In 1995 the peruvian's university system was reformed, the requirements for the entry of new universities were relaxed, the result of this reform was an relevant increases in the number of universities (around218%between1996and2017). The reform caused a significant proportion of workers, especially those born after 1980 to pursue higher education, which in the absence of the reform would they not have been able to access to the university system. Differences in the exposure to the reform in terms of the workers' year of birth, allow me to recover positive causal effects of higher education on wages and labor conditions, mainly a lower probability of labor informality.

We study the effect of different types of barriers to innovation (financial, demand, knowledge, market, cooperation, and regulatory barriers) on firm level innovation inputs and outputs. Using a pooled sample of three Chilean innovation surveys, based on an instrumental variables approach, we find that the probability of generating innovation outcomes is signficantly reduced by demand and financial barriers. Regarding inputs for innovation, we find a clear negative relationship between financial and demand obstacles and the propensity to incur (non-R&D) innovation expenditures, but not with its intensity. We also provide evidence of heterogeneous effects across sectors, finding that knowledge obstacles are relevant for manufacturing and market structure obstacles for services, while demand and financial obstacles appear to matter across the board.

We estimate the effects of the arrival of 2.5 million Syrian migrants in Turkey by the end of 2015 on the labor market outcomes of natives, using a difference-in-differences IV methodology. We show that relaxing the common-trend assumption of this methodology - unlike recent papers in the same setting - makes a substantial difference in several key outcomes. Despite the massive size of the migrant influx, no adverse effects on the average wages of men or women or on total employment of men are observed. For women, however, total employment falls - which results mainly from the elimination of part-time jobs. While the migrant influx has adverse effects on competing native workers in the informal sector, it has favorable effects on complementary workers in the formal sector. We estimate about one-to-one replacement in employment for native men in the informal sector, whereas both wage employment and wages of men in the formal sector increase. Our findings, including those on the heterogeneity of effects by age and education, are consistent with the implications of the canonical migration model. In addition, increases in prices in the product market and in capital flow to the treatment regions contribute to the rise in labor demand in the formal sector.

This paper investigates the impact of risk attitudes on the decision to become an entrepreneur. In contrast to previous research, we handle endogeneity issues relying on an instrumental variables strategy considering as a source of exogenous variation in risk aversion the early exposure to a massive earthquake. Using several waves of the Bank of Italy Survey of Household Income and Wealth (SHIW), we find that individuals experiencing an earthquake become significantly more risk averse. Second-stage estimates show that risk aversion has a significant negative impact on the probability of becoming an entrepreneur.

The instrumental variable quantile regression (IVQR) model of Chernozhukov and Hansen (2005, 2006) is a flexible and powerful tool for evaluating the impact of endogenous covariates on the whole distribution of the outcome of interest. Estimation, however, is computationally burdensome because the GMM objective function is non-smooth and non-convex. This paper shows that the IVQR estimation problem can be decomposed into a set of conventional quantile regression sub-problems, which are convex and can be solved efficiently. This allows for reformulating the original estimation problem as the problem of finding the fixed point of a low dimensional map. This reformulation leads to new identification results and, most importantly, to practical, easy to implement, and computationally tractable estimators. We explore estimation algorithms based on the contraction mapping theorem and algorithms based on root-finding methods. We prove consistency and asymptotic normality of our estimators and establish the validity of a bootstrap procedure for estimating the limiting laws. Monte Carlo simulations support the estimator's enhanced computational tractability and demonstrate desirable finite sample properties.

Naturalization may be a relevant policy instrument affecting immigrant integration in host-country labor markets. We study the effect of naturalization on labor market outcomes of immigrants in Germany. We apply recent survey data and exploit a reform of naturalization rules in an instrumental variable estimation. In our sample of recent immigrants, linear regression yields positive correlations between naturalization and beneficial labor market outcomes. Once we account for the endogeneity of naturalization most coefficients decline in magnitude and lose statistical significance: male immigrants' labor market outcomes do not benefit significantly from naturalization. Naturalization reduces the risks of unemployment and welfare dependence for female immigrants. For males and females, the propensity to hold a permanent contract increase as a consequence of naturalization. The results are robust to modifications of samples and the instrument.

We focus on the implications of the shale oil boom for the global supply of oil. We begin with a stylized model with two producers, one facing low production costs and one higher production costs but potentially lower adjustment costs, competing á la Stackelberg. We find that the supply function is atter for the high cost producer, and that the supply function for shale oil producers becomes more responsive to demand shocks when adjustment costs decline. On the empirical side, we apply an instrumental variable approach using estimates of demand-driven oil price changes derived from a standard structural VAR of the oil market. A main finding is that global oil supply is rather vertical, practically all the time. Moreover, for the global oil market as a whole, we do not find evidence of a major shift to a more price elastic supply as a result of the shale oil boom.

Using a new instrumental variable strategy, we examine whether bilateral development aid increases military expenditure in recipient countries. The instrument is the interaction of donor government fractionalization and the probability of receiving aid. The dataset includes new data on military expenditure for 124 recipient countries over the 1975−2012 period. When accounting for outliers, our results do not suggest that development aid affects military expenditure in the full sample. However, the effect of aid on military expenditure varies across characteristics of recipient and donor countries, even after excluding outliers. First, aid increases military expenditure in countries that depend on aid and are prone to conflicts. Second, aid provided by coordinated market economies increases military expenditure.

