This book explores how rural gender relations are changing in a globalizing world. It integrates experiences across the globe through the discussion of four key themes in rural gender research: agriculture, international development, gender identities and mobility. The first section (chapters 2-6) examines how mobility affects men and women in rural areas. It explores gender differences in mobility patterns and analyses how mobility affects rural gender identities and relations. The second section (chapters 7-11) focuses on agricultural change, the response of individuals within farm households and the implications for gender relations in rural areas. The third section (chapters 12-17) focuses on the construction of identities and the changes occurring in the definition of rural femininity and masculinity as a result of rural transformations. The fourth section (chapters 18-23) examines the role of international development policies in advancing women's well-being in the less developed parts of the world and some of the unintended consequences of such interventions. The contributors to this book present empirical work from the global North and South.

In this work, we develop and apply a methodology to estimate technology-specific R&D investments at the firm level and then use these to test some arguments that have become central in the innovation literature. In particular, we first combine R&D investments with patent data of the world top R&D investors worldwide and show that investment per patent varies greatly both across technologies and across firms developing the same technology. We then use the estimated firm-technology R&D investments to assess how these are related to the international and technological strategies of firms. The estimation strategy makes use of a multilevel framework that allows us to model heterogeneity both at the firm and industry level. In particular, we show that specific firms strategies requires different level of investments and that sector specificities matter in determining R&D per patent investments, economies of scale in knowledge production, and the cost of (further) specialization. Accounting for (un)observed heterogeneity may lead to better policy design and management decisions.

This paper contributes to the debate on the internationalization of the R&D activity of multinational enterprises (MNEs). Specifically, we examine the following research questions: (1) What are the determinants of the MNEs’ R&D internationalization level? (2) What types of internationalization strategies - home-base-augmenting (HBA), home-base-exploiting (HBE), technology-seeking (TS), and/or market-seeking (MS) - do the MNE employ? and (3) What are the typical patterns in pursuing different strategy mixes by MNEs? To this end, we merge data on 2,000 global research leaders from the 2012-2014 period with the EPO Worldwide Patent Statistical Database PATSTAT. Based on the final dataset, covering about 1,700 world’s top corporate R&D investors and their patenting activity, we find that about one-fifth focus their patent-relevant R&D activity in their home country only. Our study confirms former results of the literature that R&D offshoring is used by leading R&D performers predominantly to acquire complementary technological knowledge (HBA strategy) and to use their home-based technological advantages to expand their market penetration (HBE strategy). With patent data from the late 2010s, we find a further increase in the proportion of HBA strategies compared to the 2000s. This indicates the growing importance of international knowledge exchange between technologically similarly oriented locations. Hence, the increased attraction of foreign R&D locations is no reason for concern regarding the perceived hollowing-out of the national innovation systems. Indeed, since the advantages built at home are at the core of both the HBA and HBE strategies, the national system of innovation in the home country should support the technological advantages of firms, thereby enabling them to succeed in their R&D activity abroad.

The internationalization of cities and the constitution of a new international space of power involves a much more expressive number of cities than the usual global cities. Nowadays, dozens of international organizations are composed of regional capitals, medium, and even small cities. With diverse agendas and their own strategies of action, those organizations seek to interfere in global processes and negotiate with large corporations, multilateral organizations, and nation-states. Historically, the internationalization of cities carries strategic values such as peace, culture, and sustainability, among others discussed in this paper. More recently, the notion of the city as merchandise explains this process. Urban requalification and urban space commoditization are treated here under the conception of rugosities (Ribeiro, 2012), local and global rationality (Santos, 1995), and creative destruction (Brenner and Theodore, 2002). By hypothesis, I affirm that city internationalization is directly related to the democratic environment, degree of social participation, and local government’s autonomy. The magnitude of this process is measured confronting original database research to secondary sources and illustrated using the Brazilian scenario. Additionally, a theoretical discussion proposes an innovative classification of those networks according to their constitution, composition, agendas, and spatialization. The characteristics, agents, and means of city diplomacy are debated, and the adequacy of other terms (paradiplomacy, federative diplomacy, and metrodiplomacy). In conclusion, it summarizes notes and indications of further research aiming to deepen the knowledge about this new and important agent of the world order, the city network.

