The development of pertinent and effective in-service teacher training remains a policy challenge for many countries in Latin America and the Caribbean. Ecuador stands out as a country in the region that has made significant investments in teacher training in the past decade. However, most in-service training provision has been designed without enough elements to properly address teachers' skills gaps. This paper proposes a roadmap for improving the design of in-service teacher training in Ecuador using available data from student and teacher assessments. Although countries in the region have made important efforts to carry out periodic evaluations of student and teacher performance, the data resulting from these evaluations are rarely used to guide teacher development programs. The analysis presented in this paper suggests that doing so has the potential to raise program pertinence while allowing the prioritization of investments in teachers and students with the greatest needs

Strong and relevant skills are vital for helping Iceland to adjust to rapidly changing technology and competition in the world economy and safeguard high prosperity and well-being. Many students, especially those with an immigration background, lack solid core skills and competences that weakens the skills-base. Vocational and tertiary education do not always provide skills needed by the labour market. A comprehensive approach is required to strengthen skills, based on systematic assessment and forecasting exercises. This should include measures to improve teaching quality, including through stronger professional development, and ensure its equitable distribution; strengthen the work-based component of vocational training; and ensure that tertiary education provides the right skills. Beyond education, effective re-skilling and up-skilling programmes, including for immigrant workers, and strong work incentives are essential for further skill development and to help make the best use of existing skills. This Working Paper relates to the 2019 OECD Economic Survey of Iceland www.oecd.org/economy/iceland-economic-snapshot/

We evaluate the "Boost for Reading", an in-service training program for teachers aimed at improving the teaching of literacy and boosting students' reading and writing proficiency. The program provides research summaries about teaching strategies as a basis for group-based discussion, lesson preparations and evaluations under the supervision of a coach. The program was rolled out across Swedish compulsory schools in school years 2015/16-2017/18. We analyze the effects of the intervention using a staggered difference-in-differences strategy excluding treated schools as controls. We find that in lower secondary school, the program shifted the teaching towards a stronger focus on "reading strategies" and raised student test scores in the Swedish language, social study subjects, and science studies by on average 2-5 percent of a standard deviation, respectively. However, we find no effects on teaching practices at stage 1, and accordingly, no effects on the youngest students' test scores.

While in-service teacher training programs are designed to enhance the performance of several cohorts of students, there is little evidence on the persistence of their effects. We present the two-year results of a large-scale, randomized study of an intensive in-service teacher training program in France: during and after implementation. Our estimates highlight the short-run effectiveness of the training program; it successfully improves students' outcomes but only during the implementation year. A detailed analysis of teachers' outcomes indicates that teachers changed their pedagogical vision and practices but struggled to apply acquired skills to contents not directly covered in the training.

Abstract: This paper first discusses the notion of 'competence' in relation to 'learning outcome'. A matrix is proposed to structure the entire professional field of heritage interpretation according to competence areas and levels of proficiency which are linked to the European Qualifications Framework (EQF).
This matrix structure is used to systematically map the breadth of competences at different levels within the field of heritage interpretation.

The proposed competence framework can be used and adapted:
    - for training needs assessments
    - for defining and comparing qualifications, professional development programmes and courses
    - for curriculum development of training courses or higher education programmes,
    - for writing job profiles

Children growing up in disadvantaged neighborhoods tend to perform significantly worse in school compared to children growing up under more favorable circumstances. We examine the impact of a three-year program ("Coaching for Teaching") targeted at ten poorly performing lower secondary schools in Sweden's most disadvantaged city districts. The aim of the intervention was to strengthen the teachers' professional development, e.g. through coaching and further training, and thereby enhance student performance. We use a difference-in-differences design and rich register data to estimate effects on several educational outcomes. Our results show a large and statistically significant positive impact on student performance on standardized tests in English language. Estimates for test results in math are also positive and large, but not statistically significant; the same applies to GPA and admission to upper secondary school. For test scores in Swedish language there is no indication of improvement. An analysis of a survey of pupils supports the idea that the teaching as well as the classroom climate improved due to the intervention. Taken together, the program seems to have generated rather promising results in the short run.

This paper aims to quantify the contribution of conferences to publication success of more than 4,000 papers presented at three leading economics conferences over the 2006- 2012 period. The results show a positive link between conference presentation and the publishing probability in high-quality journals. Participating in major conferences is also associated with improved metrics for other measures of academic success such as the number of citations or abstract views. We document that, while the results are broadly similar across fields, annual meetings of the American Economic Association are particularly valuable in these dimensions.
