    The tracking of pupils by ability into elite and non-elite schools represents a controversial policy in many countries. There is no consensus on how large the elite track should be and little agreement on the effects of any further increase in its size. This paper presents a natural experiment where the increase in the size of the elite track was followed by a significant improvement in average educational outcomes. This experiment provides a rare opportunity to isolate the overall effect of allowing entry to the elite track for a group that was previously only at the margin of being admitted. -- Education ; Tracking ; Selection

    Angesichts der aktuellen Diskussionen um die Bedeutung kognitiver Grundkompetenzen wie Lesen und Rechnen bei Kindern und Jugendlichen überrascht es, wie wenig empirische Studien es gibt, die sich mit der Bedeutung solcher Kompetenzen für berufliche Karrieren und Erwerbsverläufe Erwachsener befassen. An dieser Forschungslücke setzt die IAB-Studie ALWA an. Unser Ziel ist es, mit diesen neuen Daten Zusammenhänge von Bildungszertifikaten, kognitiven Grundkompetenzen und Erwerbsverläufen bei Erwachsenen in einer Längsschnittperspektive zu untersuchen. Das Projekt hat drei zentrale Forschungsfragen: erstens das Verhältnis von Grundkompetenzen und Zertifikaten bei verschiedenen Erwerbsgruppen, zweitens die Bedeutung von Kompetenzen im Vergleich zu formalen Bildungsabschlüssen für den Erwerbserfolg und deren je unterschiedlicher Einfluss im Erwerbsverlauf und drittens die Wechselwirkung zwischen Erwerbssituation, Bildungsbeteiligung und der Veränderung von Kompetenzen. Theoretisch setzt das Vorhaben an humankapital- und signaltheoretischen Überlegungen an und greift deren konzeptionelle und empirische Lücken auf. Methodisch schließt es an das Kompetenzkonzept der Schulleistungsforschung an, bei der unter Kompetenz Grundbildung, also in erster Linie schulisch vermittelte kognitive Fertigkeiten und Wissen, verstanden wird. In diesem Forschungszweig liegen breite Ergebnisse empirischer Forschung vor, so die internationalen Schulleistungsvergleiche PISA, TIMSS und IGLU, aber mit IALS und ALL auch zwei internationale Vergleichsstudien von Erwachsenen. Der vorliegende Forschungsstand zu Kompetenzen Erwachsener bezieht sich deswegen auch stark auf diese beiden Datenquellen. Deutschland hat sich nur an der IALS-Studie beteiligt; deren Daten sind jedoch bis heute unterausgewertet. Untersuchungen, die explizit Zusammenhänge zwischen Grundkompetenzen und Aspekten der Erwerbssituation untersuchen und eine konsequente Längsschnittperspektive einnehmen, fehlen bis heute auch international. ALWA greift diese Forschungslücken auf: Die inhaltlichen Schwerpunkte liegen einerseits auf der Erfassung kognitiver Grundkompetenzen mittels Lese- und Mathematiktests und andererseits auf der differenzierten Abbildung der Bildungs- und Erwerbsbiographien der Befragten. Die Untersuchung ist als Panelbefragung konzipiert, die umfangreiche Retrospektiverhebungen zu Bildungs- und Erwerbsverläufen sowie wiederholt durchgeführte Leistungstests enthält. Das Design kombiniert diese beiden Bestandteile in Form computergestützter Telefoninterviews (CATI) und persönlicher Interviews (PAPI). Zielgruppe der ersten Befragungswelle, die von September 2007 bis März 2008 durchgeführt wurde, ist die Wohnbevölkerung der Geburtsjahrgänge 1956 bis 1988 in Deutschland, also zum Zeitpunkt der Befragung 18- bis 51-jährige. Daraus wurden in der ersten Untersuchungswelle ca. 10.000 Personen auf Basis einer Einwohnermeldeamtsstichprobe befragt. Die Kompetenztests wurden bei 4.000 Befragten durchgeführt, die im Telefoninterview ihre Einwilligung zu einem persönlichen Interview gegeben hatten.

