    International development cooperation has evolved since the 1960s. The effectiveness of aid is still topical, but studies have not paid adequate attention to the relationship between sectoral aid, politics, institutions, and aid effectiveness in fragile states. Using data from 2002 to 2020, this paper examines the effects of education aid and health aid on education outcomes and health outcomes in fragile states. It uses the Arellano-Bover/Blundell-Bond system generalized method of moments estimator to examine the effect of health aid and education aid on maternal mortality and primary school completion. There is evidence of muted effectiveness of health aid and education aid on health and education outcomes in the face of fragile contexts. There is ample evidence that policies and institutional factors matter for aid effectiveness. Donor support for social sectors in fragile states must be accompanied by support for institution-building and policy formulation processes.

    Drawing from a growing body of literature on development aid in fragile contexts, this paper investigates the effectiveness of COVID-19 aid in the Democratic Republic of the Congo (DRC). The paper uses the OECD's Principles for Good International Engagement in Fragile States and Situations to critically evaluate the effectiveness of several types of health and nonhealth COVID-19 aid that donor agencies provided to the DRC and their impact on the country's socio-economic stability. Beyond identifying the gaps and strength of the COVID-19 aid to the DRC, this paper also leverages the OECD Principles to present recommendations to improve the effectiveness of development aid to the country and other fragile contexts.

    The objective of this paper is to focus on fragility research findings and examine what works or does not work in development aid and development cooperation in fragile and conflictaffected contexts. We draw on our own research findings as well as country-level studies. We examine questions of aid effectiveness in the context of supporting good governance in fragile states in the first part of the paper. We then consider the impact of COVID-19 and implications for aid effectiveness in fragile states in the second part. In the third and final section we briefly consider how the war in Ukraine is impacting fragile states and the long-term prospects for aid effectiveness in an era of geopolitical rivalry and great power competition.

    Aid beneficiaries know very little about development interventions in their own communities. This lack of transparency and information is likely to reduce beneficiaries' ability and willingness to become active in local development. It may also dampen intended aid effects on beneficiaries' political and social attitudes. Can targeted information campaigns strengthen beneficiaries' understanding of aid projects? We test the effects of two types of interventions: the provision of information only and the combination of information and feedback opportunities. We embed these interventions in a panel survey in rural Mali. Our information treatment is highly customized to specific local aid projects in respondents' locations and corresponds to beneficiaries' ex-ante information demands. Nonetheless, two months after the campaign, we find only small treatment effects on respondents' project-specific knowledge (type, location) and no effects on their procedural knowledge (selection mechanisms). Only people with favourable ex-ante views of the state's rule adherence and self-identified non-beneficiaries tend to update their views on procedural knowledge. Finally, we find that the combined information and feedback treatment has an effect on respondents' subjective knowledge, which we interpret as promising mechanisms for engaging and identifying with aid projects.

    We review an emerging experimental literature studying institutional change. Institutions are a key determinant of economic growth, but the "critical junctures" in which institutions can change are not precisely defined. For example, such junctures are often identified ex post, raising methodological problems: selection on the outcome of institutional change; an inability to study beliefs, central to coordination and thus the process of institutional change; and an inability to conduct experiments to identify causal effects. We argue that critical junctures are identifiable in real-time as moments when there exists deep uncertainty about future institutions. Consistent with this conception, the papers reviewed: (i) examine changes to institutions, i.e., the "fundamental rules of the game"; (ii) are real-time studies of plausible critical junctures; and, (iii) use field experiments to achieve causal identification. Substantively, this literature examines institutional changes in state capacity and legitimacy, political inclusion, and political accountability. We also advocate more systematic measurement of beliefs about future institutions to identify critical junctures as they happen and provide an empirical proof of concept. Such work is urgent given contemporary critical junctures arising from democratic backsliding, state fragility, climate change, and conflicts over the rights of the marginalized.

    To examine possible common ground for co-operation between certain African countries, the African Union (AU) and Denmark, this study reviews the gender equality priorities of the AU and nine of its member states. The study explores (I) the priorities, contestations and gaps in the AU's gender governance; (II) the status of and priorities in gender-responsive governance at country level; and (III) African priorities in global gender policy spaces. Noting AU's focus on harmful (traditional) practices, women, peace and security, sexual and reproductive health and rights and women in decision-making, there are opportunities to build on this existing work. A closer look at some member states shows that countries' engagement with gender equality issues is shaped by their internal stability, changes in political regime and approach to governance. At the global governance level, not all countries participate equally and the Africa Group rarely participates with a common voice.
