    This paper analyses real income convergence in central, eastern and south-eastern Europe (CESEE) to the most advanced EU economies between 2000 and 2016. The relevance of this topic stems both from the far-reaching implications of real income convergence for economic welfare and the importance of convergence for economic and monetary integration with, and within the European Union. The paper establishes stylised facts of convergence, analyses the drivers of economic growth and identifies factors that might explain the differences between fast- and slow-converging economies in the region. The results show that the most successful CESEE economies in terms of the pace of convergence share common characteristics such as, inter alia, a strong improvement in institutional quality and human capital, more outward-oriented economic policies, favourable demographic developments and the quick reallocation of labour from agriculture into other sectors. Looking ahead, accelerating and sustaining convergence in the region will require further efforts to enhance institutional quality and innovation, reinvigorate investment, and address the adverse impact of population ageing.

    The use of incentive packages has intensified as local governments compete for new plants and corporate relocations, and as private firms increasingly demand a deal. While incentives promise jobs and tax revenue, scholars and practitioners criticize their high cost and limited accountability. Through a comparison of matched establishments, this paper explores how governmental incentive-granting strategy impacts incentive performance. We examine the overall impact of incentives and whether incentives granted to smaller firms perform better. Using economic development budget data, we also assess the state's overall approach to economic development to determine which strategies are prioritized through funding. By showing that incentivized firms fail to create more jobs than matched controls, our analysis casts doubt on claims that "but for" incentives job creation would not occur. Still, our findings suggest that states are smarter in their incentive use when they strike a balance between recruiting industry and supporting "homegrown" businesses and technology.

    This report independently assesses the EU-Japan Economic Partnership Agreement. We find that the EPA establishes an ambitious framework to further liberalise and better organise trade, covering goods, services, intellectual property and investment, tariff- and non-tariff measures, and regulatory cooperation. Given its depth and breadth, and that it is unprecedented in including provisions on corporate governance, SMEs, and climate change, the EPA is set to become a benchmark for future trade agreements. Joining two open economies with high income levels and regulatory standards, the agreement is expected to generate benefits by boosting trade within sectors, minimising sectoral relocation and negative employment effects. Agri-food, textiles and leather products are where the EU can expect to make the greatest gains. Furthermore, the EPA will boost the EU's economic presence and political relevance in the Asia-Pacific area. Going beyond its economic benefits, the agreement also has significant non-economic implications. Reinforced cooperation will enhance the ability of both parties to shape the course of global developments in a manner that better reflects their shared interests and values, such as their commitment to a rule-based global trade system and the fight against global warming.

    The middle-income class plays a crucial role in socio-economic development and in achieving long-term aspirations articulated in Ambisyon 2040, which envisages a predominantly "middle class" society where no one is poor. However, there is no standard definition for the middle income class that can be used as a tool to monitor progress towards this long-term aspiration. This paper defines the middle-income class as those whose per capita incomes are within two- and twelve- times the (official) poverty line. Descriptive analyses show that the middle income households are largely found in urban areas, that their members who are of working age tend to be employed in stable jobs, and that they place high value on investing on human capital. The determinants of middle-income status are identified using a multinomial logistic model. Results of the empirical estimation are generally consistent with the findings of the descriptive analyses. The paper also provides policy discussions on unintended consequences arising from the growth of the middle-income and on the need for policy action to address the concerns. The study also performs a simulation exercise to assess whether the long-term goal of a predominantly "middle class" society can be achieved using the thresholds for defining the middle-income class.

    We analyze and compare the pattern of economic growth and development of China and South Korea in the postwar period. Geographical proximity and cultural affinity between the two countries, as well as the key role of the developmental state in the economies of both countries, suggests that an analytical comparison would be a meaningful and valuable exercise. Furthermore, Korea is one of the few economies that jumped from middle income to high income in a short period, and thus offers potentially valuable lessons for China. The Asian giant moved from low income to middle income very quickly but now faces the challenge of graduating to high income. In this paper, we empirically assess the main drivers of economic growth in China and Korea, and then identify the time period when Korea was at a similar state of structural change as today's China. In addition, we examine the trend and pattern of Korea's economic growth from that point on. We will analyze and compare key reforms that promoted growth in the two countries. Lastly, we sift through our empirical evidence to assess the prospects for China to follow Korea's footsteps in transitioning from middle income to high income relatively quickly.

    The collaborative economy has experienced rapid growth and development in Europe in the past years. It offers new opportunities leading to more choice and lower prices for consumers and allows citizens and entrepreneurs to offer services either on an occasional basis or professionally, contributing to growth and jobs in Europe. The rapid development of the collaborative economy in Europe has also raised questions, inter alia as regards consumer and employee rights and the application of existing legislation. In its Communication on "A European Agenda for Collaborative Economy", issued in June 2016, the European Commission announced that it would continuously review developments in the European collaborative economy. This second Eurobarometer survey on the collaborative economy is part of this review. It seeks to shed light on citizens' perceptions, attitudes and practices in relation to collaborative platforms and the services offered via those platforms, and follows a first Eurobarometer survey on collaborative platforms that was conducted in March 2016. The first chapter of this report provides an overview of the European Union citizens' awareness and frequency of use of collaborative platforms, their assessment of the advantages and disadvantages of using such platforms, and the impact of these platforms on their behaviour with respect to the purchasing of services. The second chapter focuses on the use of collaborative platforms to provide services in EU countries, focusing on the frequency with which providers offer services via these channels, their reasons for doing so, and the reasons why some service providers do not use these channels. Finally, the third chapter examines the profiles of respondents as users, providers, or both users and providers of services via collaborative platforms. This survey was carried out by TNS Political & Social network in the 28 Member States of the European Union between the 23rd and the 30th April 2018. Some 26,544 respondents from different social and demographic groups were interviewed via telephone (landline and mobile phone) in their mother tongue on behalf of the European Commission, Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs. The methodology used is that of Eurobarometer surveys as carried out by the Directorate-General for Communication ("Media monitoring, media analysis and Eurobarometer" Unit).

