    Is naturalization an effective tool to boost refugees' labor market integration? We address this novel empirical question by exploring survey data from 21 European countries and leveraging variation in citizenship laws across countries, time, and migrant groups as a source of exogenous variation in the probability of naturalization. We find that obtaining citizen status allows refugees to close their gaps in labor market outcomes relative to non-refugee migrants while having non-significant effects on the latter group. We then further explore the heterogeneity of returns to citizenship in a Marginal Treatment Effect framework, showing that migrants with the lowest propensity to naturalize would benefit the most if they did. This reverse selection on gains can be explained by policy features that make it harder for more vulnerable migrant groups to obtain citizenship, suggesting that a relaxation of eligibility constraints would yield benefits for both migrants and host societies.

    How does violence in origin areas affect the educational outcomes of refugees in their destinations? Using administrative panel data, we find that heightened violence in the hometowns of Syrian students leads to improvements in their school outcomes in Türkiye. Turkish language and Math scores of refugee students improve, with larger impacts on Turkish scores. There is no impact on naturalized Syrian students. We observe positive spillovers on Turkish students. These findings suggest ongoing violence in refugee-origin areas reduces the prospect of returning home, and induces students to increase their integration effort by investing in education.

    Between normative aspirations and national interests, forced migrants often become pawns in host states' negotiations with internal and external actors. Focusing on North Africa, the Middle East, and the Horn of Africa, this paper offers an analytical framework to better understand forced migration governance across space and time from a more global, pluralist perspective in a logic of iterative theory-building. We hypothesise that some drivers of forced migration governance are distinct from drivers of migration governance - for example, global policy and conceptions of humanitarian norms and principles play a larger role in the former. We hypothesise that while forced migration governance is negotiated around humanitarian principles, in which international actors, externalisation, and civil society play a crucial role, it also functions as a regime strategy and is driven by certain characteristics of forced migrant groups, including size and perceived identity proximity. Finally, forced migration governance is characterised by strong path dependency.

    Using the 2021 and 2022 HFPS for Ecuador, the paper investigates the labor market trajectories of different socio-economic groups. The analysis shows that the employment of older individuals, less-educated workers, and women fell disproportionately. However, while the recovery between 2021 and 2022 was slower for the first two groups, females experienced a faster rebound, even though still remained below pre-pandemic levels. The estimates also suggest that the recovery was slower for parents, despite the practically complete return to in-person instruction. The paper's more novel findings refer to the employment of Venezuelan migrants. The pandemic lowered their employment rate by a similar magnitude as for Ecuadorians. However, between 2021 and 2022, the employment and average work hours of Venezuelan migrants increased substantially faster than for natives, possibly because of their lower ability to rely on savings. The data also show that most of the increase in their labor supply stemmed from Venezuelan households without children, suggesting that Venezuelan families were less able to cope with the uncertainty associated with the return to in-person schooling.

    The aim of this report is to analyse the support provided to Ukrainian women in Poland and Italy displaced as a result of the full-scale Russian invasion of Ukraine in 2022. The analysis focuses on the actions taken by social actors in the agriculture and domestic services sectors. Both countries have been facing labour shortages in these sectors for some time, with the gaps traditionally filled by migrant workers, including a significant number of Ukrainian workers. The main research question is: what forms of support have been provided to forced migrant women from Ukraine in the agriculture and domestic services in Poland and Italy, and has the presence of this new group of migrants contributed to addressing the labour shortages in these sectors? The analysis is based on analysis of secondary sources and the authors' own research findings. We argue that the needs of fleeing Ukrainian women (especially those with children and other dependents) differ significantly from the opportunities available in the agriculture and domestic services in Poland and Italy, characterised by such structural problems as the irregular and seasonal nature of work and working hours, substandard accommodation available for the workers and a lack of work-life balance opportunities. Consequently, there is a need for a more diversified approach to integrating Ukrainian migrant women into the labour markets of the receiving countries. Additionally, it is crucial to adapt legal solutions and implement deeper structural reforms in both sectors to ensure that migrants are protected effectively from exploitation

    Bridging the gap between humanitarian assistance and development cooperation has been a contentious issue in academia and development practice for decades. Drawing on an evaluation of Germany's 'Partnership for Prospects' initiative, this paper argues that, whilst the supplement of 'peacebuilding' to the nexus (humanitarian-development-peacebuilding [HDP] nexus) brought an important context factor into the discussion in an environment of conflict, it is only of marginal help in a context of forced migration to neighbouring countries of a given conflict. For the context of host countries of refugees in a protracted crisis, it is more relevant that host countries show ownership and reliability in their policies to create long-term perspectives for refugees. These policies in turn need to be embedded in reliable rules (polity) and negotiation processes (politics) in host countries. Consequently, the paper suggests that a 'HD-Triple-P' nexus would take the necessary political dimension into account more adequately. However, it might also mark the boundary as to what development politics can achieve.

    The experience of war and refugee status can alter intra-family dynamics and therefore have implications for family formation, including marriage. This study investigates marriage patterns among Syrian refugees in Turkey. Utilizing the nationally representative 2018 Turkey Demographic Health Survey (TDHS), we conduct a duration analysis of marriage outcomes among Syrian refugees in Turkey - tracking women throughout their residence in prewar Syria, postwar Syria, and Turkey. We find that early marriage is more prominent among refugees who were unmarried at the time of migration than those married before migration; the mean marriage age drops from 19.6 in prewar Syria to 19.1 in postwar Syria and 18.1 in Turkey. Using the TDHS and prewar Syrian surveys, we show that this finding aligns with the observed declines in household income and young women's opportunity cost of marriage. Our duration analysis also reveals a notable shift from traditional arranged marriages to more modern forms among refugees in Turkey. An intergenerational power shift may drive the shift toward non-arranged marriages. After arrival in Turkey, parental wealth and employment decline. In contrast, Syrian youth have higher age-adjusted employment rates than in prewar Syria. Moreover, for demographic groups with stronger intergenerational power shifts, non-arranged marriages increase more.

    Abstract: Um Lehramtsstudierende auf die aus der andauernden Migration entstehenden Anforderungen in der schulischen Praxis vorzubereiten, wurde an der Leibniz Universität Hannover ein modulares Professionalisierungsprogramm zum Themenbereich ‚Mehrsprachigkeit und Bildung‘ – BIKO-LAMB – entwickelt.     This paper provides the first systematic analysis of migration to, within, and from Libya. The data used in the analysis are from the Displacement Tracking Matrix data set of the International Organization for Migration. The analysis uses this unique source of data, combining several techniques to analyze various dimensions of migration in Libya. First, the paper provides a detailed description of the demographic characteristics and national composition of the migrant populations in Libya. Next, it discusses the determinants of migration flow within Libya. The findings show that migration in Libya can be characterized as forced migration, because conflict intensity is the main determinant of the decision to relocate across provinces. Finally, the paper describes the direction, composition, and evolution of international migration flows passing through Libya and identifies the mechanisms of location selection by migrants within Libya by identifying hotspots and cluster provinces
