    In this paper we provide a novel justification for the use of minimum wage rules to supplement the optimal tax-and-transfer system. We demonstrate that if labor supply decisions are concentrated along the intensive margin and employment is efficiently rationed, a minimum wage rule can be socially beneficial by serving as a tagging device that targets benefits to the deserving poor, defined as low-skilled workers exhibiting a weak taste for leisure.

    Die öffentliche Auseinandersetzung um den Mindestlohn in Deutschland ist von einem Diskursversagen geprägt. Gestritten wird um faire Löhne und gute Arbeit. Dass dabei die Möglichkeit der Teilhabe an einem attraktiven Arbeitsleben für alle eine zentrale Rolle spielt, wird hingegen vernachlässigt. Dieses Diskursversagen hat zur Konsequenz, dass die Einführung eines flächendeckenden Mindestlohns ohne Ausnahmen in einigen Branchen und Regionen zu einem deutlichen Kostenschub führen wird. Insbesondere Ostdeutschland dürfte dies vor neue Probleme stellen. Aufgrund der politischen Festlegung auf den Mindestlohn sollte es jetzt vor allem darum gehen, seine praktische Implementierung so gut wie möglich zu gestalten. Dazu gehört auch die systematische und unabhängige wissenschaftliche Evaluierung der Effekte des Mindestlohns auf Einkom-men und Beschäftigung. Zudem kommt es darauf an, dass sich das Diskursversagen in der schon jetzt absehbaren Folgedebatte über Lohnsubventionen nicht wiederholt. The public debate about introducing a minimum wage in Germany can be characterized as a discourse failure. Attention concentrated on fair wages and good work. In contrast, it was neglected that the feasibility of access to an attractive working life plays a central role. A direct consequence of this discourse failure is that the introduction of a mini-mum wage in Germany, across the board and without exemptions, will lead to a consid-erable cost push for several branches and regions. Especially East Germany will face serious problems. However, since politics has come to a definite decision, the major challenge is to carefully arrange the practical implementation of the minimum wage. This requires systematic and independent research into its effects on incomes and em-ployment. Furthermore, it is of utmost importance that the foreseeable debate on intro-ducing wage subsidies in Germany does not replicate the discourse failure of the past.

    We first show three major disagreements among today’s leading economists: the minimum wage, the effects of large government debt and the politics of the European Central Bank. Using a prominent and highly relevant example, the possible deterrent effect of death penalty, we demonstrate how political convictions can have an impact on the results of empirical research even if the most advanced statistical methods are applied. Then we deal with three different approaches to analyse the process of political advice: the traditional approach, the Public Choice approach and the Political Economy of Scientific Advice. Contrary to the two others, the latter consistently applies the economic model of behaviour to all agents of this game: economic agents, politicians, but also scientists as political advisors. We then deal with the process of policy advice; the main scope is to show how this process has to be organised in order to allow for at least some objectivity, even if advisors are politically biased. To understand (and perhaps even improve) this process, the economic model of behaviour should be applied to all agents; a ‘new’ economic theory is not necessary.

    Zum 01. Januar 2015 wird in Deutschland flächendeckend ein gesetzlicher Mindestlohn in Höhe von 8,50 Euro brutto pro Stunde eingeführt. In der Landwirtschaft verdienen vergleichsweise viele Beschäftigte weniger als den Mindestlohn, so dass mit Anpassungsreaktionen landwirtschaftlicher Betriebe gerechnet werden muss. In diesem Working Paper werden diesbezüglich mögliche Arbeitshypothesen formuliert, und aktuell für die Forschung zugängliche Datensätze werden auf ihre Eignung für entsprechende quantitative Wirkungsanalysen geprüft. Die meisten Mikrodatensätze, deren Evaluationspotenzial in Bezug auf hinreichend große Branchen positiv bewertet werden kann, lassen sich aufgrund zu geringer Fallzahlen nicht für Analysen zur Landwirtschaft verwenden. Grundsätzlich kommen die Ergebnisse der Testbetriebsbuchführung (Bundesministerium für Ernährung und Landwirtschaft) für Mindestlohnstudien in Frage, sie erlauben jedoch keine genaue Identifikation der vom Mindestlohn betroffenen Betriebe. Insgesamt sind die Möglichkeiten der quantitativen Wirkungsanalyse im Bereich Landwirtschaft begrenzt. In zukünftigen Mindestlohnstudien wird es daher notwendig sein, qualitative Methoden einzusetzen. On January 1, 2015 Germany will introduce a universal minimum wage of € 8.50 per hour. In agriculture, a comparatively large number of employees earn less than the minimum wage, so that farmers will have to react to the new statutory wage base. Corresponding working hypotheses are formulated and the suitability of existing datasets for evaluation of the minimum wage is explored in this working paper. Most micro-data that might prove satisfactory for evaluation in larger sectors is not suited for agriculture-related analyses due to small sample sizes. Farm accountancy data (Federal Ministry of Food and Agriculture) is, in principle, an appropriate data source but does not provide all information necessary to identify those farms that are affected by the minimum wage. All in all, quantitative analysis of minimum wage effects in agriculture is rather limited so that qualitative methods will be an essential component in future minimum wage studies.