    Since the end of last decade, several institutions of the European Union have called for public policies to boost the social economy at the European, national and regional levels. A major statement has been the Conclusions of the European Council, published on 7 December 2015, on The promotion of the social economy as a key driver of economic and social development in Europe. Another former official statement was the 'Toia Report' approved in 2009 by the European Parliament. The European Economic and Social Committee (EESC) also approved several Opinions to enhance the Social Economy during this period. All these developments reflect that social economy is finding its place as a constituent part and pillar of the European Social model and as a cornerstone of sustainable socio-economic development. In this context and also in the context of the last crisis, a new generation of public policies for the social economy have emerged during this decade. Several governments at EU, national and regional levels have deployed innovative policies around Europe to boost the development of this socioeconomic sector. Notwithstanding the previously mentioned, it is true that the inclusion into public policies of different types of social enterprises has been a widespread practice for decades. This latter fact has been more visible in sectorial policies such as agricultural and rural development policies, active employment policies aiming at reducing social exclusion and territorial planning policies, urban regeneration and local development policies for instance. All of these policies have associated social economy actors in their implementation.

    This study presents new empirical results, using microdata from the LIS database, on development patterns in economic inequality for a set of countries that are less covered in the empirical literature, mostly due to the lack of appropriate data. After discussing the main challenges when harmonizing income and consumption microdata from middle-income countries, we focus on Brazil, China, India, Russia, and South Africa, in a comparative perspective, and we compare them with a selection of benchmark middle- and high-income countries. We also run country-level regressions to correlate the inequality measures with selected macroeconomic indicators.

    There is now a broad consensus of economists, political scientists, sociologists and scientists in other fields on a wide range of benefits that international migration brings to global development. Main aim of the paper is to provide an analysis of economic and developmental impacts of migration on both sending and receiving countries, with a particular focus on institutional impacts of international migration. The research proves a positive influence of international migration on institutional development and finds that the impact is particularly strong for emigrant-sending countries with medium institutional quality.

    This brief discusses economic convergence in the Czech Republic and Slovakia vis-à-vis the EU-28 during the past two decades, focusing mainly on developments in Gross National Income (GNI) per capita. It addresses three questions. First, did economic convergence take place in both countries? Second, did convergence speed and patterns differ between the two? Third, have growth and convergence paths changed since the global economic and financial crisis of 2009? This brief concludes with a 'yes' to each of the above questions. The Czech Republic and Slovakia witnessed considerable catch-up growth relative to the EU average, particularly in the period between 2003 and 2008. In this pre-crisis period the rate of convergence was much stronger in Slovakia than in the Czech Republic, thereby substantially reducing the relative income gap that existed between Slovakia and its supposedly richer twin. Differences in the average speed of convergence between the two countries since the late 1990s can be largely explained by a simple model of "absolute beta convergence", which suggests that countries with initially lower levels of economic development should grow faster than higher-income countries. In order to further explain the specific economic developments in the two countries, this brief examines various policy-related and structural factors, including their industrial legacies and the attractiveness for FDI, labour market reforms, and EU accession combined with the receipt of EU structural funds. It further argues that Slovakia's euro adoption in 2009 is likely to have boosted its economic advancement, even though it is probably too early for an exact quantification of this supportive effect. Finally, the global crisis appears to have marked the start of a slowing - and temporary stalling - of convergence in the Czech Republic and Slovakia.

    Economists increasingly accept that social norms have powerful effects on human behavior and outcomes. In recent history, one norm widely adhered to in most developed nations has been for men to be the primary breadwinner within mixed-gender households. As women have entered the labor market in greater numbers and gender wage differentials have declined, female breadwinning has become more common in such nations. Has this been accompanied by worse outcomes in non-monetary realms, due to the violation of the male breadwinning norm? This would be evidence that norms act to slow the pace of social evolution. We use household data from two countries to examine whether female breadwinning makes partnerships less healthy or less stable. US data from the late twentieth century shows that female breadwinning is associated with significantly more partnership problems for older couples in cross-sections and for younger couples in fixed-effects specifications. Examining more recent US and Australian data, we find that female breadwinning is associated with a modestly higher dissolution risk and a fall in some measures of reported relationship quality, but mainly for young people in cohabiting partnerships and men in less educated partnerships. We interpret these results to reflect changing social norms, plus relationship market dynamics arising from differences in the ease of access to superior partnership alternatives for women who out-earn their partners. While gender-specific breadwinning norms may be fading with time, economic realities and marriage market dynamics continue to be drivers of behavior and outcomes.

    Micro-based and macro-based approaches have been used to assess the effects of health on economic growth. Micro-based approaches aggregate the return on individual health from Mincerian wage regressions to derive the macroeconomic effects of population health. Macro-based approaches estimate a generalized aggregate production function that decomposes output into its components. The microbased approach tends to find smaller effects than the macro-based approach, thus presenting a micromacro puzzle regarding the economic return on health. We reconcile these two strands of literature by showing that the point estimate of the macroeconomic effect of health is quantitatively close to that found by aggregating the microeconomic effects, controlling for potential spillovers of population health at the aggregate level. Our results justify using the micro-based approach to estimate the direct economic benefits of health interventions.