This paper analyzes the role of Uruguay's sharp minimum wage increases after 2004 amidst the country's slight wage inequality decrease. We found that the minimum wage increase has contributed to the reduction of wage inequality for formal workers mainly. However, we also found a negative impact on employment outside the capital city, Montevideo, and observed a reduction in working hours. These results raise doubts about the effectiveness of minimum wage as a redistribution instrument in developing countries.

Analyses of spatial or network data are now very common. Nevertheless, statistical inference is challenging since unobserved heterogeneity can be correlated across neighboring observational units. We develop an estimator for the variance-covariance matrix (VCV) of OLS and 2SLS that allows for arbitrary dependence of the errors across observations in space or network structure and across time periods. As a proof of concept, we conduct Monte Carlo simulations in a geospatial setting based on U.S. metropolitan areas. Tests based on our estimator of the VCV asymptotically correctly reject the null hypothesis, whereas conventional inference methods, e.g., those without clusters or with clusters based on administrative units, reject the null hypothesis too often. We also provide simulations in a network setting based on the IDEAS structure of coauthorship and real-life data on scientific performance. The Monte Carlo results again show that our estimator yields inference at the correct significance level even in moderately sized samples and that it dominates other commonly used approaches to inference in networks. We provide guidance to the applied researcher with respect to (i) whether or not to include potentially correlated regressors and (ii) the choice of cluster bandwidth. Finally, we provide a companion statistical package (acreg) enabling users to adjust the OLS and 2SLS coefficient's standard errors to account for arbitrary dependence.

We investigate assortative mating on education using a sample of couples from the Health and Retirement Study. We estimate a reduced-form linear matching function, which links wife's education to husband's education and both wife's and husband's unobservable characteristics. Using OLS we find that an additional year in husband's education is associated with an average increase in wife's education of 0.4 years. To deal with omitted variable bias due to unobservable characteristics, we use a measure of genetic propensity (polygenic score) for husband's education as an instrumental variable. Assuming that our instrument is valid, our 2SLS estimate suggests that an additional year in husband's education increases wife's education by about 0.5 years. Since greater genetic propensity for educational attainment has been linked to a range of personality and cognitive skills, we allow for the possibility that the exclusion restriction is violated using the plausible exogenous approach by Conley et al. (2012). "True" assortativeness on education cannot be ruled out, as long as one standard deviation increase in husband's genetic propensity for education directly increases wife's education by less than 0.2 years.

Information on the source country of foreign capital deposited with UK banks allows us to construct a novel Bartik instrument for capital inflows. Our results suggest that foreign funds boost bank lending to the domestic economy. This result is due to the positive effect of capital inflows on bank lending to non-financial firms and to other domestic financial institutions. Banks do not channel capital inflows directly to households or the public sector. Much of the foreign capital is also channeled back abroad, reflecting the role of the UK as a global financial center.

The instrumental variable quantile regression (IVQR) model (Chernozhukov and Hansen, 2005) is a popular tool for estimating causal quantile effects with endogenous covariates. However, estimation is complicated by the non-smoothness and non-convexity of the IVQR GMM objective function. This paper shows that the IVQR estimation problem can be decomposed into a set of conventional quantile regression sub-problems which are convex and can be solved efficiently. This reformulation leads to new identification results and to fast, easy to implement, and tuning-free estimators that do not require the availability of high-level "black box" optimization routines.

The German start-up subsidy (SUS) program for the unemployed has recently undergone a major make-over, altering its institutional setup, adding an additional layer of selection and leading to ambiguous predictions of the program's effectiveness. Using propensity score matching (PSM) as our main empirical approach, we provide estimates of long-term effects of the post-reform subsidy on individual employment prospects and labor market earnings up to 40 months after entering the program. Our results suggest large and persistent long-term effects of the subsidy on employment probabilities and net earned income. These effects are larger than what was estimated for the pre-reform program. Extensive sensitivity analyses within the standard PSM framework reveal that the results are robust to different choices regarding the implementation of the weighting procedure and also with respect to deviations from the conditional independence assumption. As a further assessment of the results' sensitivity, we go beyond the standard selection-on-observables approach and employ an instrumental variable setup using regional variation in the likelihood of receiving treatment. Here, we exploit the fact that the reform increased the discretionary power of local employment agencies in allocating active labor market policy funds, allowing us to obtain a measure of local preferences for SUS as the program of choice. The results based on this approach give rise to similar estimates. Thus, our results indicating that SUS are still an effective active labor market program after the reform do not appear to be driven by "hidden bias".

We propose an instrumental variables (IV) estimator based on nonlinear (in param- eters) moment conditions for estimating linear dynamic panel data models and derive the large sample properties of the estimator. We assume that the only explanatory variable in the model is one lag of the dependent variable and consider the setting where the absolute value of the true lag parameter is smaller or equal to one, the cross section dimension is large, and the time series dimension is either fixed or large. Estimation of the lag parameter involves solving a quadratic equation and we find that the lag parameter is point identified in the unit root case; otherwise, two distinct roots (solutions) result. We propose a selection rule that identifies the consistent root asymptotically in the latter case and derive the asymptotic distribution of the estimator for the unit root case and for the case when the absolute value of the lag parameter is smaller than one.