    Using data from the US National Longitudinal Survey of Youth, and fitting family fixed-effects models of child health and cognitive development, we test if left-handed children do significantly worse than their right-handed counterparts. The health measures cover both physical and mental health, and the cognitive development test scores span (1) Memory, (2) Vocabulary, (3) Mathematics, (4) Reading and (5) Comprehension. We find that while left-handed children have a significantly higher probability of suffering an injury needing medical attention, there is no difference in their experience of illness or poor mental health. We also find that left-handed children have significantly lower cognitive development test scores than right-handed children for all areas of development with the exception of reading. Moreover, the left-handedness disadvantage is larger for boys than girls, and remains roughly constant as children grow older for most outcomes. We also find that the probability of a child being left-handed is not related to the socioeconomic characteristics of the family, such as income or maternal education. All these results tend to support a difference in brain functioning or neurological explanation for handedness differentials rather than one based on left-handed children living in a right-handed world. -- Handedness ; children ; health ; cognitive development ; family fixed-effects

    The negative association between obesity and labor market outcomes has been widely documented, yet little is known about the mechanisms through which the association arises. Using rich and unique data on 450,000 Swedish men enlisting for the military, we find that the crude obesity penalty in earnings, which amounts to about 18 percent, is linked to supply-side characteristics that are associated with both earnings and obesity. In particular, we show that the penalty reflects negative associations between obesity, on the one hand, and cognitive skills, non-cognitive skills, and physical fitness, on the other.     Cognitive functioning of elderly individuals may be affected by events such as the loss of a (grand)child or partner or the onset of a serious chronic condition, and by negative economic shocks such as job loss or the reduction of pension benefits. It is conceivable that the impact of such events is stronger if conditions early in life were adverse. In this paper we address this using a Dutch longitudinal database that follows elderly individuals for more than 15 years and contains information on demographics, socio-economic conditions, life events, health, and cognitive functioning. We exploit exogenous variation in early-life conditions as generated by the business cycle.     In der vorliegenden Studie wird anhand von Daten einer prospektiven Längsschnittstudie (Mannheimer Risikokinderstudie) untersucht, welchen Beitrag die Qualität der Mutter-Kind-Interaktion (MKI) im Säuglingsalter zur Vorhersage kognitiver (IQ) und nicht-kognitiver Fähigkeiten (Persistenz) bis zum Vorschulalter leistet. Dazu wird ein ökonometrisches Modell verwendet, das zusätzlich zu den durch Verhaltensbeobachtung gewonnenen MKI-Maßen die psychosoziale und organische Risikobelastung bei Geburt, die sozio-emotionale Familienumgebung und das Haushaltseinkommen enthält. Sowohl Merkmale der Mutter (Feinfühligkeit) als auch Merkmale des Kindes (Reaktivität) tragen bedeutsam zur Prognose des IQ und der Persistenz bei.     This paper studies how cognitive and social skills in childhood are related to the duration of unemployment in adolescence and early adulthood. I estimate a flexible proportional hazard rate model for the probability of making a transition from unemployment to employment during an individual’s first unemployment spell. The analysis is based on British cohort data from the National Child Development Study. Results show that higher cognitive and social skills at the age of 7 are associated with an increased probability of finding employment, even when controlling for educational attainment. For men, these effects are mostly driven by individuals with low social skills.     This paper investigates the role of non-cognitive skills in the occupational segregation of young workers entering the US labor market. We find entry into male-dominated fields of study and male-dominated occupations are both related to the extent to which individuals believe they are intelligent and have "male" traits while entry into male-dominated occupations is also related to the willingness to work hard, impulsivity, and the tendency to avoid problems. The nature of these relationships differs for men and women, however. Noncognitive skills (intelligence and impulsivity) also influence movement into higher-paid occupations, but in ways that are similar for men and women. On balance, non-cognitive skills provide an important, though incomplete, explanation for segregation in the fields that young men and women study as well as in the occupations in which they are employed. -- non-cognitive skills ; occupation ; youth ; gender

    In recent years, child care subsidies have become an integral part of federal and state efforts to move economically disadvantaged parents from welfare to work. Although previous empirical studies consistently show that these employment-related subsidies raise work levels among this group, little is known about the impact of subsidy receipt on child wellbeing. In this paper, we identify the causal effect of child care subsidies on child development by exploiting geographic variation in the distance that families must travel from home in order to reach the nearest social service agency that administers the subsidy application process. Using data from the Kindergarten cohort of the Early Childhood Longitudinal Study, our instrumental variables estimates suggest that children receiving subsidized care in the year before kindergarten score lower on tests of cognitive ability and reveal more behavior problems throughout kindergarten. However, these negative effects largely disappear by the time children reach the end of third grade. Our results point to an unintended consequence of a child care subsidy regime that conditions eligibility on parental employment and deemphasizes child care quality. -- child care ; subsidy ; development

    This paper considers a setting in which the acquisition of human capital entails a change of location in social space that causes individuals to revise their comparison groups. Skill levels are viewed as occupational groups, and moving up the skill ladder by acquiring additional human capital, which in itself is rewarding, leads to a shift in the individualś inclination to compare himself with a different, and on average better-paid, comparison group, which in itself is penalizing.
