    This study is the third in a series of three research papers, prepared for a PECH Committee Workshop. It explores how initiatives within the European Green Deal may impact food security in fisheries and aquaculture. The Farm to Fork Strategy's aim of sustainable food production indicates prioritising low trophic species like bivalves and algae. 'Fit for 55' requires greater fuel efficiency and a transition to clean energy by the fishing fleet. A net positive long-term impact on food security is expected from sustainable production. As two thirds of the EU's seafood consumption is imported, such ambitions should be extended to non-EU country producers.

    This study seeks to assess how advanced is the implementation of SDGs in the EU. It postulates that the analysis of national recovery effort is an appropriate approach to assess SDGs implementation. This study therefore analyses how and to what extent the UN Sustainable Development Goals (SDGs) are integrated in the European Semester (ES) 2023 cycle as it encompasses both National Reform Programmes (NRPs) and reporting on national recovery effort. The study further explores the territorial dimension of the National Reform Programmes, by assessing whether Member States (MSs) have taken into account local and regional disparities in their policies and whether Local and Regional Authorities (LRAs) are part of the planning and implementation of the programmes.

    This JRC report examines the potential of energy communities to alleviate energy poverty, which affects an estimated 50 million households in the EU. Through a review of existing literature, cases, surveys and findings of key EU projects, we identify the main drivers and barriers to the participation of energy-poor households in community energy initiatives. We find that energy communities (legal entities that empower citizens, small businesses and local authorities to produce, manage and consume their own energy) have the potential to provide affordable and sustainable energy services to low-income households, while also promoting energy democracy and social cohesion. However, significant challenges remain, including the limited awareness and accessibility of energy communities, regulatory barriers, and funding constraints. To overcome these challenges, a range of policy and practical measures is needed, including targeted financial support, capacity-building for energy communities, and streamlined regulatory frameworks. We conclude that energy communities can play a crucial role in tackling energy poverty, but require concerted efforts from policymakers, energy providers, and civil society to realise their full potential.

    This policy brief presents the results of the 2023 data collection on the structural indicators for monitoring education and training systems regarding the teaching profession, which aims to provide evidence and analysis for the Education and Training Monitor (ETM). The 2021 Council Resolution on a strategic framework for European cooperation in education and training towards the European Education Area invited the Commission to propose indicators on the teaching profession (1). Following this resolution, the Commission developed a dedicated dashboard with indicators capturing different aspects regarding the attractiveness of the teaching profession. The teaching profession is also the theme of the opening chapter of the 2023 ETM (European Commission, 2023), which analyses these indicators on the attractiveness of the teaching profession and provides further insights into teacher shortages. This report provides evidence and analysis regarding five key policy areas: 1. policies to address teacher shortages, in general or for certain subjects; 2. policies to address teacher shortages in certain geographic areas or disadvantaged schools; 3. alternative pathways leading to a teaching qualification, other than the mainstream initial teacher education (ITE); 4. the use of appraisals to address teachers' needs for professional development and specialist support; 5. the role of teacher appraisals in career and salary progression.

    This study investigates the risks and vulnerabilities affecting food supply and food security in the EU, including differences across Member States, sectors and stages of the EU food supply chain. The study uses data from a systematic literature review, semi-structured interviews and an online survey of key stakeholders, and employs qualitative and quantitative methods to analyse risks and vulnerabilities. It finds that the EU food supply chain faces a broad range of risks and sheds light on the factors that make it vulnerable to these risks. The analysis identifies key characteristics of risks, such as origin, time horizon, likelihood of occurrence, potential impact and exposure. Key risks to food supply and food security are highlighted, as are the main risks threatening different Member States (including the outermost regions) and the different sectors and stages of the EU food supply chain. Emerging risks that warrant further attention are also identified. The study provides a basis for strategic decision-making by highlighting the sources of risks and potential areas of intervention to reduce the vulnerabilities of the food supply chain. Its findings will support EU policymakers, particularly within the European Food Security Crisis Preparedness and Response Mechanism, in improving the preparedness of the EU food supply chain for future crises.