Increased participation in global value chains is firmly related to the engagement of local producers in international markets through increasing sales in these markets. This study aims to examine factors affecting export performance of SMEs in the Kyrgyz Republic. Empirical estimations based on the Enterprise Survey data set reveal that correspondence with quality requirements, increasing participation of foreign capital in ownership of firms, availability of financial resources, and labor productivity are important determinants of exporting activities of SMEs. Along with this, firms in industries with a low technology level demonstrate relatively higher export activities. However, it can also be argued that SMEs do not have enough capability to adopt medium and high technology in their production process, which may lead to concern over the long-term sustainability of their competitiveness in international markets. These findings underline that government policy towards enhancing labor productivity, foreign capital participation associated with the higher availability of financial resources, and knowledge-supporting programs are important for the export of SMEs in the Kyrgyz Republic.

Despite the global reach of their commercial activities, many multinational firms have proved slow in internationalizing their boards of directors. Based on a panel study of the internationalization of the boards of 347 non-financial firms from the Nordic countries, we find a higher fraction of international board membership in firms with more foreign sales, in firms with more foreign ownership and in firms whose shares are traded on foreign (mostly European) stock exchanges. Moreover, we find international directors and national directors with international experience complementary. The first-mentioned group is found to serve a monitoring role, related to financial internationalization of the firm, whereas the latter category fills an advisory role related to commercial internationalization. Hence, different types of firm internationalization - commercial versus financial - might call for different types of board internationalization. -- internationalization ; international directors ; international board experience ; board composition ; nomination committee ; corporate governance

We analyse survey data to investigate the main barriers to European cross-border e-commerce. We investigate the determinants of selling online, as well as the frequency and determinants of cross-border e-commerce, and the role of barriers. Large firms, which are part of a group, are more likely to sell online. Firms generally make most of their online sales to their home country, although EU firms are more likely to engage in cross-border online trade with EU countries than non-EU countries. Firms report that they are facing a variety of barriers to e-commerce. Regulatory barriers are negatively associated with online sales. There is weak evidence that firms which use their own websites are more vulnerable to financial, market and information barriers. Firms that use a large platform experience fewer financial and market barriers. On the positive side, we find that small and young firms do not seem to be more vulnerable to barriers than large or more experienced firms.

Strengthening commitments for export assistance and establishing comprehensive programs to expand export activities of firms are part of the public policies in almost all developed and developing countries. Not only have governments increased the amounts devoted to these actions in recent decades, but the number of support agencies for export has tripled in the context of developing national strategies for global exports. Despite the fact that contributions on the subject have been on the agenda of many authors for over thirty years, conceptual and ethodological disagreement persists as to the effects and impacts of the adoption of export programs on the performance of the recipient firms. Considering (i) that government resources are scarce and require a major effort for optimal allocative efficiency, and (ii) that, as such, public policies must be strongly grounded on the evidence, a significant body of empirical studies devoted to the understanding of export support has recently been developed in the area of International Business. The aim of this paper is to assess the current status of issues related to the promotion of exports and to develop a deeper understanding of the phenomenon, based on a survey of the empirical studies on the subject published between 1992 and 2011. All 25 identified articles were coded according to the same method of analysis, based on objective criteria. The analysis indicates that the production has evolved between the two subperiods surveyed, both in quantity and quality, and evidences an evolution over the period analyzed, especially in relation to the diversification of the loci of research, the adoption of more robust statistical techniques, and the advent of longitudinal studies. Certain limitations, however, were still observed, even in more recent studies, and in these cases, several recommendations for researchers are made.
