    We estimate differences in innovation behavior between foreign versus U.S.-born entrepreneurs in high-tech industries. Our data come from the Annual Survey of Entrepreneurs, a random sample of firms with detailed information on owner characteristics and innovation activities. We find uniformly higher rates of innovation in immigrant-owned firms for 15 of 16 different innovation measures; the only exception is for copyright/trademark. The immigrant advantage holds for older firms as well as for recent start-ups and for every level of the entrepreneur's education. The size of the estimated immigrant-native differences in product and process innovation activities rises with detailed controls for demographic and human capital characteristics but falls for R&D and patenting. Controlling for finance, motivations, and industry reduces all coefficients, but for most measures and specifications immigrants are estimated to have a sizable advantage in innovation.

By assuming that innovation outcomes are (probabilistically) deterministic, the entrepreneur becomes redundant. Abstracting from genuine uncertainty, implies that central issues regarding the economic function of the entrepreneur are overlooked such as the roles of proprietary resources, skills, and profits.

    For over 20 years promoting entrepreneurship and encouraging new enterprises has been one of the priorities of the European Union and its Member States and a variety of measures have been put in place to support would-be entrepreneurs and newly established businesses. As well as creating the right regulatory and administrative environment for new businesses, providing appropriate support has always been part of the picture. The European Charter for Small Enterprises, adopted in June 2000, called for the 'promotion of top-class small business support' and the following year the Commission published a Working Paper on 'Creating Top-Class Business Support Services' (EC 2001). With the Small Business Act of 2008 (EC 2008) and its Revision in 2011 (EC 2011), action was taken in a range of areas at both EU and national level - from promoting awareness of entrepreneurship to access to finance and mentoring for women and young people. The Entrepreneurship 2020 Action Plan in 2013 (EC 2013a) provided a new framework, emphasising entrepreneurial education and training to support growth and business creation and supporting new enterprises. The time has now come to take stock of all these developments and establish an overview of the current state of business support provision for entrepreneurs and new businesses, while at the same time taking into account the significant drivers that are bringing change to the support environment. The review of the European SME-Action Programme by the SME Envoys Network in 2017, for instance, points to an increased emphasis on the theme of SME growth and scaling-up and the significance of effective entrepreneurial ecosystems for these processes. Similarly, the Commission's Start-up and Scale-up Initiative (EC 2016 b) emphasises the significance of high-growth firms for innovation, competitiveness and employment and the importance of improving the ecosystem for start-ups and scale-ups. These changes present a challenge for the agencies and professionals providing support services, so as well as providing a review of support services for enterprises at the beginning of their development across 42 different countries, this report, h highlights developments and particular services that are likely to be of interest to the professional staff and policy developers, with a view to encouraging support professionals and those designing and implementing support policy measures to reflect on their own practice and, if appropriate, to consider how their own provision could be strengthened or improved. The report enables them to do this in the light of developments in support provision taking place elsewhere and highlights specific examples of best practice. Self-assessment tools are also available that allow support providers to compare their own services with those of others that have been examined.

    Self-confidence has long been regarded as one of the key qualities in determining entrepreneurial success. In markets with uncertainty, like crowdfunding, entrepreneurial confidence is an important signal that lowers the information imbalance for potential investors. However, current literature on confidence is limited in three ways; first is the limited understanding of confidence in interpersonal interactions; second is the accurate measurement of confidence and thirdly, limited insight on whether an optimal level of confidence exists. We use two novel behavioral approaches to measure self and exhibited confidence and examine their relation to entrepreneurial success in reward-based crowdfunding. Derived from ex-ante information (i.e., before realization of success), our measurements for confidence allow us to draw causal inferences, allowing for contributions to confidence and displays of interpersonal emotion literature. By analyzing over 70,000 Kickstarter projects, we show an optimal level of entrepreneurial confidence exists in determining funding received, popularity, and likelihood of success.

    This paper examines the effect of wealth concentration on firms' market power when firm entry is driven by entrepreneurs facing uninsurable idiosyncratic risks. Under greater wealth concentration, households in the lower end of the wealth distribution are more risk averse and less willing (or able) to bear the risk of entrepreneurial activities. This has implications for firm entry, competitiveness, and market power. I calibrate a Schumpeterian model of endogenous growth with heterogeneous risk averse entrepreneurs competing to catch up with firms. This model is unique in that both household wealth distribution and a measure of firm markup are endogenously determined on a balanced growth path. I find that a spread in the wealth distribution decreases entrepreneurial firm creation, resulting in greater aggregate firm market power. This result is supported by time series evidence obtained from the estimation of a structural panel VAR with OECD data from eight countries.