    The Final Report of the REGIONS2030 project analyses the results of the participation of 10 European Regions in the pilot project "REGIONS2030: monitoring the SDGs in the EU regions - filling the data gaps" (published by the Joint Research Centre - JRC of the European Commission on September 1, 2022, with the support of the European Parliament) and their proposals to develop and improve the framework of indicators for the regional monitoring of the Sustainable Development Goals (SDGs) of the 2030 Agenda. The Report illustrates the methodological approach and the data analysis for developing a regional monitoring indicator set for the SDGs, useful in the European framework for all European regions. Based on the analysis of the indicators proposed by the JRC about the SDG Targets, the ten Regions (North Aegean, Western Macedonia, Navarra, Andalucia, Piemonte, Puglia, Pomorskie, Centro, Nord-Vest, and Manisa, Afyonkarahisar, Kutahya, Usak - T33) selected a set of available, functional, and additional indicators, in coherence with regional needs and priorities, also concerning the regional (and national) monitoring system. Thanks to the valuable work carried out by the regions in collaboration with the JRC and the regions' suggestions, the Final Report presents the final set of indicators proposed to monitor the achievement of the SDGs at the regional level in Europe. The availability of a coherent and comprehensive monitoring framework with a related set of indicators like the SDGs is critical to designing better place-based policies to foster sustainable development.

    This study looks at Chinese investments in maritime infrastructures through the lens of 'de-risking' for the first time. It provides a comprehensive overview of Chinese investments in the European maritime sector over the past two decades and weighs the associated risks. The study borrows the framework adopted by the National Risk Assessment of the Kingdom of the Netherlands 2022 for its risk assessment and further develops it to score the impact and likelihood of the investments across five major threat areas: EU-level dependency risk, individual dependency risk, coercion/influence risk, cyber/data risk and hard security risk. The analysis illustrates that the risks remain insufficiently understood by Member States, despite their high likelihood and/or impact. This is particularly true for economic coercion and cyber/data security risks.

    This report offers guidance on the operating and financing model(s) to establish Open Research Europe (ORE), the European Commission's open access publishing platform, as a collective non-profit publishing service from 2026. It identifies considers a range of internal and external factors influencing likely growth in published outputs and operating costs of ORE between 2026-2030 and proposes an operational model for the service. It puts forward a central planning scenario based on the publication of 6,600 articles over five years, supported by €17.6 million of funding. Steady rather than exponential growth is preferable for ORE, allowing quality to be maintained and financial support to be marshalled over time as the platform gains acceptance within the author community.

    The world faces major economic, social, technological, political and environmental challenges that shape the everyday life of people and businesses. The European Union has a strong potential to deal with such challenges and ensure a just future for all its places and people. Among others, the EU has two powerful tools for this, the Single Market and Cohesion Policy. Although Cohesion Policy has helped to reduce disparities, there are still inequalities in the EU which risk undermining its future prosperity. In the coming years, economic growth in the EU will be driven by the twin green and digital transitions, which will bring new opportunities. At the same time significant changes are likely to create new regional disparities. Only a strong Cohesion Policy can ensure that no one and no region is left behind since a lack of inclusion may lead to more inequalities and Euroscepticism. This study aims to open a dialogue among policy makers and feed discussions on the future of Cohesion Policy. It looks to inform decisions about possible futures based on shared EU values that shape both the Single Market and Cohesion Policy. To do so, this study looks into the historical evolution of the Single Market and Cohesion Policy. It also links member state contributions to the EU budget and funding from Cohesion Policy, as well as the latter's economic and non-economic spill overs. Furthermore, the study presents three future scenarios for Cohesion Policy and offers conclusions and recommendations.

    The present study supports the implementation of the 2022 Communication "Putting people first, securing sustainable and inclusive growth, unlocking the potential of the EU's outermost regions". As part of this communication, the European Commission encourages the Outermost Regions (OR) and their respective Member States to ensure access to a range of basic needs, including, amongst others, adequate housing, drinking water and sanitation, electricity, cooling and heating, and connectivity (internet and telephone networks). The objective of the study is to provide a snapshot of the situation regarding access to these four basic needs across the outermost regions and the infrastructure in place for this purpose. The study further aims to identify key trends over time and remaining needs.

