    Carbon tax revenue recycling – returning tax revenue to firms or households that are covered by the carbon tax – can potentially increase political acceptance for carbon taxation and prevent undesirable distributional outcomes and off-shoring. This paper uses a stylized theoretical model to analyze the long-run effects of carbon tax revenue recycling in a sector where there are knowledge spillovers between firms. The paper shows that recycling tax revenue to polluting firms can impede incentives to invest in green technologies and, in some settings, completely curb green investment. This is the case even if the individual transfers are small relative to aggregate government revenues and not contingent on firm-level emissions or investment levels. The disincentive to invest when revenues are recycled arises because a firm investing in green technology may lower not only their own emissions, but also those of other firms, when there are knowledge spillovers between them. When revenues are recycled, the emission reductions from the rest of the industry will lower the transfer received by the investing firm.

    This study builds on our previous analyses of a new growth model for the EU member states of Central and Eastern European (CEE), focusing on fostering innovation-driven development. We aim to explain the types of innovation systems and policies that enhance domestic innovation capabilities, drawing on global best practices. A critical evaluation of the current innovation landscape in EU-CEE countries is conducted, particularly in the context of the green and digital transitions. The study assesses the strengths and weaknesses of both national innovation initiatives and opportunities provided by EU industrial and technology policy frameworks. Based on these insights, we offer actionable policy recommendations to promote innovation-driven growth, enhance productivity, and boost economic convergence over the medium term, taking into account the unique political and historical contexts of the EU-CEE countries. Additionally, we prepare country-specific briefing notes tailored to the individual development needs and opportunities of each nation.

    Cooling is an important area for which there is a rapidly increasing demand, but it accounts for a sizeable portion of electricity consumption and generates negative environmental externalities. Technological change directed towards environmental sustainability is essential for cooling to play a role in sustainable development pathways. This paper seeks to characterize important empirical patterns regarding climate friendly cooling technologies. This is mainly based on a patent search strategy following the Organisation for Economic Co-operation and Development (OECD) guidelines on environmental technologies. We identify 118,396 patent families in this field over the period 1990-2019, and the top five innovative economies, i.e., the People's Republic of China (PRC), Germany, Japan, the Republic of Korea, and the United States, accounting for 90.4% of total technologies. Global innovation in this field, dominated by Japan in the early years, has achieved a rapid growth since 2005, which was primarily driven by the PRC. The United States is the innovation leader in terms of scientific impact. Japan is found to be exclusively specialized in a single cooling field, whereas the other major economies have more diversified innovation portfolios. This suggests newcomers to this field should develop innovations that match their national needs and core competences. Using an index decomposition technique, this paper further quantifies the drivers of innovation in this field. Despite different GDP effects, the decomposition results highlight the crucial role of prioritizing cooling technologies and enhancing R&D intensity and productivity.