    Dieser Beitrag beschäftigt sich mit Unternehmensgewinnen und ihrer theoretischen Erklärung. Ausgehend von dem üblichen Gewinnverständnis, wie wir es aus dem Shareholder-Kapitalismus kennen, wird einerseits gefragt, wie in der Politischen Ökonomie der Gewinn erklärt und behandelt wird, um daraus eine Arbeitsdefinition der Gewinnkomponenten abzuleiten. Andererseits wird darauf basierend die Distribution von Gewinnen diskutiert und behauptet, dass der Gewinn zunächst einmal der Unternehmung selbst zusteht. The paper deals with the profit of the firm and its theoretical explanations. Starting with the usual understanding of profit in the shareholder capitalism, on the one hand we investigate how the profit can be understood from the view of political economy. Based on these results we introduce a working definition for profit and its components. On the other hand we discuss the distribution of wealth stating that the profits are attributable to the firm in its own rights.

    The purpose of this short report is to provide a synthesis of Eurofound data and analysis regarding the situation of young people in Greece for the Greek government. The report was requested by Deputy Prime Minister Yiannis Dragaskakis, through contacts with Eurofound, with a view to assisting policymaking based on evidence. On 8 March 2017, the government initiated an 'integrated strategy for youth', the implementation of which requires data and evidence from Greek and other international sources, such as Eurofound, on the subject matter. The recent economic crisis has exacerbated the problem of youth integration in the labour market in the EU and Greece has been disproportionately affected. While youth unemployment in the country has long been part of the policy debate, conditions today are very different to those prior to the crisis. The economic crisis, socioeconomic developments, globalisation, and the pervasive effect of information technology and digitalisation have all changed labour market characteristics. Young people's transitions to adulthood and the labour market follow different trajectories and have become more complex. Governments and social partners in the EU rightly set targets to reduce the number of young people 'not in employment, education or training' (NEET), through initiatives such as the Youth Guarantee.1 However, the heterogeneity of the NEET population must be taken into account when designing measures. Effective intervention can only be designed if the NEET population has been disaggregated to identify the distinct characteristics and needs of the component subgroups, each of which is likely to have different welfare, training and activation needs. The report is organised as follows: Chapter 1 presents a clarification of the NEET concept and the disaggregation of the NEET population. Chapter 2 provides a snapshot of the situation of young people in Greece while Chapter 3 compares the situation/characteristics of NEETs in Greece with that of other EU Member States. Chapter 4 deals with the transitions of young people and youth entrepreneurship, and the final chapter - Chapter 5 - some conclusions.

    In this paper we highlight a new complementary channel to the business and social network effect à la Rauch (2001) through which immigrants generate increased export flows from the regions in which they settle to their countries of origin: they can become entrepreneurs. Using very small-scale (NUTS-3) administrative data on immigrants' location in Italy, the local presence of immigrant entrepreneurs (i.e. firms owned by foreign-born entrepreneurs) in the manufacturing sector, and on trade flows in manufacturing between Italian provinces and more than 200 foreign countries, we assess the causal relationship going from diasporas and immigrant entrepreneurs towards export flows. Both the size of the diaspora and the number of immigrant entrepreneurs have a positive, significant and economically meaningful effect on exports. We find that increasing the stock of (non- entrepreneur) immigrants by 10% would lead to a 1.7% increase in exports in manufacturing towards immigrants' countries of origin, while increasing the number of immigrant entrepreneurs in manufacturing by 10% would raise exports by about 0.6%. We also show that, besides these bilateral effects, the population of immigrant entrepreneurs raises a province's overall competitiveness and export flows towards all potential destinations.

    How much of entrepreneurial performance is sheer luck compared to talent, experience, education, and hard work? We define luck as unexpected performance and look for an answer in a large survey of entrepreneurs. Accordingly, luck ranks last in importance among various success factors and accounts for less than one third of performance variation. This ranking is unaffected by past performance and many personality traits, including self-attribution and illusion of control. Luck matters, however, in activities such as finding the appropriate business idea or choosing the right moment to enter a market. More important, luck perceptions shape decisions. For example, individuals who believe luck is important are reluctant to become entrepreneurs. Consistent with the definition, what entrepreneurs believe is luck correlates with the unexplained variation in a standard econometric model of performance. Estimates of that model also show that hard work does affect performance. So do talent, education, and, especially, experience

    This paper provides a theoretical model for explaining the separation of ownership and control in firms. An entrepreneur hires a worker, whose effort is necessary for running a project. The worker's effort determines the probability that the project will be completed on time, but the worker receives some unobservable benefit by continuing his employment in the project. Thus, motivating the worker requires an efficiency wage which is inflated by the private benefit. The entrepreneur would pay out a smaller wage if he could commit to terminate the project if a delay occurs, but this threat is not credible, because the project has positive continuation value. We show that hiring a manager can solve this time-inconsistency issue and reduce the efficiency wage. We extend the model to include managerial moral hazard and we examine the conditions under which separation of ownership and control is more likely to happen. The model is consistent with many of the findings of the empirical literature, while it generates some new predictions too.
