    This paper examines the interaction between a growth-oriented terrorist organization and an uninformed government based on a two-period signaling game. The terrorists, taking into account the government's counter-terrorism response to first period attacks, gain additional manpower from successful attacks and choose their strategy to maximize the available manpower at the end of period 2. The government tries to infer the terrorist organization's size from the terrorists' attack choice it observes in period 1 and adjusts its second period counter-terrorism spending according to the perceived threat of terrorism. Combining the signaling game and organizational growth approaches of previous contributions, this paper shows that, if a terrorist group follows a growth strategy, it has an incentive to appear weaker than it is by mimicking the behaviour of a smaller organization. Furthermore, depending on its beliefs about the extent of the terrorist threat it can be optimal for a government to spend more on second period counter-terrorism measures if it is not attacked than if it were attacked. The behaviour of contemporary terrorist groups suggests that the assumptions of a growth strategy and mimicking behaviour are justified.

Vor dem Hintergrund eines breiten philosophischen sowie sozial- und kulturwissenschaftlichen Interesses am Phänomen des Spiels entwickelt der Freiburger Denker in diesem Buch einen eigenständigen und innovativen Zugang zum Spiel bzw. zum Spielen, der sich als Klassiker der Philosophie des 20. Jahrhunderts erweisen dürfte. Der vorliegende Band zu Finks "Oase des Glücks" enthält diesen grundlegenden Text sowie zahlreiche Interpretationen aus der Feder führender Fink-Forscherinnen und -Forscher. Er führt nicht nur in Finks Überlegungen zum Spiel, sondern auch methodologisch in seinen genuinen phänomenologischen Ansatz ein und zeigt die breite internationale Rezeption wie auch die gegenwärtige Bedeutung dieses Philosophen, der manchmal zu Unrecht im Schatten seiner beiden Lehrer Husserl und Heidegger steht.

One of Eugen Fink's most important texts is "Oasis of Happiness. Thoughts on an Ontology of Play". Against the background of the interest in the phenomenon of play in philosophy and the social and cul-tural sciences, the Freiburg philosopher develops in this book an independent and innovative approach to play and playing, which is likely to prove a classic of 20th century philosophy. This volume on Fink's "Oasis of Happiness" contains not only this fundamental text, but also numerous interpretations from leading Fink scholars. It introduces not only Fink's reflections on play, but also methodologically his genuine phenomenological approach, and shows the broad international reception as well as the current importance of this philosopher, who is sometimes unjustly overshadowed by his two teachers Husserl and Heidegger.

    Solar geoengineering has received increasing attention as an option to temporarily stabilize global temperatures. A key concern surrounding these technologies is that heterogeneous preferences over the optimal amount of cooling combined with low deployment costs may allow the country with the strongest incentive for cooling, the so-called free-driver, to impose a substantial externality on the rest of the world. We analyze whether the threat of counter-geoengineering technologies capable of negating the climatic effects of solar geoengineering can overcome the free-driver problem and tilt the game in favor of international cooperation. Our game-theoretical model of asymmetric countries allows for a rigorous analysis of the strategic interaction surrounding solar geoengineering and counter-geoengineering. We find that the free-driver outcome becomes unstable once counter-geoengineering is available, but not always with benign effects. The presence of counter-geoengineering leads to either a climate clash where countries engage in a non-cooperative escalation of opposing climate interventions (negative welfare effect), a moratorium treaty where countries commit to abstain from either type of climate intervention (indeterminate welfare effect), or cooperative deployment of solar geoengineering (positive welfare effect). We show that the outcome depends crucially on the degree of asymmetry in temperature preferences between countries.

    This paper proposes that transboundary water governance needs to become an essential input to sustainable governance of protected natural reserves. The paper reviews the challenges and opportunities for such governance mechanisms, and identifies the factors behind successful practices. Successful transboundary governance of water and nature requires the reduction of associated transaction costs. Firstly, water diplomacy through joint research, data collection and monitoring, capacity building, dialogues for consensus building, promoting responsible leadership and providing advisory support can help in overcoming mistrust between stakeholders and create opportunities for cooperation. Secondly, power asymmetries may hinder transboundary water governance, therefore, there is a need to involve multi]scale links across stakeholders to counter]balance local power asymmetries and engage all stakeholders in consultations and negotiations. Thirdly, transboundary water governance is critically dependent on accurate and transparent data and analysis tools for informing policy decisions. Science]policy interactions for facilitating transboundary water governance were found to be most effective when the knowledge on joint water and nature governance is coproduced in a trans]disciplinary manner, in collaboration with wide]ranging informal networks of scientists, policy makers, and civil society. Finally, transboundary water governance organizations can serve as platforms for facilitating water diplomacy, building trust and cooperation, especially when they are granted the ability to enter into binding cooperative agreements regardless of external political pressures.

    We study how lines form endogenously in front of banks when depositors differ in their liquidity needs. Our model has two stages. In the first one, depositors choose the level of costly effort they want to exert to arrive early at the bank which determines the order of decisions. In the second stage, depositors decide whether to withdraw or to keep the funds deposited. We consider two different informational environments (simultaneous and sequential) that differ in whether or not depositors can observe the decision of others during the second stage of the game. We show theoretically that the informational environment affects the emergence of bank runs and thus should influence the willingness to rush to the bank. We test the predictions in the lab, where we gather extensive data on individual traits to account for depositors' heterogeneity; e.g. socio-demographics, uncertainty attitudes or personality traits. We find no significant differences in the costly effort to arrive early at the bank neither across the informational environments, nor according to the liquidity needs of the depositors. In the sequential environment, some depositors rush to the bank because they are irrational and do not recognize the benefits of observability in fostering the coordination on the no-bank run outcome. There is also evidence that some depositors rush to keep their funds deposited and to facilitate coordination on the efficient outcome. Finally, we document that loss aversion is an important factor in the formation of the line.

    The probability that actors in economic relationships break rules increases with the profits they thus expect to earn. It decreases with the probability and level of short- and long-term losses resulting from disclosure. It also decreases with the level of social context factors and intrinsic values which shield actors from yielding to economic temptations. This paper assesses the relative merits of various scientific approaches concerned with risks in economic relationships and outlines their contribution to the study of opportunistic rule-breaking. Since the identification of (misdirected) economic incentives faced by firms and individuals represents the starting point for a systematic analysis of opportunism in any field, we also outline a microeconomic approach that systematically provides this crucial information. The approach is applied to the problem of food quality and safety threatened by opportunistic malpractice of food business operators. Its essentials are illustrated through a study which systematically searches for the temptations to break production-related rules in the poultry industries.

    To solve the corruption problem, its root causes should first be diagnosed and factors supporting it should be determined. One of the important facilitators of corrupt transactions are intermediaries, who make corrupt dealings less risky, thereby increasing corruption. Even worse, there are 'spurious' intermediaries who obtain bribes from public services by pretending they can ensure a service is completed even though they have no such influence over the issue. This deception may continue even if the officer providing the public service in question is honest. The simple game theoretical model formulated in this article tries to capture the mechanisms behind such a deception. From the solutions of the model, some policy recommendations to prevent such a process from occurring are derived.