    With a view to maximise the impact of EU Cohesion Policy and RRP investments in the field of Research and Innovation (R&I) in Bulgaria, Croatia and Romania, this report provides a strategic evaluation of the three countries' Technology Transfer systems with concrete recommendations for enhancing academia-industry collaboration and research commercialisation. The report aims to help Bulgaria, Croatia, and Romania to build up effective Research and Innovation (R&I) systems, in particular through the strengthening of Technology Transfer (TT) and Intellectual Property Rights (IPR). The report is the result of extensive research, primarily interviews and consultations with approximately 100 stakeholders, the majority of which from academia (Technology Transfer Offices (TTOs) at Universities and Research Institutes) and government authorities (ministries; agencies at national and, where relevant, regional level), as well as some industry representatives, cluster associations and other innovation-focused stakeholders (science and technology parks, incubators, accelerators) from the three countries at focus. The interviews were conducted in the second half of 2022 and first half of 2023. This study presents a country-by-country analysis of the technology transfer landscape; regulatory frameworks, skills-capacities-capabilities; academia-industry collaboration dynamics; financing instruments and mechanisms; patenting of academic inventions, among others. The targeted findings and recommendations contained in the three country-focused chapters are followed by two horizontally-applicable chapters on Financing mechanisms and capacity building activities; and TT Tools and IP Guidelines, which have a relevance to and could benefit all three countries. The work was commissioned by DG REGIO to the Joint Research Centre, which coordinated and directed the group of independent experts that authored the present report.

    Measuring performance and monitoring change within an industrial ecosystem are vital components that enable policymakers and industry stakeholders to track progress over time and obtain valuable feedback on whether the system is moving in the desired direction. This report is a contribution to the 'European Monitor of Industrial Ecosystems' (EMI) project, initiated by the European Commission's Directorate General for Internal Market, Industry, Entrepreneurship, and SMEs, in partnership with the European Innovation Council and SMEs Executive Agency (EISMEA). Its primary objective is to present the current state and the advancements achieved over time in terms of the green and digital transition of the energy intensive industries ecosystem. The energy intensive industries represent the foundations of critical and strategic value chains that enable the EU economy and society, including transport, construction and power generation, as stated in the masterplan for a competitive transformation of EU energy intensive industries. The energy intensive industries (EII) ecosystem is important to Europe, as it employed almost 8 million people in 2019, realising a value-added of roughly €550 bn (or 5.9% of the EU total). The report takes a closer look at the steel industry and the chemical industry as the first forms the backbone for development, growth, and employment in Europe due to its close integration with Europe's manufacturing and construction industries, while chemicals are at the heart of Europe's major value chains, including pharmaceuticals, electronics, batteries for electric vehicles, and construction materials. The EU is the second-largest steel producer in the world, after China, while the chemical industry is the fourth largest manufacturing industry in Europe. The energy intensive industries (EII) ecosystem is however subject to several challenges and have been negatively affected by the COVID-19 crisis due to, among others, substantial declines in demand in downstream industries. A main challenge of the ecosystem is the urgent need to reduce its carbon footprint, while, at the same time, stay competitive globally. While the EIIs have identified several technology pathways towards a low-carbon economy, these solutions typically entail high risks, require large capital investments, and often have high operating costs. Low-carbon technologies needed for the transition are often more expensive compared to fossil fuel-based production pathways, requiring substantial R&I investments to reach the European Green Deal emission targets. Regarding R&D&I investments, EU27 companies are focussing more on green technology investment in the energy intensive industries industrial ecosystem with over €48 bn in investments from 2017-2020. In this project, the green and digital transition of industrial ecosystems have been analysed based on a tailored monitoring framework and dataset. The data include a business survey, text mining of company websites, startup data, patent applications, trade and production, investments, online job advertisements and job profiles and environmental impact data. The methodology of the data calculations is included in report on the conceptual and methodological framework.

