    The (re-)introduction of rent regulation in the form of rent controls, tenant protection or supply rationing is back on the agenda of policymakers in light of rent inflation in many global cities. While rent control as social policy promises short-term relief, economists point to their negative long-run effects on new construction. This paper present long-run data on both rent regulation and housing construction for 16 developed countries (1910-2017) and 44 developing countries since the 1980s to confirm the economists’ view generally, albeit with certain reservations. The negative effect of regulation can be offset by exemptions for new construction, by compensating government construction and by a flight of new construction into the owner-occupied sector. The overall magnitude of the effect is therefore not as high as expected and shows non-linearities. But, although rent control is usually introduced with good social-policy intentions, it generally risks to crowd out its object of regulation through inhibiting new construction.

    Depending on multiple factors and regional characteristics, the area of agricultural land fuctuates with varying scale and speed. These fuctuations generally occur as a result of changes in a way individuals use their land. Human activities, such as agricultural expansion, intensifcation, or land abandonment, play a signifcant role not only in maintaining economic well-being and food security but also in the transformation of landscapes, environmental conditions, and biodiversity. Environmental and socio-economic factors are claimed to be the dominant determinants of land use change; however, the impact of institutional change cannot be neglected. Post-Soviet and allied countries introducing market-oriented reforms during the last three decades demonstrated profound fuctuations in the area of cultivated land. Simultaneously, this period was associated with substantial institutional shifts in the agricultural sector of transition economies. Despite the adoption of similar reforms after 1990, these countries have been following discrepant trajectories in agricultural development. The sources of discrepancies were not only unequal initial institutional conditions but also land reforms that were implemented partially or remained written only on the paper without entering into force. In order to investigate how institutional change infuences land use in transition economies, this dissertation considers an analysis of land tenure settings at cross-country and individual levels. In Abhängigkeit von mehreren Faktoren und regionalen Merkmalen schwankt die landwirtschaftliche Nutzfäche mit unterschiedlichem Umfang und Geschwindigkeit. Diese Schwankungen treten im Allgemeinen aufgrund von Änderungen in der Art und Weise auf, wie Menschen ihr Land nutzen. Menschliche Aktivitäten wie die Expansion, Intensivierung oder Aufgabe von Land in der Landwirtschaft spielen nicht nur eine wichtige Rolle bei der Aufrechterhaltung des wirtschaftlichen Wohlergehens und der Ernährungssicherheit, sondern auch bei der Veränderung von Landschaften, Umweltbedingungen und biologischer Vielfalt. Es wird behauptet, dass Umwelt- und sozioökonomische Faktoren die dominierenden Determinanten der Landnutzungsänderung sind, wobei die Auswirkungen des institutionellen Wandels jedoch nicht vernachlässigt werden können. Die postsowjetischen und alliierten Länder, die in den letzten drei Jahrzehnten marktorientierte Reformen eingeführt haben, zeigten tiefgreifende Schwankungen in den kultivierten Landfächen. Gleichzeitig war dieser Zeitraum mit erheblichen institutionellen Veränderungen im Agrarsektor der Transformationsökonomien verbunden. Trotz der Verabschiedung ähnlicher Reformen nach 1990 haben diese Länder unterschiedliche Wege in der landwirtschaftlichen Entwicklung eingeschlagen. Die Ursachen für Diskrepanzen waren nicht nur ungleiche institutionelle Anfangsbedingungen, sondern auch Landreformen, die nur teilweise umgesetzt oder lediglich auf dem Papier festgehalten wurden. Um zu untersuchen, wie institutionelle Veränderungen die Landnutzung in Transformationsökonomien beeinfussen, wird in dieser Dissertation eine Analyse von Landbesitzbedingungen auf länderübergreifender und individueller Ebene durchgeführt.

