    The extension of the mineral economy's value-chain is a relevant subject for the Brazilian debate on public policies for economic growth, but the numbers and definitions on the topic are still imprecise and, therefore, remain under construction. At first, based on the official classification of economic activities, a methodological discussion is presented to carefully establish the conceptual boundaries of the mineral economy, including the concepts of mining and transformation of minerals. In addition, a quantitative technique to precisely measure the extension of the mineral economy's value-chain and its linkages in Brazilian gross domestic product (GDP) is suggested. Finally, the paper presents the estimates considering Brazil's economic background over the last twenty years.

    Clean Energy Technology Observatory (CETO) provides an evidence-based analysis feeding the policy making process and hence increasing the effectiveness of R&I policies for clean energy technologies and solutions. It monitors EU research and innovation activities on clean energy technologies needed for the delivery of the European Green Deal; and assesses the competitiveness of the EU clean energy sector and its positioning in the global energy market. This overall strategic assessment highlights various aspects of the clean energy technology sector in the EU, including the increase in energy consumption and carbon intensity due to economic recovery, the decrease in greenhouse gas intensity, the growth of the renewable energy sector, the deployment of carbon pricing, the investment in research and innovation, the increase in employment in the renewable energy sector, the challenges in the manufacturing industry, the need for upskilling and digitalization, and the need for improved public data.

    This study details both the economic opportunities and environmental impacts of a paradigm shift in the domain of the Internet of Things (IoT) towards computing at the Edge. The study's objectives are aligned with that of the targets of the Digital Decade and contribute to the objectives of the Horizon Europe strategic plan for the development of technologies, standards and experimentation for users that will support Edge Computing for the future smart IoT. This study provides a thorough analysis of the competitive positioning of the EU on Professional IoT (Automotive electronics, factory automation, energy management IoT, security IoT, connected health & care devices, asset trackers for logistics and finally IoT for agriculture), which correspond to major industrial strengths and opportunities for the EU in light of the digital transition. Indeed, since 2021, Professional IoT's global market exceeds the market of consumer IoT, and the EU professional IoT manufacturers are still in a leading position worldwide, with 28% market shares, ahead of China and the USA. Professional IoT markets are also key to ensure the success of the EU green transition, given their role in new renewable energy production, smart grids, and green mobility. In this regard, a successful deployment of the Cloud-to-edge computing continuum is a prerequisite for the establishment of mature smart grids. This study answers the need of clear definition of edge computing and of its impact along the value chain of IoT, generating new business models and challenging the position of established players. In 2021, the ICT sector represented 4% of the total carbon footprint of humanity and its environmental footprint is expected to reach 7% by 2030. Professional IoT alone correspond to one third of this impact. Considering the EU's climate goals and plans (Green Deal), and in line with DG CNECT's priorities, this study provides a detailed environmental impact assessment of the global deployment of professional IoT and how the edge computing trend is affecting this environmental impact. Finally, chips supply plays an increasing role for EU's industrial fabric, and this is particularly reflected while studying the impact of edge computing on IoT. This is why these study's findings are of interest for the guidance of the EU Chips Act implementation. For this study, DECISION designed a segmentation of the types of semiconductors required to perform computing functions (processors and memories), depending on the intensity of computing capabilities they can ensure: thin, medium, or thick. This segmentation enables to easily position the European suppliers in the global semiconductor competition, as overall the EU ecosystem is strong in thin computing semiconductors, and small and reliant on US providers on thick computing semiconductors.

    The EU has always strenuously promoted economic integration with the rest of the world. In a peaceful world governed by a rules-based system, this strategy made Europe not only one of the most important global trading powers but also one of the most prosperous regions. The Covid-19 pandemic and the subsequent Russian invasion of Ukraine have fundamentally altered the dynamics of openness and economic integration and foreshadowed a long-term uphill struggle to preserve the EU's prosperity. These disruptive events have underscored the need for the EU to enhance its resilience and ability to safeguard its strategic interests effectively. Already in 2020, alongside the Green Deal, the von der Leyen Commission proposed an EU industrial strategy that would support the EU's 'geopolitical' role through strategic autonomy. As the EU is gearing up to respond to challenges that could signal a tectonic shift from the multilateral rules-based trading system that has been the hallmark of the post-World War II era, the EU can ill afford to be vague about what strategic autonomy means.

