    The ongoing SARS-CoV-2 pandemic is stressing the world population, health care system and economies at a level not experienced since WWII or the last “Spanish flu” pandemic of 1918. This shock provides a real-life test of the resilience of human societies, challenging our understanding and level of preparation. We suggest that a decay of global individual health resilience, due to cumulative multi-factor pollutions and modern ways of life, has made the whole population strongly susceptible to the COVID 19 pandemic. To ensure future resilient societies, we propose to prioritize economic development fostering depollution of the ecosystem and of individuals, and training individual responsibility

    A growing share of emerging markets (EMs) uses hybrid versions of inflation targeting that differ from the IT regimes of the OECD countries. Real exchange rate and international reserve changes affect the policy interest rates in commodity countries, aiming to stabilize their real exchange rate in the presence of volatile terms of trade and heightened exposure to capital inflow/outflow shocks. Inflation targeting works well with independent central banks, yet fiscal dominance concerns may hinder the efficacy and independency of central banks. This suggests experimenting with the integration of monetary rules and fiscal rules, possibly linking these rules with the operations of buffers like international reserves and sovereign wealth funds (SWFs). The global financial crisis validated the benefits of countercyclical management of international reserves and SWFs in reducing the volatility of real exchange rates. Macroprudential policies may complement or even substitute buffer policies by reducing a country's balance sheet exposure to foreign currency debt, mitigating the risk of costly sudden stops and capital flight. A growing share of EMs is experiencing exposure to new financial technologies (fintech), providing cheaper and faster financial services and extending financial coverage to previously under-served populations. Deeper fintech diffusion may redirect financial intermediation from regulated banks to emerging fintech shadow banks, some of which may have a global reach. These developments, and the diffusion of cryptocurrencies promising anonymized payment systems, may hinder the effectiveness of monetary policy and eventually induce greater financial instability. States may encourage the diffusion of efficient financial intermediation in ways that benefit users while restricting the use of anonymized exchange and global monies to reduce the threat of a shrinking tax base and to maintain financial stability.

    Climate change is already a systemic risk to the global economy. While there is a large body of literature documenting potential economic consequences, there is scarce research on the link between climate change and sovereign risk. This paper therefore investigates the impact of climate change vulnerability and resilience on sovereign bond yields and spreads in 98 advanced and developing countries over the period 1995-2017. We find that the vulnerability and resilience to climate change have a significant impact on the cost government borrowing, after controlling for conventional determinants of sovereign risk. That is, countries that are more resilient to climate change have lower bond yields and spreads relative to countries with greater vulnerability to risks associated with climate change. Furthermore, partitioning the sample into country groups reveals that the magnitude and statistical significance of these effects are much greater in developing countries with weaker capacity to adapt to and mitigate the consequences of climate change

    The COVID-19, by putting pressure on different edges of social structure, is emphatically showing, at the municipal level, economic distribution inequalities as well as health infrastructure precariousness. This poor distribution of resources amplifies the vulnerability of municipalities to this threat of health pandemic. In this regard, we seek to identify the Bolivian municipalities that present the highest rates of health vulnerability (IVS). The IVS distinguishes three main components: 1) hospital coverage, which measures the capacity level of the health system - personnel and infrastructure -; 2) health demand, which measures the pressure that population puts on their health systems; 3) government budget, which measures the budget that municipal governments have for facing the crisis. In addition, we propose an Index of Threats and Risks (IAR) to analyze municipalities with COVID-19 cases; characterizing their degree of risk to identify mitigation measures and, then, to help municipalities to strengthen their levels of health resilience. For this purpose, we use the Shapley decomposition technique as the main analysis method, which help us build the aforementioned indices.

    We describe the need for resilience in supply chains given the recent stream of disruptions that the world has experienced. Based on recent events, we identify different types of disruptions that have challenged the resilience of supply chains. Subsequently, we describe the different digital tools used in supply chains and their success or failure in increasing the resilience of supply chains. We conclude that some digital solutions help to increase resilience, while others have almost no effect, namely systems integration, artificial intelligence (AI), and simulation. We propose a classification of how to relate the type of disruption to the effective digital tool. We finish by proposing a framework for future research to validate digital solutions that increase reliability. We also conclude that some tools, including 3D printing and blockchain, might have a role in the future in increasing the resilience of supply chains, but that today there is no evidence of a positive effect.

