    The study analyzes the efficiency implications of fiscal decentralization using stochastic frontier analysis (SFA). It uses LGU health expenditure (in per capita real terms) as input. The output variables of interest include access to safe water and sanitation, health facility-based delivery, and access to hospital inpatient services. It also uses LGU income and its major components (i.e., own-source revenue and IRA, in per capita real terms) as covariates; as well as the health expenditure decentralization ratio to account for fiscal autonomy on the expenditure side and two measures of fiscal decentralization to account for financial/fiscal autonomy of the local government units (LGUs) on the income side (i.e., the ratio of LGU own-source revenue to LGU expenditures and ratio of LGU own-source revenue to LGU income) as factors affecting efficiency. The findings of SFA lend empirical evidences to what the literature says about the health devolution experience in the country. Issues on mismatch between local government fiscal capacity and devolved functions, fragmentation of health system, existence of two-track delivery system, and unclear expenditure assignments, among others inevitably create inefficiency. These issues should be addressed to fully reap the potential benefits (e.g., efficiency gains) from fiscal decentralization, particularly health devolution.

    One of the core indicators in the field of scientometrics is the number of papers published by a unit within a given period. However, such indicators can only be assessed properly by considering the unit’s available resources. When evaluating the efficiency of institutions worldwide, the problem concerning the availability of internationally standardized data arises. While on the output side consistent publication indicators are available, these data are frequently not available on the input side. We therefore introduce a new input indicator based on the authors’ mentions in the institutions’ papers. We calculate efficiency scores for more than 4,800 universities and other research-focused institutions worldwide. “Harvard University” is the best performing institution (in all years) followed by many other institutions from Northern America or Europe. The results of the study show that institutions in the Pacific region have the highest average efficiency scores, followed by Northern America and Western Europe. While many results of this study are scarcely surprising, it is the first time that an efficiency analysis is being performed for a multitude of institutions worldwide using a standardized input indicator. It seems that the new proxy indicator based on co-authors is suitable for reflecting institutional staff numbers.

    We examine the effect of payoff variations on cooperation in one-shot prisoner's dilemma games. We focus on three factors: risk, temptation, and efficiency, which we vary as orthogonal treatments. We find that temptation has the largest impact on cooperation. Temptation directly deters cooperation and indirectly harms cooperation by lowering beliefs about the opponent's cooperativeness. Efficiency indirectly affects cooperation through beliefs, but the magnitude of the effect is relatively small compared to temptation. Risk does not have a significant effect on cooperation. Our finding suggests that curbing the level of temptation is the most important way to improve cooperation in social dilemmas.

    The objective of the this study is to present an alternative approach to the current methodology implemented by Aneel for estimating efficiency of the distribution sector of electric energy in Brazil. For this purpose, Bayesian inference is applied in order to estimate a stochastic cost frontier capable of contemplating the temporal dynamics of efficiency. The consideration of this point is fundamental because the studies carried out to evaluate the efficiency of the electricity sector have neglected that part of the efficiency of a utility comes from the gain of scale due to the expansion of the market, a process that happens over time. Our sample is composed of panel data of 61 electric power concessionaires between 2003 and 2016.

    Due to the advancing economisation and the associated discussion on the distribution of public budgets and tax revenues, the efficiency of higher education institutions is increasingly coming into focus. Since the 2000s, more and more studies on the efficiency of German universities have been published. While the research focus and the applied methods differ between these studies, the majority have in common that they exclude universities of applied sciences from the data set. The aim of this paper was to show differences and commonalities in efficiency between universities of applied sciences and universities in Lower Saxony. Based on an exclusive data set, the efficiency values were estimated using Data Envelopment Analysis and Stochastic Frontier Analysis including the analysis of efficiency changes, influencing factors and ranking differences between both methods. The central findings are that (1) there existed no significant differences in efficiency between universities and universities of applied sciences, (2) that an alignment process took place between 2010 and 2017 leading to a higher similarity in efficiency and (3) that the ranking and the level of efficiency depends very much on the choice of method stressing the necessity to settle on one method when using it for monitoring purposes.

    This paper compares some of the most common and debated ways of financing the provision of impure public goods/services in a unified dynamic general equilibrium framework. We study and rank a wide variety of ways ranging from provision without any user charges, to provision with full user charges; we also study mixed systems. In our quest for the best system, we address both efficiency and distribution issues. The focus is on the effects of user prices on individual incentives and choices. We identify circumstances under which a market system of user prices not only enhances aggregate efficiency but is also Pareto improving meaning that makes all types of income groups better off. But we also provide examples of circumstances under which user prices on impure public goods do not make sense.

    This paper develops a search and matching model with hierarchical firms, human capital accumulation, internal promotions and on-the-job search. At the time of their market entry firms maximize present value of profits with respect to their promotion rule. Workers who are eligible for promotion but cannot be promoted because the senior position in the firm is taken start searching on-the-job. The decentralized equilibrium is then compared to the socially optimal one. The welfare analysis is conducted in two steps: in the first one fixed firm entry is assumed, while in the second firm entry is determined by a free-entry condition. Under fixed firm entry, the social planner can induce aprrox. 5% welfare gain by imposing earlier promotion timing compared to the one firms choose in the decentralized equilibrium. The inefficiency of the decentralized equilibrium is caused by strategic complementarity in firms' promotion choices. If a firm delays internal promotions it creates a negative externality on all other firms by reducing the pool of potential candidates to the high productivity senior jobs. However, due to strategic complementarity the competitors respond by also increasing their promotion requirement. Imposing a free-entry condition further reveals that in the decentralized equilibrium firm entry is biased downwards which exacerbates the allocative inefficiency in the economy.

    This study investigates the efficiency of the process of benefit determination for welfare recipients in Germany. A stochastic frontier analysis is used to compute (in)efficiency of Jobcenter (employment offices) in terms of average processing time used for determining benefit levels per case. Next, the quality of the process of welfare benefits determination is considered by analyzing the share of upheld opposition because of misapplication of the laws. No effect of the (in)efficiency term on quality is estimated such that the quality of decision is unrelated to the time input. Manning of the employment offices seems to be to a large extent determined by other factors than a fair allocation of scarce resources in relation to demand for them. However in the case of treatment of one particular group (newly registered unemployed) and one organizational measure (offices that arrange specific appointments) a trade-off is estimated. Moreover, better skilled employees need less time for servicing cases and produce less erroneous decision.

In fact, under a suitable normalization of utility, the payoff set in the repeated game is identical to that in the stage game. We show that this conclusion may no longer be true if preferences are recursive and stationary, but not time separable. If so, the players' rates of time preference are no longer fixed, but may vary endogenously, depending on what transpires in the course of the game. This creates opportunities for intertemporal trade, giving rise to new and interesting dynamics. For example, the efficient and symmetric outcome of a repeated prisoner's dilemma may be to take turns defecting, even though the efficient and symmetric outcome of the stage game is to cooperate. A folk theorem shows that such dynamics can be sustained in equilibrium if the players are sufficiently patient.