    We explore increases in the nominal minimum wage in a difference-in-differences setting to estimate match survival wage elasticity. The elasticity is negative and larger than one for matches directly affected by minimum wage increases, those with paying below the new minimum wage. The impact of the minimum wage is stronger for young workers and the manufacturing sector, groups with a large and increasing share of low-wage workers. Given the low-wage mobility in the Portuguese labor market and the large share of workers directly affected by the minimum wage increase (reaching almost 18%), these results call for a careful analysis of the set of policies that interfere with low-wage employment.

    Adams, Blackburn, and Cotti (ABC) found that increases in minimum wages were positively related to drunk driving-related traffic fatalities for those ages 16 to 20. The hypothesized mechanism for this relationship - increased alcohol consumption caused by minimum wage - induced income gains - remains empirically unexplored. Using data from two national behavioral surveys and an identification strategy identical to ABC, we find little evidence that an increase in the minimum wage leads to increases in alcohol consumption or drunk driving among teenagers. These results suggest a much smaller set of plausible causal channels to explain ABC's findings.

    This paper analyzes long run outcomes resulting from adopting a binding minimum wage in a neoclassical model with perfectly competitive labour markets and capital accumulation. The model distinguishes between workers of heterogeneous ability and capitalists who do all the saving, and it entails - relative to the perfectly competitive benchmark - large output and employment losses (among the lowest-ability workers) from the imposition of moderately binding minimum wages. Yet, with linear taxation in place, all employed workers can become better-off provided that the unemployed receive limited welfare support. With progressive taxation in place, the minimum wage may garner political support (i.e. a majority) even when the unemployed receive substantial welfare support despite potential opposition from the capitalists and the unemployed, as well as from the very-high ability workers whose net-of-taxes incomes decline.

    This paper investigates the degree of monoposony power of German employers in different industries, using a semi-structural approach based on a dynamic model of monopsonistic competition. The empirical analysis is based on a linked employer-employee data set which allows us to control for heterogeneity both on the worker and on the firm side, and to perform separate analyses for East and West Germany. Our results show important differences in monopsonistic power between industries, and between East and West Germany, which gives an indication of the role of monopsonistic power for inter-industry wage differentials. From a policy point of view, this has important implications for the expected effects of the introduction of a statutory minimum in Germany on 1st Januar 2015.

    In this paper a labor supply model with demand side rationing is estimated to analyze the economic policies that directly affect incentives to work as well as labor costs. The framework is applied to evaluate the employment effects of a federal minimum wage in Germany and the impact of employer- vs. employee-oriented wage subsidies under a statutory minimum. We extend Laroque and Salani (2002) by modeling the extensive and intensive margin of labor supply on the basis of desired working hours. While previous studies for Germany Bargain et al. (2010) identify the rationing risk primarily from exogenous demand side factors, this paper structurally relates it to individual productivity which is determined in a jointly estimated wage/productivity equation. Unobserved individual factors are allowed to influence preferences and constraints. The variation needed to identify labor supply and demand is generated by the tax and transfer system and labor market regulations defining minimum standards of pay. Simulation exercises prove the value of the model for policy analysis. Differing adjustments at the extensive and intensive margin are revealed that are related to heterogeneous productivities.

    Considering the contribution of the distribution of individual wages and earnings to that of household incomes we find two separate literatures that should be brought together, and bring 'new institutions' into play. Growing female employment, rising dual-earnership and part-time employment underline its relevance. We discuss the measurement of wage inequality, data sources, and stylized facts of wage dispersion for rich countries. The literature explaining the dispersion of wage rates and the role of institutions is evaluated, from the early 1980s to the recent literature on job polarization and tasks as well as on the minimum wage. Distinguishing between supply-and-demand approaches and institutional ones, we find the former challenged by the empirical measurement of technological change and a risk of ad hoc additions, without realizing their institutional preconditions. The institutional approach faces an abundance of institutions without a clear conceptual delineation of institutions and their interactions. Empirical cross-country analysis of the correlation between institutional measures and wage inequality incorporates unemployment and working hours dynamics, discussing the problems of matching individuals to their relevant institutional framework. Minimum wage legislation and active labour market policies come out negatively correlated to earnings inequality in US and EU countries.

    This paper sheds new light on the effects of the minimum wage on employment from a two-sided theoretical perspective, in which firms' job offer and workers' job acceptance decisions are disentangled. Minimum wages reduce job offer incentives and increase job acceptance incentives. We show that sufficiently low minimum wages may do no harm to employment, since their job-offer disincentives are countervailed by their job-acceptance incentives.

In this note, I show that nominal rates provide a very crude picture of minimal compensation and of actual employer cost by the comparison of the French, British and US Federal national minimum hourly wages. The extent of their coverage, enforcement procedures, and how the "wage" is defined differ widely between countries. Taking these parameters into account can even alter the comparative hierarchy based on nominal rates alone.

