    For functioning well, the media need democracy as much as democracy needs the media. This is the starting point of this analysis of the delicate relation between the news media and democracy which is well defined in constitutional terms both in the European Convention on Human Rights and in national legislation. The relation is best described as social contract – to the benefit of freedom of speech and editorial independence, but also to sound governance of the state and other powerholders in society. Notably, different models of democracy correspond to different roles of the media. In any case, however, media policy is requested to respect media freedom. The Internet, as well as social and networked media require policy answers to challenges such as data protection, content blocking and surveillance. The authors conclude that media policy tools need to be developed along the all-digital media future.

    Subsidies are controversial media policy tools as editorial independence might be affected by those granting subsidies to newsrooms, and because they do not comply with neo-liberal market rules. This chapter shows that financial and non-financial media subsidies are widespread in the media sector. They can help overcoming temporary crises of media companies, but they are no quick fix for the structural crises news media are undergoing. Most subsidies in European countries are granted for the purpose of maintaining diversity, holding power to account, educating journalists and encouraging alternative voices. With a view to the long tradition and the strengths and weaknesses of media subsidies the author concludes by suggesting accepting media subsidies as one element in the media policy tool box.

It maps the full scope of contemporary media policy and industry activities while also assessing the impact of new technologies and radical changes in distribution and consumption on media practices, organisations and strategies. Dealing with a good selection of critical issues in comparative media policy, regulation and governance, the book combines a critical assessment of media systems with a thematic approach.     Meeting large infrastructure needs - including its proper maintenance and operation - is and will remain a major challenge for the European Union in the coming years requiring targeted innovative financing mechanisms. Technological and systems innovation such as Collaborative Internet, Big and Open Access Data, 5G or Galileo are contributing to a faster deployment of intelligent and collaborative transport systems which will foster the development of an integrated and smooth transport network across regions. This study assesses a range of mechanisms to finance transport infrastructure projects in cross-border regions, and analyses the strategic role that the European Groupings of Territorial Cohesion (EGTC) could play in the planning and implementation of cross-border investments. Special attention is given to the often neglected small-scale projects, whose investment is up to €1 million. Building on an in-depth literature review, and supported by interviews with various regional cooperation structures and an experts' workshop, the study analyses the current situation regarding the availability of financing tools for new technologies that enhance transport infrastructure in cross-border regions. It also outlines sources of financial support that could meet investment needs and assesses technological challenges and trends in the field of Intelligent Transport Systems, with a focus on regional interoperability. The study ends with suggestions of policy options to facilitate and accelerate cross-border transport infrastructure projects.

    For some years now, artificial intelligence (AI), has been gaining momentum. A wave of programmes that get the maximum performance out of latest generation processors are obtaining spectacular results. One of the most outstanding AI applications is voice recognition: while the first models were awkward and marked by constant defects, they are now capable of responding correctly to all sorts of user requests in the most diverse situations. In the field of image recognition, remarkable advances are also being made, with programs able to recognise figures - and even cats - in online videos now being adapted for the software to control the autonomous cars set to invade our streets in the coming years. Today, we cannot imagine a future in Europe without advanced AI that will impact more and more facets of our lives, from work to medicine, and from education to interpersonal relations.

    This report was commissioned by the European Commission to support the development of Silver Economy in Europe. The main objective is to provide the European Commission with key strategic information and a reference framework for the development of a Silver Economy Strategy for Europe. The intent of this strategy is to foster economic growth in Europe by focusing on technological and labour markets relevant to an ageing population, and exploit opportunities and tackle the societal challenge of demographic change. Although intended to aid the Commission in their development of a European strategy, this information will also be relevant to other policy makers within specific European Member States as well as industry decision makers. Technopolis Group in partnership with Oxford Economics conducted the study which comprised the following methodological steps: (i) Estimating the current and potential size of the EU Silver Economy based on statistical data and our impact model; (ii) Mapping major policy initiatives, at the national and regional level, to demonstrate the variety of sectors, geographic coverage and potential for socio-economic impact in Europe; (iii) Developing 10 case studies of the most promising opportunities, using online ideation with the stakeholder community to identify, categorise and prioritise the main determinants of opportunity areas; (iv) Formulating policy recommendations focusing on how best to foster the Silver Economy in Europe; and (v) Validating findings with a cross-section of stakeholders via a participatory workshop. While this report presents the major results of the study, a separate Supplementary Material includes the detailed methodology, an overview of current and planned Silver Economy related initiatives across Europe, a detailed presentation of the ten cases, and a longer list of policy recommendations for growing the EU Silver Economy.

    Drawing on EIBIS and focussing on Austria, this paper examines the innovation system, innovations policy and the innovation profiles of firms. The innovation system represents all the institutions that influence the creation and diffusion of new technologies within an economy, and improving it is an important objective for national policymakers. This paper examines the Austrian innovation system and how it compares internationally. It describes current policies and instruments to address strengths and weaknesses in the system, such as funding agencies, research centres and tax policy. It then draws on EIB Investment Survey results to examine different innovation profiles of firms in Austria.

    Which factors are retaining IT users from using cloud computing? How to raise trust in the market in the context of the current jungle of certification schemes? Lack of trust with regard to cloud adoption can be solved with an EU-wide cloud security certification scheme. The study "Certification schemes for Cloud Computing" analyses the barriers that are currently hindering the adoption of cloud computing, including market penetration of certification schemes, and provides a gap analysis of certification schemes. It gives an estimation of costs and approaches for obtaining a certification and lists initiatives carried out by the public and the private sectors. The study clears the way for an EU-level approach by defining a minimum set of requirements that a European certification scheme should cover. Conclusively, the study lists a set of future scenarios that could occur for cloud security certification. For each scenario, the study performs an in-depth analysis and gathers the barriers, benefits and next steps that would be needed to implement it.