The agri-food industrial ecosystem is essential to Europe. In 2019, 16 million people were employed in the industrial ecosystem, compared to 21.5 million in the entire food supply chain, and the value-added was roughly €603 bn (or 6.4% of the EU total). The agri-food ecosystem is typically formed by SMEs, with 99% of food and drink enterprises being SMEs, and more particularly, micro-enterprises. The EU agri-food ecosystem is known for providing high-quality and safe products, and the EU is the number one food and drink exporter in the world. However, the ecosystem is subject to several challenges and is historically known for its high environmental impact in terms of greenhouse gas emissions (GHG) and energy consumption. The agri-food industrial ecosystem is witnessing a shift towards a EU sustainable food system, powered by green and digital technologies such as biotechnology, advanced materials, advanced manufacturing and robotics and Internet of Things (IoT), to support the twin transition. In this project, the green and digital transition of industrial ecosystems have been analysed based on a tailored monitoring framework and dataset. This report is a contribution to the 'Monitoring European Industrial Ecosystems' project, initiated by the European Commission's Directorate General for Internal Market, Industry, Entrepreneurship, and SMEs, in partnership with the European Innovation Council and SMEs Executive Agency (EISMEA). Its primary objective is to present the current state and the advancements achieved over time in terms of the green and digital transition of the digital industrial ecosystem. For each of the fourteen industrial ecosystem, a pathway for the green and digital transition, i.e., a transition pathway, is or will be developed. For the digital industrial ecosystem, this transition pathway is covered by the Digital Decade Compass and policy programme. The Digital Decade policy programme, with concrete targets and objectives for 2030, will guide Europe's digital transformation in skills, infrastructure, business and government. This policy programme sets up an annual cooperation cycle, based on an annual cooperation mechanism involving the Commission and Member States, to achieve the common objectives and targets. In 2019, the digital industrial ecosystem employed 6.6 million people, and the value added was roughly EUR 674 billion. While, compared to the other industrial ecosystems, the digital industrial ecosystem is somewhere in the middle as regards employment and gross added value, in 2018, the ecosystem included 1.2 million firms, of which 99.8% were SMEs. When the COVID-19 crisis hit, it boosted the penetration of Information and Communications Technology (ICT) and digital adoption. For instance, due to the need for telework, online schooling & shopping, the demand for digital infrastructure increased substantially. However, at the same time, like in many other sectors, demand decreased (e.g., demand for hardware for the automobile sector) and supply chains were disrupted, slowed down or even stopped in many countries. Other challenges facing the digital industrial ecosystem include under investment and the dependence on other industrial ecosystems as well as world regions for key value chain components to support the industrial ecosystem. In addition, insufficient levels of digital skills in other industrial ecosystems hamper the prospects of future growth in the digital industrial ecosystem, despite considerable potential. The uptake of digital technologies can enable a carbon-neutral EU, however clashes related to energy consumption, resource use and recyclability persist. In this project, the green and digital transition of industrial ecosystems have been analysed based on a tailored monitoring framework and dataset. The data include startup data, patent applications, trade and production data, investment data, online job advertisements and job profiles. The methodology of the data calculations is included in report on the conceptual and methodological framework.

Tourism and travel have been going through transformative times including digitalisation, shift towards environmentally sustainable tourism, demographic changes all of which have been amplified by the severe shocks caused by the Covid-19 pandemic, geopolitical tensions and the most recent energy crisis. According to Eurostat data, the total number of nights spent at tourist accommodation establishments in the EU27 has reached 95% of pre-pandemic levels in 2022 and industry experts expect the ecosystem to grow further with a renewed wave of tourists in 2024. These are promising prospects, however, there are a range of key challenges on the front of sustainability and decarbonisation that the ecosystem has to address. It has to do so, while further embracing the impacts and opportunities of digitalisation and aim to deliver better value for their customers. In this context, the next two sections summarise the key findings of this study regarding the status and progress of the tourism ecosystem on its path towards digitalisation and a green 'modus operandi'.

    Measuring performance and monitoring change within an industrial ecosystem are vital components that enable policymakers and industry stakeholders to track progress over time and obtain valuable feedback on whether the system is moving in the desired direction. This report is a contribution to the 'European Monitor of Industrial Ecosystems' (EMI) project, initiated by the European Commission's Directorate General for Internal Market, Industry, Entrepreneurship, and SMEs, in partnership with the European Innovation Council and SMEs Executive Agency (EISMEA). Its primary objective is to present the current state and the advancements achieved over time in terms of the green and digital transition of the Proximity, Social Economy and Civil Security Industrial Ecosystem. From here on, referred to as the PSE ecosystem. The proximity economy has been defined as a way of organising the economy around direct relationships with the objective of creating growth not solely in terms of financial capital, but also of social capital and contributing to the well-being and sustainability of our societies. The social economy has been defined as encompassing organisations placing people and social and/or environmental purpose over profit, reinvesting profits to carry out activities in the interest of their members and/or users, or society at large, in quality services, jobs, and in the sustainable development of the communities in which they operate, following democratic and/or participatory governance principles. Social economy organisations can take the form of cooperatives, mutual benefit societies, foundations, associations (including charities), and social enterprises.