    This paper presents an approach for resilience incentives in the regulation of electricity network operators. Resilience is the ability of the power system to deal quickly and efficiently with large-scale and long-lasting power interruptions. It comprises two related aspects: minimizing the damage caused by an outage and increasing the robustness of the system. The resilience regulation proposed in this paper contains two complementary parts. First, a resilience incentive mechanism, which aims at internalizing external effects of resilience improvement. This part relies on so-called duration-dependent consumer damage functions (CDFs). Second, a forward-looking budget approach with a sharing factor to strengthen incentives for resilience expenses within regulatory constraints.

    Can public infrastructure help regions to mitigate large shocks? We examine how hospital infrastructure contributes to regional resilience in the event of serious health emergencies. During the 1918 Spanish flu pandemic, four out of every 1,000 Germans died. We find lower influenza mortality rates and no political reaction in cities and rural areas with adequate hospital infrastructure. In contrast, rural areas without adequate infrastructure absorb shocks poorly, and voters punish the governing parties in the next elections. We conclude that public infrastructure can mitigate large external shocks, especially in rural regions.

    We conducted a randomized evaluation of a universal primary prevention intervention whose main goal was to increase the resilience of students from a large broad-access Hispanic Serving Institution and commuter urban college. In a 90-minute workshop, students were: introduced to the resilient-thinking approach, which offers conceptual tools to cope with unexpected negative shocks; worked individually and in groups to identify challenges in their community; and brainstormed strategies to address them. We find that the intervention increased by 5 percent of a standard deviation the short-run resilience of the average student. Importantly, the intention-to-treat effects were larger for students with lower levels of baseline resilience. The intervention was most effective among students with weaker individual protective factors at baseline (the most vulnerable students, those with lower resilience, and with higher mental health problems), and for those with stronger community protective factors, suggesting that individual and community factors mediate differently within this intervention. The intervention effects on students' resilience persisted over time. These effects were mostly driven by an improvement in students' collaboration (i.e., maintenance and formation of support networks and personal relationships), and vision (i.e., sense of purpose and belief in an ability to define, clarify, and achieve goals).

    Challenges are an inevitable part of being human, yet may cause significant affliction. At the same time, challenges are also understood to foster strengths and resilience, potentially serving as a catalyst for personal development. In an attempt to reconcile this paradox, an approach of intentionally utilizing challenges for growth, and thereby learning to deal with challenges more resiliently, is proposed, based on Social Cognitive Theory (Bandura, 1986). It is hypothesized that a four-step intervention following the devised approach could assist taking on challenge and using it as a vehicle for personal growth, leading to higher contentment with one’s state and actions, as well as continuous development. Aiming to foster thriving, as operationalized by well-being and acting well, the according intervention is developed via design-based research. Prototypes are iteratively tested and adapted. The intervention is conducted in the form of 15 workshops, in total comprising 256 participants currently in a context posing a challenge. Within each workshop, attendees take part in the four-step process to clarify their status quo and devise an intentional challenge. Participants report improvements in their well-being and confidence in their actions after the workshop, and begin implementing an intentional challenge for daily life. In a later follow-up, participants note feeling happier and more resilient, and indicate strengthened willpower and self-efficacy. Interventions encouraging personal growth appear promising in assisting situations of challenge, such as crossroads in life, finding a fulfilling purpose and professional path, and calibrating balance within various areas of our lives. They can be employed in according contexts, such as schools and organizations. This examination offers an exemplary blueprint for such an approach.

    Zusammenfassung: Resilience has become a dominant paradigm in a wide range of risk and security agendas. In this article we describe the modes in which resilience approaches in the domain of civil protection responsibilize social actors and citizens to ‘do their part’. We also examine some of the problems such attempts to ‘make the people resilient’ might raise. Specifically, by using an historical case study of the Swiss civil defense system as example illustrating how a political agenda can be used to proliferate individual responsibility for societal safety and security through instruction, we argue that measures labeled as ‘resilience-building’ can easily fail to meet their stated goals. Policies aiming at building resilience in a top-down fashion risk becoming counterproductive, especially if public policy aims to persuade or ‘nudge’ individual perceptions and behavior, as people feel manipulated or scared. It appears imperative to address the political and ethical boundaries of resilience-building efforts in order to understand and improve the effectiveness and democratic legitimacy of current resilience policies
