    We study the interaction between transit improvements and land use policies in the context of Bengaluru, one of India's largest cities. The city inaugurated a metro system in 2011. Yet it has low building heights even near metro stations, reflecting low floor-area ratio limits. We construct a rich dataset that includes information on travel times between 198 wards, parcel-level land use, and building heights from satellite images. We then build a quantitative spatial model where heterogeneous workers choose among different commuting modes. The simulations show that the metro system increases citywide output and welfare, even net of costs. However, the net gains are several times larger when floor-area ratio limits are relaxed near metro stations (transitoriented development) or in the city center. Moreover, the metro and transit-oriented development are complementary-their joint effect on incomes, prices, and welfare is greater than the combined effect of the two policies implemented separately.

    We document that for a group of high-income countries (i) mean earnings of managers tend to grow faster than for non managers over the life cycle; (ii) the earnings growth of managers relative to non managers over the life cycle is positively correlated with output per worker. We interpret this evidence through the lens of an equilibrium life-cycle, span-of-control model where managers invest in their skills. We parameterize this model with U.S. observations on managerial earnings, the size-distribution of plants and macroeconomic aggregates. We then quantify the relative importance of exogenous productivity differences, and the size-dependent distortions emphasized in the misallocation literature. Our findings indicate that such distortions are critical to generate the observed differences in the growth of relative managerial earnings across countries. Thus, observations on the relative earnings growth of managers become natural targets to discipline the level of distortions. Distortions that halve the growth of relative managerial earnings (a move from the U.S. to Italy in our data), lead to a reduction in managerial quality of 27% and to a reduction in output of about 7% – more than half of the observed gap between the U.S. and Italy. We find that cross-country variation in distortions accounts for about 42% of the cross-country variation in output per worker gap with the U.S.

    We document that mean earnings of managers grow faster than for non managers over the life cycle for a group of high-income countries. Furthermore, we find that the growth of earnings for managers (relative to non managers) is positively correlated with output per worker across these countries. We interpret this evidence through the lens of an equilibrium span-of-control model where managers invest in their skills. Central to our analysis is a complementarity between skills and investments in the production of new managerial skills that ampli.es initial differences in skills over the life cycle. We discipline model parameters with observations on managerial earnings and the size-distribution of plants in the United States, and then use our framework to quantify the importance of (i) lower exogenous productivity differences, and (ii) the size-dependent distortions emphasized in recent literature. Our findings show that both of these factors reduce managerial investments and lead to a lower earnings growth of managers relative to non managers. We also specialize the framework to evaluate the relative contribution of exogenous productivity versus size-dependent distortions for output and plant-size differences between the U.S. and Japan. Our results show that exogenous productivity differences account for about 80% of the output gap between these two countries. Size-dependent distortions are responsible for nearly all differences in plant size.