    This paper applies a mental model approach to study the role of tenure security in farmers’ decisionmaking on agricultural investment in Uganda. We investigate the role that both perceived tenure security and formal land rights, measured by the possession of land certificates, play. Our focus is on investment in improved seeds, a widely applied strategy in agricultural development and climate change adaptation. The study design leverages the roll-out of a large land demarcation and registration project, which creates exogenous variation in farmers’ tenure security. Results show that, in contrast to expectations derived from economic theory, tenure security plays only a minor role in farmers’ decision-making process to invest in improved seeds. Out of 15 potential factors determining a farmer’s investment decision, both perceived tenure security and possession of a land certificate are among the least chosen factors, regardless of whether or not households participated in the land registration project. A heterogeneity analysis reveals that female-headed households value formalized land rights more than male-headed households. Diese Studie untersucht mit einem Mental Model-Ansatz, welchen Einfluss die Sicherheit des Landbesitzes bei der Entscheidungsfindung über Agrarinvestitionen von Kleinbauern in Uganda hat. Wir analysieren die Rolle, die sowohl die wahrgenommene Eigentumssicherheit als auch formale Landrechte, gemessen durch den Besitz von Landzertifikaten, spielen. Unser Schwerpunkt liegt auf Investitionen in verbessertes Saatgut – einer weit verbreiteten Strategie in der landwirtschaftlichen Entwicklung und der Anpassung an den Klimawandel. Das Studiendesign nutzt die Einführung eines großen Landregistrierungsprojekts, das zu exogener Variation in der Sicherheit des Landbesitzes führt. Die Ergebnisse zeigen, dass im Gegensatz zu den aus der Wirtschaftstheorie abgeleiteten Erwartungen die Sicherheit des Landbesitzes im Entscheidungsprozess der Kleinbauern, in verbessertes Saatgut zu investieren, nur eine untergeordnete Rolle spielt. Von den 15 potenziellen Faktoren, die die Investitionsentscheidung eines Kleinbauern bestimmen, gehören sowohl die wahrgenommene Eigentumssicherheit als auch der Besitz eines Landzertifikats zu den am seltensten ausgewählten Faktoren. Dies ist unabhängig davon, ob Haushalte an dem Landregistrierungsprojekt teilgenommen haben oder nicht. Eine Heterogenitätsanalyse zeigt, dass von Frauen geführte Haushalte formalisierten Landrechten eine wichtigere Rolle beimessen als von Männern geführte Haushalte.

    In this paper we study the impact of tenure security on rural to urban migration of household members over the age of 15. Using three waves of the Tanzanian National Panel Survey (NPS) data, we show that tenure security is associated with lower probability of migration in rural Tanzania. This result is consistent with the idea that better property rights over agricultural land in rural Tanzania, by easing the fear of expropriation of land holdings, can induce households to retain more of their members. The result is found to be robust to different specifications and estimation techniques. Promoting land tenure security is a key policy concern in curbing rural - urban migration at early stages of development.

    In the shadow of homeownership and public housing, social policy through the regulation of private rental markets is a neglected and underestimated field of social policy. This paper, therefore, presents unique new data on the development of private tenancy legislation through the binary coding of rent control, the protection of tenants from eviction, and rental housing rationing laws across more than 25 countries and 100 years. This long-run perspective reveals the dynamic effects of rent control on the rise of homeownership as the dominant tenure during the 20th century. We find that both rent regulation and rationing legislation effectively increased homeownership, but only up to a certain threshold. We suggest that the short-term lure of an inexpensive social policy for tenants has led to the long-term marginalization of rental markets in many countries.

    The relationship between land investment and tenure security is usually tested in land scarce but peaceful areas. This article examines instead the effects of land abundance and war for investment and tenure security. The paper demonstrates that war enhances land abundance. This implies that farm size for the analysis of land investment and tenure security. The paper formally tests for land abundance and estimates a system of equations using farm survey data from post-war Mozambique. Farm size is found to be a key determinant of both investment and tenure security. This raises important policy issues for post-war reconstruction.

    Land rights are essential assets for improving the livelihoods of the rural poor. This literature based paper shed light to some land rights issues that are crucial for the effectiveness and sustainability of implementing technological innovations in marginalized rural areas of Ethiopia, Ghana, India and Bangladesh. By analysing country specific land right regimes, this paper aims to understand what institutional conditions might constitute barriers to the effective implementation of technological innovations and how they might be overcome. Land rights issues considered in this paper include public and private ownership of land in Ethiopia, customary and statutory law in Ghana, and gender equality and land rights in India and Bangladesh. A better understanding of institutional barriers for the effective implementation of technological innovations is a precondition for complementing technological with enabling institutional innovations and for improving priority setting, targeting and sequencing in the implementation of productivity increasing development measures.
