    A risky skill game is a game in which skill plays an important role but outcomes are also strongly influenced by random factors. Examples are poker or blackjack but also many economic activities like trading on financial markets. In an online experiment we let subjects choose how often they want to play a risky skill game. We find that women play only half as many rounds in risky skill games if the influence of chance is large. There is no gender difference if the influence of chance is small or if outcomes depend exclusively on chance.

    Participation in international trade goes hand-in-hand with innovation in the private sector in the Middle East and the North Africa, according to data collected from 6 000 companies. International trade is a key determinant of the competitiveness and innovation of firms in the Middle East and North Africa. In Egypt, Jordan, Lebanon, Morocco, Tunisia and the West Bank and Gaza, firms that trade in international markets tend to innovate more, and trade grows faster when the firms invest in innovation. Trade with developed economies and access to information and know-how through participation in international markets can help firms in the Middle East and North Africa catch up with other regions and close the innovation gap. Improving customs and trade regulations can increase access to international markets to a larger share of firms. The Enterprise Surveys, conducted by the EIB, EBRD and the World Bank, provide insight into what lies beneath the region's relatively slow growth, with a focus on the reasons for stagnating productivity and inadequate accumulation of human and physical capital in the private sector. This is the sixth of nine working papers supporting the full report: Unlocking sustainable growth in the Middle East and North Africa private sector.

    This study is a part of a project "Comparative analysis of agricultural sectors and rural areas in the pre-accession countries: Agricultural policy developments, situation of the agri-food sector and economic context" funded by Directorate-General Agriculture and Rural Development of the European Commission. The study's main objective is to conduct a comparative analysis of the socio-economic developments and competitiveness of the agri-food sector in the IPARD (Instrument for Pre-accession Assistance rural development programmes) countries (Albania, Montenegro, North Macedonia, Serbia, and Türkiye) at the sectoral and macro levels. The study collects and analyses data on market prices, output values, yields, rural/urban disparities, and various indicators of competitiveness. The study provides insights into the state of the agri-food sector in IPARD countries, identifies areas for improvement, and offers recommendations to enhance competitiveness and rural development. At the macro level, the study finds that IPARD countries are still far behind the EU average in terms of macro-economic developments. The COVID-19 pandemic has negatively impacted the GDP growth and exports of agri-food products in the respective countries. The agricultural sector in IPARD countries is crucial for their economies and has the potential for competitive advantage. However, small farm size and low productivity, limited export quality, and compliance with standards are challenges that need to be addressed. The study highlights specific subsector strengths and weaknesses, such as high fruit and vegetable yields and low cow milk yields in most IPARD countries. Rural-urban disparities are evident, with difficulties in accessing education in rural areas and gender inequalities. Migration and brain drain contribute to rural depopulation, and poor infrastructure negatively affects competitiveness. The study recommends investing in trade and transport infrastructure, creating incentives for youth in rural areas, and increasing yields through technological innovation, education, and cultivation of unused lands, while maintaining a balance between efficiency improvements and sustainability.

    This study is a part of a project "Comparative analysis of agricultural sectors and rural areas in the pre-accession countries: Agricultural policy developments, situation of the agri-food sector and economic context" funded by Directorate-General for Agriculture and Rural Development of the European Commission. It is part of a series of assessments, aiming to monitor the development of the agri-food sector in the Western Balkan countries/territories (WB) and Türkiye. The study focuses on the changes in the years 2020 and 2021 and the developments of currently important topics, such as Covid-19, greening, and the approximation of agriculture and rural development policies to the EU Common Agricultural Policy (CAP). The WB countries/territories and Türkiye are taking steady steps towards EU accession, by narrowing down the gaps with EU member states in the development of their agricultural sectors and rural areas. Competitiveness, environmental protection and development of rural areas are key policy objectives across the countries/territories. All countries/territories have established operational institutional structures, that need to be continuously upgraded. The IPARD (Instrument for Pre-accession Assistance rural development programmes) beneficiary countries have adopted the third IPARD programme for the period 2021-2027. The budget spent for agriculture and rural development varies in the pre-accession countries/territories. The crisis caused by the Covid-19 pandemic and the crisis linked to the war in Ukraine have re-emphasized the importance and need for an adequate agricultural policy, supporting stable food systems. The publication ends with a set of recommendations for improvement of the policy and sector development.

    On 10 March 2020, the Commission adopted a new EU industrial strategy to help the European industry lead the way on green and digital transformation and to boost the EU's global competitiveness and open strategic autonomy. In light of the experience of the COVID-19 pandemic, the Commission updated its EU industrial strategy in May 2021, confirming the need to accelerate the green and digital transitions and increase the resilience of key industrial ecosystems by launching transition pathways. The first Annual Single Market report outlined transition challenges and opportunities for 14 industrial ecosystems, including the 'proximity and social economy' ecosystem. While still addressing the aftershock of the COVID-19 pandemic and facing the new economic shocks of the unjustified Russian invasion of Ukraine, the priorities of the EU industrial strategy (resilience, the green and digital twin transition and open strategic autonomy) regain their relevance within the current geopolitical and economic context. Achieving the European Green Deal objectives of transition to climate neutrality by 2050 and meeting the Digital Compass targets for 2030 will require profound changes of economic and business models, backed by substantial and targeted investments to sustain recovery and competitiveness. This is particularly the case for the 'proximity and social economy' industrial ecosystem, which encompasses entrepreneurship models of diverse scale and capacity (hereafter referred as 'the ecosystem'). Parts of the social economy contribute to the green and digital transitions at large by supplying sustainable goods and services and bridging the digital divide. Their participatory business models, that take into account the needs of citizens, employees and other stakeholders, help to ensure that the transitions are fair and inclusive. At the same time, reinforcing sustainable and digital practices within the whole ecosystem will build long-term resilience and allow its diverse actors to be active levers of the twin transition. Against this background, a pathway for the green and digital transition of the 'proximity and social economy' ecosystem is presented. The action areas outlined in the transition pathway resulted from a co-creation process with stakeholders launched in December 2021, on the occasion of the adoption of the European Action Plan for the social economy, which sets out the EU vision on social economy for 2030 and whose implementation the transition pathway underpins.

