    Irregular migration from West Africa to Europe across the Sahara and Mediterranean is extremely risky for migrants and a key policy concern. A cluster-randomized experiment with 3,641 young men from 391 settlements in The Gambia is used to test three approaches to reducing risky migration: providing better information and testimonials about the risks of the journey, facilitating migration to a safer destination by providing information and assistance for migration to Dakar, and offering vocational skill training to enhance domestic employment opportunities. Current migration to Senegal was increased by both the Dakar facilitation and vocational training treatments, partially crowding out internal migration. The vocational training treatment reduced intentions to migrate the backway and the number of steps taken toward moving. However, the backway migration rate from The Gambia collapsed, even in the control group, resulting in no space for a treatment effect on irregular migration from any of the three interventions.

    This synthesis report, based on a survey carried out during 2022 with Cedefop's reporting network ReferNet, aims to provide a better understanding of the phenomenon of early leaving from vocational education and training (ELVET). Such understanding is a necessary precondition for designing effective responses to help individuals to equip themselves with the appropriate skills to cope with future transformations and to thrive in life. The report has special focus on the mechanisms and support measures countries employ to measure and monitor the phenomenon at national and regional levels; the main factors leading to ELVET as reported by EU Member States, Norway and Iceland; and the support measures teachers, trainers, school principals and companies providing work-based learning received to overcome the challenges of the COVID-19 pandemic and the war of aggression against Ukraine. These challenges included carrying out distance learning during school and company closures and supporting Ukrainian refugees to integrate into the national VET systems of the host countries. It is anticipated that findings will inspire policy-makers to take actions to allow every single young student to celebrate successful learning and life pathways.

    European policies and programmes have been promoting and structuring learning mobility across the Union for decades. Despite the progress in creating learning mobility opportunities for a wider and more diverse group of participants, learners and staff members face obstacles to learning mobility. The study identified lack of financial means, awareness about the existing opportunities, unified recognition policies and practices and even lack of interest as the main obstacles to learning mobility across different education and training sectors, youth and sport. In order to mitigate the existing obstacles to learning mobility, the study made recommendations to increase the budget allocations for national and European learning mobility programmes, increase awareness about learning mobility opportunities for different target groups, improve the recognition practices of qualifications and learning periods abroad, lower the administrative burden related to learning mobility applications, and enhance inclusiveness of learning mobility opportunities. In order to better assess the progress of learning mobility in Europe, data collection and monitoring practices should also be strengthened. Using a variety of research methods, this report strengthened the evidence base and supported the work in preparing a Commission proposal for a Council Recommendation on learning mobility to mitigate the existing barriers using various research methods.

    This report summarises the outcomes of the first (micro) phase of the thematic country review (TCR) on upskilling pathways in Italy. It reflects the perspectives of both the beneficiaries of the approaches considered and the actors involved in their implementation. The TCR focuses on outreach, guidance, tailored learning and on the crosscutting dimension of governance in relation to these three areas. Cedefop's work on the Thematic country reviews (TCRs) on upskilling pathways aims at supporting Member States in the development of systematic, coordinated and coherent approaches to upskilling pathways for low-skilled adults. The aim is to undertake in-depth reviews of countries' national approaches to the implementation of the Upskilling pathways Recommendation, with the support of key national stakeholders. In 2021, Italy and France were the first two countries to undertake this TCR exercise; implementation is expected to last until the end of 2023. A final report will be published in 2024.

    This study examines the added value of microcredentials for end users. Current knowledge gaps in the perceived exchange value of microcredentials within the labour market raise the question of whether they can be sufficiently trusted by those acquiring them to become building blocks for lifelong learning, employment, improving professional status, and inclusiveness in education and training. Study results show that trust, which shapes potential engagement, is underpinned by socioeconomic factors and an individual's learning-work trajectory. Due to the different configurations of VET systems and how they are governed, extensive debate continues about the measures needed to support different groups of microcredential end users in varying labour market contexts.

