    The paper examines the foreign direct investment (FDI) spillover effects in developing countries and investigates the importance of the absorptive capacity of a firm and a country in realizing and facilitating FDI spillover. It uses data obtained from the World Bank's Enterprise Surveys for 107 countries from 2007 to 2020. The study finds that firms in developing countries do not benefit from horizontal FDI but benefit from forward and backward vertical FDI. The study also finds that firms can benefit from horizontal, forward, and backward FDI by improving the absorptive capacity of firms and host countries. Based on these findings, several recommendations are presented to help firms benefit from FDI spillover.

    This paper develops a two-country Kaleckian model in which "Northern" firms invest a fixed fraction of total investment in foreign affiliates in the low-wage "South" in order to offshore the production of intermediate goods over time and lower overall labour costs. On the back of this setup follows an analysis of the macroeconomic implications of offshoring in the short and long run. Offshoring through vertical FDI is found to lead to a falling wage share and a simultaneously falling price level and rising mark-up in the North, whereas the effect on equilibrium capacity utilisation may be positive or negative. Interestingly, however, regardless of the effect on capacity utilisation and firm profitability, we can show that the structural change implied by offshoring leads to lower rates of capital accumulation and employment in the North relative to the initial (pre-offshoring) values in the short run. The long-run effects on Northern employment and growth, on the other hand, depend crucially on the long-run accumulation rate of the Northern-owned multinational firms. However, the model shows that, if wages endogenously converge during the transition due to higher unemployment in the North and lower unemployment in the South, then the long-run Northern capacity utilisation and accumulation rates are increasingly likely to fall relative to pre-offshoring values. The model appears well suited to shed light on many real-world macroeconomic phenomena, such as rising FDI flows, falling wage shares, rising mark-ups in an era of low inflation, hysteresis, and secular stagnation.

The main determining elements are related to the economic environment, but this does not mean that the government options are limited. Policy measures that affect the operation of firms have a significant weight in the decision process by potential investors. This text aims at contributing to the debate about the Brazilian policy towards the attraction of foreign direct investment, emphasizing a few dimensions that have been less considered so far, but should be a systematic part of such policy.

    Recent events, particularly Brexit, have propelled India to diversify its trade and investment markets in the European Union (EU). Within the EU, India has trade and investment synergy with Ireland. The paper explores business opportunities between India and Ireland, by analysing their bilateral trade in goods and services, and foreign direct investments. The paper analyses disaggregated bilateral trade data and uses the trade possibilities approach to estimate India's goods trade with Ireland and India's potential exports to Ireland. It is found that India has an untapped export potential of US$19 billion in the Irish market with the top 50 items accounting for 71 percent of the total potential. Exports of pharmaceuticals, organic chemicals and surgical goods dominate India's goods exports to Ireland, with there being potential to enhance such trade. Further, services are the largest component of India-Ireland trade and there is potential for increasing India's services export to Ireland, especially in business services, education, tourism, and medical services. Foreign direct investments from India to Ireland are predominantly in the manufacturing sector, particularly in manufacturing of medical and pharmaceutical items while FDIs from Ireland to India have been rising especially in business services, with potential to strengthen investment ties further through investments and collaborations in emerging technologies. The paper suggests that further boost to bilateral ties can come from the opportunities that are likely to be unleashed from the forthcoming India-EU free trade agreement and an India-EU bilateral trade and investment agreement.

    The present article analyzes the recent expansion of the Belt and Road Initiative (BRI) in Latin America and the Caribbean (LAC). The study is justified by the noticeable increase and diversification of economic relations between the region and China in recent years. The advance of the BRI in Latin America is interpreted in line with the theoretical and conceptual contributions of the field of International Cooperation for Development (ICD). Specific cases of Latin American countries have been analyzed and their particularities highlighted. It is argued that these countries' decision to join the initiative is not a homogeneous phenomenon, but endowed with multiple potentials and challenges.

    This paper examines evidence on wage spillovers from workers with experience in foreign multinational enterprises (MNEs) to incumbent workers in domestic firms. Using administrative panel data from Ireland, I examine possible heterogeneity for such spillovers across the wage distribution using quantile regressions. I begin by using existing methodology and find that, once industry-year and region-year dummies are added as control variables, the average wage spillover effect on incumbents from former foreign MNE workers moving to domestic firms disappears. The quantile results suggest that there are positive spillovers for incumbent workers in the top 40 percent of the wage distribution only. This indicates that foreign MNEs increase inequality through spillovers to domestic firms via labour mobility.

    Finding common ground across EU member states in responding to China's increasingly prominent position in the global economy has thus far proven a challenge. As the EU tries to find a 'third way' for dealing with its most important trading partners amid heightened US-China tensions, selected countries within the CESEE region have been deepening their investment relations with China. Given these countries' significant capital needs for economic development, and in view of the EU's arguable neglect of parts of the region, it is hardly surprising that they would be incentivised to seek out alternative investors. In addition to managing the risks arising from debt dependencies, China's growing position in the 17+1 countries' energy sectors may present a possible risk area. The EU investment screening mechanism is unlikely to align strategic interests across member states in its present scope, given the deficiencies in enforcement. With Austria's established investment presence and relative geographical proximity to the 17+1 countries, it needs to play a key role in moving the dialogue in the direction of harmonising EU investment screening mechanisms, aligning incentives through greater involvement of the Western Balkans in development financing from the EU and offering realistic EU accession prospects. The Comprehensive Agreement on Investment (CAI) would have constituted a positive step towards a mutually beneficial and competitively neutral investment relationship with China, despite its numerous shortcomings. Austria and the EU-CEE countries should therefore lean towards resumed engagement with China regarding the possible ratification of the CAI, keeping core European values in mind. The EU should prioritise proactive policies to drive growth at home, leveraging the continent's innovation capacities, and not only rely on defensive mechanisms to keep out unwanted FDI. Ultimately, Austria should recognise and emphasise mutual respect and co-operation towards common goals among the world's major trading blocs, despite sometimes profound differences in economic models.

    The study complements extant literature by assessing linkages between financial development, external flows and CO2 emissions in 27 sub-Saharan African countries for the period 2002 to 2018. The empirical evidence is based on interactive quantile regressions and external flows consist of remittances, foreign aid, trade openness and foreign investment. The findings establish minimum thresholds of external flows that are needed for the corresponding external flows to interact with financial development in view of promoting environmental sustainability by means of reducing CO2 emissions.

    We investigate the long-term effects of export opportunities to a large destination market on multinational affiliates and domestic firms in a low-income host country. The US-Vietnam Bilateral Trade Agreement reduced US import tariffs on exports from Vietnam. Tariff reductions led to entry of foreign and private firms and to employment expansion in formal manufacturing, with foreign entrants contributing most to employment growth. State firms stall employment reallocation through slower contraction. Half of tariff-induced foreign entrant growth is post-entry and exporter-driven. Foreign entrants are from non-US sources, highlighting the importance of studying FDI from multiple source countries in a lower-income host.
