, there is as of yet no developed vocabulary that would address the questions of racism and colonialism from the perspective of the former USSR. Even though anti-racist movements are only now being formed in the region, discussions about racism have long been happening among (queer) feminists. In this article, I analyze how Russian/Soviet history is perceived by queer feminist activists, artists and scholars from Bishkek and Almaty. Based on the interviews collected during a monthly research stay in these two cities in Central Asia, the study opens a discussion about the ways in which the understandings of Russian/Soviet history and current power relations shape local feminist discourses and networks, thus contributing to the discussions on coloniality and inequality within transnational feminist movements. Seit den 1990er Jahren haben Künstler*innen, Wissenschaftler*innen und Aktivist*innen sowohl in den Ländern der ehemaligen UdSSR als auch im Westen gezeigt, dass es möglich ist, den ex-sowjetischen Raum aus einer post- oder dekolonialen Perspektive zu betrachten. Es gibt jedoch noch kein entwickeltes Vokabular, das die Fragen von Rassismus und Kolonialismus aus der Perspektive der ehemaligen UdSSR behandelt. Auch wenn sich in der Region erst jetzt antirassistische Bewegungen formieren, wird unter (queeren) Feminist*innen längst über Rassismus diskutiert. In diesem Artikel analysiere ich, wie die russisch-sowjetische Geschichte von queeren feministischen Aktivist*innen, Künstler*innen und Wissenschaftler*innen aus Bischkek und Almaty wahrgenommen wird. Basierend auf den Interviews, die während eines einmonatlichen Forschungsaufenthalts in diesen beiden Städten Zentralasiens gesammelt wurden, regt die Studie eine Debatte darüber an, wie das Verständnis der russisch-sowjetischen Geschichte und der aktuellen Machtverhältnisse lokale feministische Diskurse und Netzwerke prägt und trägt damit zu Diskussionen über Kolonialität und Ungleichheit innerhalb transnationaler feministischer Bewegungen bei. The manuscripts have been discovered in 1900 in a sealed-off side-chamber of a Buddhist cave temple, where they had lain undisturbed for for almost nine hundred years. The discovery comprised tens of thousands of texts, written in over twenty different languages and scripts, including Chinese, Tibetan, Old Uighur, Khotanese, Sogdian and Sanskrit. This study centres around four groups of manuscripts from the mid-ninth to the late tenth centuries, a period when the region was an independent kingdom ruled by local families. The central argument is that the manuscripts attest to the unique cultural diversity of the region during this period, exhibiting—alongside obvious Chinese elements—the heavy influence of Central Asian cultures. As a result, it was much less ‘Chinese’ than commonly portrayed in modern scholarship. The book makes a contribution to the study of cultural and linguistic interaction along the Silk Roads

    This paper discusses migration and remittances trends, and calculates the natural (or benchmark) level of dollarization in Caucasus, Central Asia and others in the region. This natural level of dollarization is conceptually linked to the currency allocation in a portfolio of deposits to maximize welfare, in line with Ize and Levy Yeyati (2003). The fall in remittances due to the economic slowdown since the spread of COVID-19 affects the macroeconomic fundamentals that determine demand for foreign currency deposits. We calculate the natural dollarization level by integrating structural macroeconomic characteristics. We show that despite the reduction in deposit dollarization, there is still a gap with respect to the natural level of dollarization, especially in a scenario of (persistent) lower remittance inflows

This assessment confirms the 2014 Basel Core Principles assessment that the HKMA achieves a high level of compliance with the BCPs. The Basel III framework (and related guidance) and domestic and cross-border cooperation arrangements are firmly in place. The HKMA actively contributes to the development and implementation of relevant international standards. Updating their risk based supervisory approach helped the HKMA optimize supervisory resources.     "This collection brings together a variety of anthropological, historical and sociological case studies from Central Asia and the Caucasus to examine the concept of translocality. The chapters scrutinize the capacity of translocality to describe, in new ways, the multiple mobilities, exchange practices and globalizing processes that link places, people and institutions in Central Asia and the Caucasus with others in Russia, China and the United Arab Emirates. Illuminating translocality as a productive concept for studying cross-regional connectivities and networks, this volume is an important contribution to a lively field of academic discourse. Following new directions in Area Studies, the chapters aim to overcome 'territorial containers' such as the nation-state or local community, and instead emphasize the significance of processes of translation and negotiation for understanding how meaningful localities emerge beyond conventional boundaries. Structured by the four themes 'crossing boundaries', 'travelling ideas', 'social and economic movements' and 'pious endeavours', this volume proposes three conceptual approaches to translocality: firstly, to trace how it is embodied, narrated, virtualized or institutionalized within or in reference to physical or imagined localities; secondly, to understand locality as a relational concept rather than a geographically bounded unit; and thirdly, to consider cross-border traders, travelling students, business people and refugees as examples of non-elite mobilities that provide alternative ways to think about what 'global' means today. Mobilities, Boundaries, and Travelling Ideas will be of interest to students and scholars of the anthropology, history and sociology of Central Asia and the Caucasus, as well as for those interested in new approaches to Area Studies.