    Minimum wage increases are not a very effective mechanism for reducing poverty. They are not related to decreases in poverty rates. They can cost some low-income workers their jobs. And most minimum wage earners who gain from a higher minimum wage do not live in poor (or near-poor) families. A better tool for reducing poverty, and at lower cost, is the earned income tax credit. It is a much more targeted way to provide income to workers in poor families. It raises the wages of only workers in low-income families and rises with the number of dependent children in a family.

    This paper sheds new light on the effects of the minimum wage on employment from a two-sided theoretical perspective, in which firms' job offer and workers' job acceptance decisions are disentangled. Minimum wages reduce job offer incentives and increase job acceptance incentives. We show that sufficiently low minimum wages may do no harm to employment, since their job-offer disincentives are countervailed by their job-acceptance incentives.

    Das Ziel dieses Artikel besteht darin, den ordonomischen Ansatz durch eine Illustration vorzustellen. (a) Am aktuellen Beispiel der Einführung des gesetzlichen Mindestlohns wird gezeigt, wie die Ordonomik ein Diskursversagen diagnostiziert, das zu einem Politikversagen geführt hat, welches in absehbarer Weise ein Marktversagen nach sich ziehen wird. (b) Ferner wird aus ordonomischer Sicht erläutert, warum Lohnsubventionen geeignet sind, die negativen Auswirkungen des Mindestlohns zu korrigieren. (c) Schließlich wird ordonomisch reflektiert, welche Denk- und Handlungsblockaden einer solchen Reform des Mindestlohns im Wege stehen könnten und wie sich solche Blockaden ausräumen ließen. This article intends to sketch the ordonomic approach via an illustration. (a) The recent example of minimum wage legislation in Germany is used to explain how the ordonomic approach identifies a discourse failure that has led to a political failure, which in the foreseeable future will entail a market failure. (b) This article then explains from an ordonomic point of view why wage subsidies can correct the negative consequences of minimum wage legislation. (c) Finally, it presents an ordonomic reflection on possible blockades of action or thought which might stand in the way of institutional reform, and it sketches how such blockades could be handled.

    In Deutschland wurde die öffentliche Diskussion um die Einführung eines flächen-deckenden gesetzlichen Mindestlohns vor allem normativ geführt: als Gerechtigkeitsdebatte. Dabei gerieten wichtige Aspekte aus dem Blick. So kam es zu einem gravierenden Diskursversagen: Trotz sachverständiger Warnungen erwartet die Mehrheit der Be-völkerung keine negativen Auswirkungen auf die Beschäftigung. Zudem wurde übersehen, dass Lohnsubventionen dem Instrument eines Mindestlohns in mehrerlei Hinsicht überlegen sind. Public discussion in Germany about introducing a general mandatory minimum wage was primarily led in normative terms: as a debate on justice. During this process, many important aspects disappeared from view. The result was a massive discourse failure: Despite expert warnings a majority of citizens does not expect negative consequences on employment. Furthermore, it has been largely ignored that wage subsidies are in many respects superior to the instrument of minimum wages.

    This paper analyses economists' support for the Fair Minimum Wage Act of 2013, by examining the characteristics of almost 1000 economists who signed open letters either supporting or opposing the Bill prior to a Senate debate on the legislation. In contrast to previous work, which found that economists' disagreements were surprisingly random, I find systematic differences between those economists supporting the legislation and those opposing it. There is evidence of a saltwater-freshwater divide in attitudes, with support for the Bill stronger for economists located further from Chicago. In addition support for the legislation is higher among females and those who obtained their PhD outside the US. Financial economists are more likely to oppose the Bill, while those specialising in labour economics are more likely to support it. Furthermore the support among labour economists is strongest for academics who have received their PhD in recent years. This may reflect the impact of recent work in labour economics challenging the traditional competitive model of labour markets.

    We analyze the redistributive (dis)advantages of a minimum wage over income taxation in competitive labor markets. A minimum wage causes more unemployment, but also leads to more skill formation as unemployment is concentrated on low-skilled workers. A simple condition based on three sufficient statistics shows that a minimum wage is desirable if the social welfare gains of more skill formation outweigh the social welfare losses of increased unemployment. Using a highly conservative calibration, a minimum wage decrease is shown to be part of a Pareto-improving policy reform for all countries under consideration, except possibly the United States.

    We study the causal impact of the minimum wage on employment and welfare in Thailand using a difference-in-difference approach that relies on exogenous policy variation in minimum wages across provinces. We find that minimum-wage increases have small disemployment effects on female, elderly, and less-educated workers and large positive effects on the wages of prime-age male workers. As such, increases in the minimum wage are associated with increases in household consumption per capita in general, but the consumption increase is greatest among those households around the median of the distribution. In fact, rises in the minimum wage increased inequality in consumption per capita within the bottom half of the distribution.

    This paper investigates if changes in the minimum wage have influenced changes on the formality and informality rates, and the level of wages in Ecuador. A 12-year panel was built. It allows to overcome the short time span of household data and so to characterize changes over time. Results suggest that the minimum wage has virtually no effect on employment and wages. The high level of non-compliance, and the important share of informal workers call for new policies and institutions concerned with the enforcement of labor regulations and design of social security systems and laws that protect informal workers.