    The provision of social incentives in the workplace, where performance benefits a charitable cause, has been frequently used in modern organizations. In this paper, we quantify the impact of social incentives on performance under two incentive schemes: piece rate and a winner-take-all tournament. We introduce social incentives by informing individuals that 50% of their performance earnings will be donated to a charity of their own choice. Our findings indicate that, in the presence of social incentives, women increase their performance by approximately 23% and 27% in the piece rate and tournament payment schemes, respectively. These effects are sizable and significant. Despite the fact that women also become more confident when social incentives are used, their willingness to compete is not affected due to their general lack of willingness to take financial risks.

    This benchmarking study is undertaken to compare domestic performance of LPD industries in the Philippines, with other large LPD producers and consumers in Asia, namely China, Thailand, and Vietnam, supplemented with figures from major global players. In the case of swine, in the Philippines, unit cost of production of commercial farms is lower than in backyard farms owing to economies of scale. Cost per unit in commercial farms in the Philippines is among the highest of the countries studied, mostly due to higher cost of feed and grower stock. As with swine, economies of scale allow commercial broilers to reduce cost per kg of broiler. Cost per unit for commercial scale broiler farms is among the lowest in Philippines compared with China, Thailand, and Vietnam. High tariffs on corn imports is driving up the cost of livestock and poultry feed. Finally, Dairy cattle and buffalo milk at semi-commercial scale can be profitable, though the business case for backyard dairy needs to be strengthened. The Philippines has implemented a set of regulatory and support policies for the LPD industries, covering regulations, support programs, trade policies, Policy recommendations of the study are as follows: 1) Undertake a comprehensive review of trade policies affecting the value chain towards greater competitiveness of the LPD industries; 2) Earmark the collections from tariffs on pork and chicken imports to fund regulatory services and production support; 3) Invest in research and data collection as inputs to policy and program development; 4) improved delivery of technical assistance, regulatory services, and production support. 5) Reset the oversight system over the LPD industries in terms of regulatory compliance, zoning, imposition of grades and standards, food safety and animal welfare; 6) Focus on upgrading technology and business practices for backyard operators using a collaborative approach to extension. 7) Strengthen FOs to encompass most or all backyard operators to facilitate delivery of government assistance, technical and regulatory services, and realize gains from economies of scale and scope.

    Renewable and low carbon hydrogen is both an energy carrier able to produce other fuels and downstream products, such as the e-fuels, or e-ammonia, and a decarbonised gas produced through renewable electricity. It has the potential to decarbonise hard to abate sectors which are difficult to directly electrify and play a crucial role in achieving net zero emissions target in 2050. The European Commission has recently outlined the policy context and necessary actions for the development and deployment of renewable and low carbon hydrogen within the 2030 time horizon with the Hydrogen Strategy for a Climate Neutral Europe Communication (the Hydrogen Strategy). The REPowerEU Communication4 has further addressed the joint EU and Member State actions needed in the context of the crisis triggered by the invasion of Ukraine in February 2022 and the necessity to phase out dependence on Russian supplies. The EC has strengthened the policy narrative around hydrogen and increased objectives for a pan European framework accelerating and upscaling the production of RES and low-carbon hydrogen. The main objectives and actions of the REPowerEU Plan, which build on the Hydrogen Strategy, are the deployment of several tens of GW of electrolyser capacity and the production and imports of 10 Mt and 10 Mt respectively of renewable hydrogen by 2030. Currently the most mature and promising green hydrogen production technology is water electrolysis. The main technologies considered in this report are: Alkaline electrolysis, Polymer Exchange Membrane (PEM) electrolysis, Solid Oxide electrolysis and Anion Exchange Membrane electrolysers (AEM).

    Public procurement of medicines (PPM) is a strategic policy option to foster competition and improve access to medicines, as well as addressing important further policy objectives, including ensuring security of supply, protecting the environment, and improving crisis preparedness. In this study, PPM practices across 32 European countries (EU-27 plus EEA/EFTA countries and the UK) were mapped and analysed. The report presents findings regarding the organisational form of procurement for different types of medicines (ranging from facility-based procurement and group procurements to centralised procurement at regional or national levels) in the study countries, application of different forms of procedures and techniques (including the use of different award criteria, such as the Most Economically Advantageous Tender), and specific forms of procurement in the hospital sector. Possible impacts of PPM practices on a set of policy objectives (access to medicines, affordability and availability of medicines, security of supply, competitive market, protecting the environment, and supporting crisis preparedness) were assessed. The study also reports on the use of supporting policies, such as horizon scanning and health technology assessment, and the experience with cross-country joint procurements. The study includes a set of best practices for optimising PPM in Europe.
