    For the fifth time, the countries of the region are convening in the framework of the Forum of the Countries of Latin America and the Caribbean on Sustainable Development. On each occasion, the Economic Commission for Latin America and the Caribbean (ECLAC) has presented a report on regional progress and challenges in relation to the 2030 Agenda for Sustainable Development. Since 2020, efforts to assess progress towards meeting the 2030 Agenda have had to be undertaken amid the constraints imposed by measures to address the coronavirus disease (COVID-19) pandemic.In this difficult context, ECLAC continued to step up its efforts to assess the progress towards the achievement of the Sustainable Development Goals (SDGs). Whereas in 2019 we only had 19 statistical series of SDG indicators for the region to analyse progress towards 2030, in this fifth report we are presenting the results for 359 series, corresponding to 111 targets, 73 of which are targets covered by the prioritized indicators for the region.Given the contradiction between, on the one hand, the growing institutional efforts to bring to fruition the Decade of Action of the Sustainable Development Goals called for by the United Nations Secretary-General and his proposal of Our Common Agenda and, on the other, the insufficient progress towards the achievement of the Goals, ECLAC stresses once again its proposal to launch a decade of action for a change of era. The Sustainable Development Goals will not be achieved by doing more of the same; we must move towards a new, inclusive and sustainable economic and social system.This document presents specific proposals in four areas in which we must continue to work: strengthening multilateralism, particularly in the area of financing for development; improving implementation of productive, social and environmental policies of national and regional scope; building up the resilience of institutions; and overcoming conflicts through agreements and compacts.     This paper shows that 19th-century industrialization is an important determinant of the significant changes in Germany’s economic geography observed in recent decades. Using novel data on economic activity in 163 labor market regions in West Germany, we establish that nearly half of them experienced a reversal of fortune between 1926 and 2019, i.e., they moved from the lower to the upper median of the income distribution or vice versa. Economic decline is concentrated in North Germany, economic ascent in the South. Exploiting plausibly exogenous variation in access to coal, we show that early industrialization turned from an advantage for economic development to a burden after World War II. The dominant position of heavy industry, supported by the local political-administrative system, limited regional adaptability when the old industries fell into crisis. Today, the early industrialized regions suffer from low innovation and deindustrialization. The (time-varying) effect of industrialization explains most of the decline in regional inequality observed in the 1960s and 1970s and about half of the current north-south gap in economic development.

    Economists use micro-based and macro-based approaches to assess the macroeconomic return to population health. The macro-based approach tends to yield estimates that are either negative and close to zero or positive and an order of magnitude larger than the range of estimates derived from the micro-based approach. This presents a micro-macro puzzle regarding the macroeconomic return to health. We reconcile the two approaches by controlling for the indirect effects of health, which macro-based approaches usually include but micro-based approaches deliberately omit when isolating the direct effect of health. Our results show that the macroeconomic return to health lies in the range of plausible microeconomic estimates, demonstrating that both approaches are in fact consistent with one another.

    North African economies are characterized by a significant share of informal activity and employment. About two-thirds of workers in North Africa operate without any formal arrangement and social protection, and about 30 percent of GDP is estimated to be produced by informal workers and firms. This paper finds that while a few key structural characteristics could explain "normal" informality in North Africa, policy distortions explain a large share of excess informality. Among the structural factors that can lead to high informality, the relatively lower level of human capital and younger population help explain the high informality in the region, as low-skilled and young people generally find it more difficult to operate in the formal sector. At the same time, gaps in a set of policy indicators also explain the relatively high informality in North Africa. In particular, this paper finds that gaps in the quality of governance explain about half of the excess informality experienced in North Africa compared with advanced economies. In this context, the expansion of the informal sector in Algeria and Tunisia from the mid-2000s partially reflects the deterioration in a few indicators of their governance and regulatory frameworks. In contrast, the decline in informality observed in Egypt, Mauritania, and Morocco over this period also reflects improved business regulations, governance, and tax systems, in addition to continued progress in economic development. While informality has traditionally buffered regional labor markets against the impact of recessions, the COVID-19 crisis has been different. North African economies have generally exhibited relatively stable unemployment rates, including during recessions, largely owing to their high levels of informality. However, informal employment has fallen significantly in North Africa during the pandemic, as lockdown measures have particularly affected high-informality service sectors. As the pandemic subsides and the lockdown measures are removed, the recovery of regional labor markets could exhibit a stronger-than-usual rebound of informal employment. Ensuring an inclusive recovery from the pandemic would call for renewed efforts to construct more modern (digitalized), more efficient, and fairer systems of social protection, building on the progress achieved in the region during the pandemic in extending safety nets to informal workers

    This paper examines the effect of institutions on macrofinancial resilience in Asia. Focusing on a panel of 12 Asian economies from 1996Q1 to 2020Q4, we find that institutions for economies with high levels of institutional quality support the resilience of real GDP per capita and net FDI inflows during periods of elevated financial stress. In addition, our results suggest resilience due to institutions for these economies regarding net equity and debt inflows in crisis times, also reflecting portfolio rebalancing effects. For economies with lower levels of institutional quality, institutions may help to stabilize portfolio debt during crisis times, although the magnitude of the effects are small. As well as pointing towards resilience thresholds in institutional quality, our paper provides insights on critical sub-components of overall institutional quality, notably rule of law, political stability, and regulatory quality. The findings help to inform the direction of policy efforts towards strengthening institutional capacity, and structural reforms for enhancing economic development and resilience to shocks.

