    This study investigates boards of (non-executive) directors and whether employee representation has a positive effect on gender diversity on boards. We exploit rich, newly assembled board-director matched panel data for Norway and Germany, which contain unique information on whether a director represents shareholders or employees during the period around 2008, when a Norwegian board gender quota came into effect. We present two novel results that challenge previous thinking about the effects of board gender quotas on women directors. First, we find a positive impact of employee representation before the gender quota reform on gender diversity. Second, although the Norwegian gender quota has increased the probability of a director being female, the effect through employee representation has relatively decreased after the implementation of the reform. We discuss potential mechanisms and implications for the design of co-determination laws and gender quotas.

    Numerous studies have investigated whether the provision and generosity of parental leave affects the employment and career prospects of women. Parental leave systems typically provide either short unpaid leave mandated by the firm, as in the US, or more generous and universal leave mandated by the government, as in Canada and several European countries. Key economic policy questions include whether, at the macro level, female employment rates have increased due to parental leave policies; and, at the micro level, whether the probability of returning to work and career prospects have increased for mothers after childbirth.

    We examine the impact of government-funded universal paid parental leave extensions on the likelihood that mothers reach top-pay jobs and executive positions, using eight Norwegian reforms. Up to a quarter of a century after childbirth, such reforms neither helped nor hurt mothers' chances to be at the top of their companies' pay ranking or in leadership positions. We detect no differential effect across many characteristics, and no impact on other outcomes, such as hours worked and promotions. No reform affected fathers' pay or the gender pay gaps between mothers and their male colleagues and between mothers and their partners.

    This study investigates the employment effects of a large-scale wage subsidy programme for the young unemployed that was introduced in 2016, during a period of recovery in the Polish economy. The focus is on the question of whether the effects differed between men and women. The study employs a large population administrative data set from the unemployment register, and exploits for identification the fact that firms were only eligible to participate in the wage subsidy programme if the newly recruited worker was below age 30 and was previously unemployed. A challenge in this research is that before 2016, standard packages of active labour market programmes for all unemployed and specific programmes for unemployed below age 30 had been in place. Exploiting the long period and broad data coverage, we estimate the differential impact of the new programme using a difference-in-discontinuities design. The main finding is that over the medium term, the new wage subsidy programme was effective for low- and middle-skilled eligible young women, but not for men. We discuss the policy implications of such programmes targeting young unemployed people.

    This study exploits longitudinal employer-employee matched data to investigate gender differences in the probability to climb the job ladder with focus on the effect of children. We attempt to disentangle whether children directly affect promotions, or whether the effect of children is correlated with effort. We find that the probability to progress on the career ladder is decreased for women through children, but not for men. These effects are particularly strong at the lower and medium ranks. We explore whether the effect of children is correlated with several proxies of work effort including whether workers are highly attached or not, hours of work,\ and relative bonus payments. In promotion regressions controllling for these factors we find that the effects of children remain unchanged quantitatively as well qualitatively. If we compare workers with high effort levels above the 60th residual earnings percentile, we find large gender differences in promotion probabilities and it is men with 1-2 children who are most likely to be climb the career ladder.

The representation of women in top positions has only moderately increased over time, and career profiles of female top earners within firms are significantly different from those of their male counterparts. The reforms did not affect, and possibly decreased, the probability for women to be at the top over their life cycle. We discuss some implications of this result to put into perspective the design of new family-friendly policy interventions.

    The design of optimal immigration policy, particularly in the face of the spiralling demand for highly skilled workers, such as IT workers and engineers, is a topical issue in the policy debate as well as the economic literature. In this paper, we present empirical evidence from firm level data collected in 2000 on the demand in Europe for highly skilled workers in general and abroad and their determinants. Major findings are that the fraction of highly skilled recruited from the international labour market is very small, and it seems that foreign and domestic workers are very similar in terms of formal education, that is subject of specialisation, and job characteristics. We suggest an efficiency wage model that can explain why firms recruit foreign workers in small numbers and are willing to pay migrants the same wage as local workers and at the same time are willing to pay for moving costs, for example, that are specific to immigrating workers. -- migration ; labour demand ; firm data ; highly skilled workers ; globalization

    Despite the increased attachment of women to the labour force in nearly all developed countries, a stubborn gender pay gap remains. This chapter provides a review of the economics literature on the gender wage gap, with an emphasis on developed countries. We begin with an overview of the trends in the gender differences in wages and employment rates. We then review methods used to decompose the gender wage gap and the results from such decompositions. We discuss how trends and differences in the gender wage gap across countries can be understood in light of non-random selection and human capital differences. We then review the evidence on demand-side factors used to explain the existing gender wage gap and then discuss occupational segregation. The chapter concludes with suggestions for further research.

    In this paper we investigate the evolution of the gender wage gap over early careers of skilled workers in Germany using administrative longitudinal data. Advantages of the data for this type of analysis are that we observe complete work and skill accumulation histories from the beginning for up to 13 years in the labour market. Descriptives show an entry wage differential of 22 percent between male and female full-time workers. The differential stays almost constant throughout the first 8 eight years in the labour market. Adopting a human capital model, we investigate the sources for the differential by the separate analysis of entry wages and early career wages.

    This paper explores the short and long run effects of career interruptions on wages for young skilled workers in West Germany. The analysis distinguishes four types of career interruptions: unemployment, parental leave for female workers, national service for male workers and other non-work spells. We adopt the human capital model by Mincer and Polachek (1974) with homogenous human capital and test whether net depreciation is equal across types of employment interruptions, and equal in the short and in the long run. The main findings are that timing effects seem important and net depreciation differs across types of interruptions.
