Der Einsatz von Gutscheinen in der Bildungs- und Sozialpolitik wird in den Wirtschafts- und Sozialwissenschaften kontrovers diskutiert. Eine pauschale Bewertung von Gutscheinmodellen ist nicht möglich. Ihre Effizienz und Effektivität hängt stark von den Eigenschaften der geförderten Güter und Dienstleistungen sowie von den Rahmenbedingungen ab. In vielen Politikfeldern, wie der Kinder-betreuung, der Hochschul- und beruflichen Bildung, der Behindertenhilfe sowie bei der Pflege älterer Menschen, können Gutscheine zu mehr Allokations- und Produktionseffizienz beitragen, ohne dass andere gesellschaftliche Ziele dadurch gefährdet würden. Im Gegenteil: Größere Konsumentensouveränität geht oftmals Hand in Hand mit einer besseren, präferenzorientierten Versorgung. Im Bereich der schulischen Bildung zeigen jedoch sowohl die theoretische Analyse als auch die internationalen Erfahrungen, dass hier insbesondere zwischen Chancengerechtigkeit, sozialer Integration und den Effizienzzielen Konflikte entstehen können. Damit hier eine nachfragegesteuerte Finanzierung möglich ist, müssen zunächst geeignete Rahmenbedingungen geschaffen werden. The use of vouchers in education and social policy is a subject of heated debate in the economic and social sciences. It is impossible to assess the value of voucher models as a whole, as their efficiency and effectiveness depend to a high degree on the characteristics of the goods and services they are used to promote and on the conditions in which they are implemented. In many policy areas, such as child care, tertiary education, vocational training, support for the disabled, and nursing for the elderly, vouchers can contribute to efficiency of allocation and production without jeopardising a society's other goals. Indeed, a higher degree of consumer empowerment often goes hand in hand with improved, preference-oriented supply. In the case of primary and secondary education, however, both theoretical analysis and international experience show that conflicts can arise, particularly between equality of opportunity, social integration and the efficiency targets. To make demand-oriented financing in this context possible, it is necessary to establish the appropriate parameters first.