    This study investigates the effects of historical prevalence of infectious diseases on contemporary sustainable development. Previous studies reveal numerous proximate causes of sustainable development, but little is known about the fundamental determinants of this widespread economic concern. The novelty of this paper lies in the adoption of a historical approach that sheds light on the deep historical roots of cross-country differences in sustainable development. The central hypothesis is that historical pathogens exert persistent impacts on present-day sustainable development. Using Ordinary Least Squares (OLS) and Two Stage Least Squares (2SLS) in cross-section with data from 122 countries between 2000 and 2021, we provide support for the underlying hypothesis. Past diseases reduce sustainable development both directly and indirectly. The strongest indirect effects occur through property rights, innovation, globalization and government effectiveness. This result is robust to many sensitivity tests. Policy makers may take these findings into account and incorporate disease pathogens into the design of international sustainable development.

    Die Studie untersucht auf Basis des German Business Panels, wie kleine und mittlere Unter-nehmen (KMU) sowie mittelständische Unternehmen durch die Covid-19-Pandemie gekom-men sind. Sie zeigt, dass die KMU ebenso wie die mittelständischen Unternehmen stärker von der Krise betroffen waren als große und nicht-mittelständische Unternehmen. KMU und mittel-ständische Unternehmen haben sich zudem im zweiten Pandemiejahr weniger gut von der Krise erholt als ihre Pendants. Die Inanspruchnahme staatlicher Corona-Hilfen wurde weniger von der Unternehmensgröße als der Zugehörigkeit zum Mittelstand beeinflusst. Die Hilfen wur-den von den Unternehmen komplementär zu den eigenen betrieblichen Anstrengungen ge-nutzt und haben folglich die Eigeninitiative der Unternehmen nicht verdrängt. Insgesamt be-trachtet, sind die Hilfen vor allem bei jenen angekommen, die sie auch benötigten. Based on the German Business Panel, the study examines how small and medium-sized en-terprises (SMEs) and Mittelstand businesses fared during the Covid-19 pandemic. It shows that SMEs as well as Mittelstand businesses were more strongly affected by the crisis than large and non-Mittelstand businesses. SMEs and Mittelstand businesses also recovered less well from the crisis than their counterparts in the second year of the pandemic. The use of public Corona support was less influenced by business size than by its being a Mittelstand business. These aids were used by the businesses as a complement to their own operational efforts and thus did not crowd out the businesses' own initiative. All in all, the aid has primarily reached those who needed it.

    This paper throws new light on the relationship between income and democracy. Using data for 162 countries over 1960-2018, we show that the causal relationship between political and economic development is U-shaped: "intermediate" political regimes significantly lead to inferior economic performance vis-à-vis both "democracies" and "autocracies." Our results suggest "intermediate" regimes decrease long run GDP per capita by about 20 percent. These effects are mainly driven by political instability, while other potential mechanisms, such as education, investment and inequality, lack comparable empirical support. These findings are robust to, among others, using night-lights instead of GDP, different democracy measures and estimators.

    This paper discusses cultural barriers to women's participation and success in the labor market in developing countries. I begin by describing how gender norms influence the relationship between economic development and female employment, as well as how gender norms differ substantially across societies at the same level of economic development. I then discuss in more detail specific gender-related social norms and how they constrain women’s employment. I present examples of policies aimed at dismantling these cultural barriers to female employment and the impacts they have.

    Paul Samuelson was attracted to the economic dynamics of South American countries because of the links between economic performance and political factors. He discussed the influence of “populist democracy” on Argentina's relative stagnation, which, he argued in the 1970s and early 1980s, served as a dangerous paradigm for the American economy under stagflation. Moreover, he applied his concept of "capitalist fascism" to deal with military dictatorships in Brazil and (especially) in Chile. The Brazilian translation of his Economics in 1973 brought about a correspondence with Brazilian economists about the "fascist" features of the regime. The main variable behind the South American economic and political processes discussed by Samuelson was inequality, which became also a feature of the American economy since the adoption of market-based policies in the 1980s and after.

    Despite academic scepticism, cluster policies remain popular with policymakers. This paper evaluates the causal impact of a flagship UK technology cluster programme. I build a simple framework and identify effects using difference-in-differences and synthetic controls on rich microdata. I further test for timing, cross-space variation, scaling and churn channels. The policy grew and densified the cluster, but has had more mixed effects on tech firm productivity. I also find most policy "effects" began before rollout, raising questions about the programme's added value.