    Cocoa farmers in Côte d’Ivoire face precarious livelihoods. Low farm-gate prices that are a fraction of the world market price compel land-extensive farming practices that perpetuate a cycle of poverty and environmental degradation. This paper seeks to understand the drivers of the low pass-through of cocoa prices in the world’s largest cocoa-producing country and to identify potential inefficiencies and remedies. The analysis comprehensively covers price formation along all segments of the in-country supply chain. Our approach couples econometric analyses using secondary cocoa price data and primary farm household survey data with qualitative assessments of institutional factors specific to the cocoa value chain in Côte d’Ivoire. Notwithstanding the country’s highly regulated system of setting cocoa prices, we do not find evidence for inefficiencies that would explain persistently low farm-gate prices. Nor do we find that the recently introduced ‘’Living Income Differential’’, a price premium on internationally traded cocoa, has benefited farmers. We conclude by advocating for the international cocoa industry to strengthen its development programmes in cocoa-growing communities, complemented by government provision of infrastructure and other public goods. Such efforts can ultimately serve to increase the opportunity cost of cocoa production, drawing farmers into other employment sectors while improving the resilience and livelihoods of those who remain. Die Kakaobauern in Côte d'Ivoire leben in prekären Verhältnissen. Niedrige Ab-Hof-Preise, die nur einen Bruchteil des Weltmarktpreises ausmachen, zwingen sie zu einer flächenextensiven Bewirtschaftung, die einen Kreislauf aus Armut und Umweltzerstörung aufrechterhält. In diesem Papier wird versucht, die Ursachen für die geringe Weitergabe der Kakaopreise im größten Kakaoanbauland der Welt zu verstehen und mögliche Ineffizienzen und Abhilfemaßnahmen zu ermitteln. Die Analyse umfasst die Preisbildung in allen Segmenten der Lieferkette des Landes. Unser Ansatz verbindet ökonometrische Analysen unter Verwendung sekundärer Kakaopreisdaten und primärer Erhebungsdaten der landwirtschaftlichen Haushalte mit qualitativen Bewertungen institutioneller Faktoren, die für die Kakao-Wertschöpfungskette in Côte d'Ivoire spezifisch sind. Trotz des stark regulierten Systems zur Festsetzung der Kakaopreise in Côte d'Ivoire finden wir keine Hinweise auf Ineffizienzen, die die anhaltend niedrigen Ab-Hof-Preise erklären würden. Wir finden auch nicht, dass das kürzlich eingeführte "Living Income Differential", ein Preisaufschlag auf international gehandelten Kakao, den Bauern zugute gekommen ist. Abschließend plädieren wir dafür, dass die internationale Kakaoindustrie ihre Entwicklungsprogramme in den Kakaoanbaugemeinden verstärkt und durch die Bereitstellung von Infrastruktur und anderen öffentlichen Gütern durch die Regierung ergänzt. Solche Bemühungen können letztlich dazu dienen, die Opportunitätskosten der Kakaoproduktion zu erhöhen und die Bauern in andere Beschäftigungsbereiche zu locken, während sie gleichzeitig die Widerstandsfähigkeit und den Lebensunterhalt derjenigen verbessern, die bleiben.

    This report evaluates potential competition issues in the provision of publicly accessible recharging infrastructure and related services for electric vehicles (EVs) across the EU27 + UK. It develops a taxonomy of possible competition concerns and collates evidence on whether there are existing or potential future anticompetitive effects. It begins with a background on the EV public recharging sector evolution, industry dynamics, regulatory initiatives, and public support. It provides an overview of the sector value chain, participants, business models, and pricing structures. A taxonomy of possible competition concerns around unilateral and coordinated conducts, and potentially public funding distortive effects is then developed. Lastly, an in-depth assessment is conducted for a broadly representative subset of countries (Ireland, Italy, Croatia and Belgium) to assess whether there is prima facie evidence of anticompetitive effects. Overall, the analysis highlights a significant level of heterogeneity across the region both in the evolution and current state of development of the sector. Although a range of competition concerns are relevant as the sector evolves, no evidence was uncovered of major competitive concerns in the current state of the sector. Evidence instead supports that countries exhibiting higher levels of concentration are generally markets in early phase and in expansion.