    The European guidelines for validation of non-formal and informal learning seek to clarify the conditions for developing and implementing validation. The guidelines are written for everybody involved in initiating, developing and implementing validation and are meant as a source of inspiration and reflection. The development and implementation of validation relies on several interconnected elements that, when combined, can strengthen the role of validation at national and European levels. The guidelines put the individual at the heart of the process, responding to needs and objectives. They provide insights into validation provision and methodologies and how the process can be coordinated and carried out. This third update of the European guidelines follows and expands the principles agreed in the 2012 Council Recommendation on validation, and considers the evaluation of the Recommendation and follow-up. The guidelines are the result of consultation with stakeholders and validation experts during the last 3 years.

    Vocational education and training (VET) in Austria is mainly offered as apprenticeship (dual system) as well as in VET schools and VET colleges for higher vocational education. Adult education comprises a broad range of programmes from remedial training and second-chance education to higher education. Austria employs a broad definition of entrepreneurship competence. The education ministry uses the term 'entrepreneurship education', which is understood as 'enabling the individual to take the initiative and think and act independently, actively and responsibly. Entrepreneurship education in a wider sense encompasses all education measures that encourage entrepreneurial attitudes and skills. The development of specific values, attitudes and personal qualifications helps graduates starting up their own businesses but is also essential for finding jobs with existing enterprises. The interviews with managers, teachers and learners of VET schools and colleges revealed an even broader understanding of entrepreneurship competence, including the generation of ideas, creativity, self-reliance, taking initiatives and responsibility. In the interviews with companies providing VET, entrepreneurship competence is mainly understood as project planning and management, problem-solving and risk assessment, but also personal and social skills.

    This case study provides evidence on how entrepreneurship competence and entrepreneurship education are integrated in vocational education and training (VET) in Finland. It also shows to what extent, and how, the dimensions of entrepreneurial learning ecosystems facilitate acquiring entrepreneurship competence, and what policies, methods, tools and approaches support embedding the competence in VET. The findings are targeted to policy-makers, social partners, VET providers and researchers. For this study, entrepreneurship competence is defined as a key competence applying to all spheres of life: from nurturing personal development to actively participating in society, (re-)entering the job market as an employee or as a selfemployed person, and starting new ventures. It is understood from a wider perspective rather than as a competence for business creation only. This is aligned with the European entrepreneurship competence framework (EntreComp) (Bacigalupo et al., 2016): like that, it also defines entrepreneurship as something that can help 'turn ideas into action' and value-creation, referring to a wider sense of initiative needed for personal development, active citizenship, social inclusion and employment (Bacigalupo et al., 2016) beyond mere business creation. The concept of an entrepreneurial learning ecosystem paves the way towards embedding entrepreneurship competence in VET as an interplay between elements at policy-making, provider and learning environment levels.

    This case study provides evidence on the integration of entrepreneurship competence in vocational education and training (VET) in Croatia; it explores the dimensions of entrepreneurial learning ecosystems and how they facilitate the acquisition of entrepreneurship competence in VET. It also highlights the policies, methods, tools, and approaches that are most effective in embedding such competence in VET. The research was conducted from May to December 2022, combining deskbased and field research; it involved VET stakeholders from government agencies, six VET providers, including management, teachers and workplace mentors from the companies providing apprenticeships and learners. The selection of VET providers was based on their experience in offering entrepreneurship education across a wide range of VET programmes throughout the country.

    The European guidelines for validation of non-formal and informal learning seek to clarify the conditions for developing and implementing validation. The guidelines are written for everybody involved in initiating, developing and implementing validation and are meant as a source of inspiration and reflection. The development and implementation of validation relies on several interconnected elements that, when combined, can strengthen the role of validation at national and European levels. The guidelines put the individual at the heart of the process, responding to needs and objectives. They provide insights into validation provision and methodologies and how the process can be coordinated and carried out. This third update of the European guidelines follows and expands the principles agreed in the 2012 Council Recommendation on validation, and considers the evaluation of the Recommendation and follow-up. The guidelines are the result of consultation with stakeholders and validation experts during the last 3 years.
