    The International Digital Economy and Society Index (I-DESI) mirrors and extends the EU28 Digital Economy and Society Index by utilising 24 datasets to enable trend analysis and comparison of the digital performance of 45 countries. Analysis showed that EU28 Member States compare well with 17 non-EU countries and the very best EU28 countries have digital performances at the same or higher levels than the best global countries. Indeed Denmark was the leading country in the I-DESI index. EU28 Member States perform best, relative to the 17 non-EU countries, in the Connectivity dimension (examining the deployment and take-up of fixed and mobile broadband) and in the Citizen Use of the Internet dimension.

    This brief discusses economic convergence in the Czech Republic and Slovakia vis-à-vis the EU-28 during the past two decades, focusing mainly on developments in Gross National Income (GNI) per capita. It addresses three questions. First, did economic convergence take place in both countries? Second, did convergence speed and patterns differ between the two? Third, have growth and convergence paths changed since the global economic and financial crisis of 2009? This brief concludes with a 'yes' to each of the above questions. The Czech Republic and Slovakia witnessed considerable catch-up growth relative to the EU average, particularly in the period between 2003 and 2008. In this pre-crisis period the rate of convergence was much stronger in Slovakia than in the Czech Republic, thereby substantially reducing the relative income gap that existed between Slovakia and its supposedly richer twin. Differences in the average speed of convergence between the two countries since the late 1990s can be largely explained by a simple model of "absolute beta convergence", which suggests that countries with initially lower levels of economic development should grow faster than higher-income countries. In order to further explain the specific economic developments in the two countries, this brief examines various policy-related and structural factors, including their industrial legacies and the attractiveness for FDI, labour market reforms, and EU accession combined with the receipt of EU structural funds. It further argues that Slovakia's euro adoption in 2009 is likely to have boosted its economic advancement, even though it is probably too early for an exact quantification of this supportive effect. Finally, the global crisis appears to have marked the start of a slowing - and temporary stalling - of convergence in the Czech Republic and Slovakia.

    Job quality is a major focus of policymakers around the world. For workers, the enterprises that employ them and for societies, there are benefits associated with high-quality jobs, and costs associated with poor-quality jobs. This report - the result of a pioneering project by the International Labour Organization and Eurofound - provides a comparative analysis of job quality covering approximately 1.2 billion workers in Europe, Asia and the Americas. It analyses seven dimensions of job quality: the physical environment, work intensity, working time quality, the social environment, skills and development, prospects, and earnings, finding both important differences and similarities between countries. By analysing positive and negative aspects of job quality in different countries and societies, the report provides a way to look beyond national explanations, to see how some groups of workers are affected more than others and understand the particular issues for women workers around the world - in support of evidence-based policymaking to improve job quality.

    This paper is analyzing the prospects of the Russian minimum wage legislation reform from an international legislative perspective. Authors study historical aspects of conceptual development in the field worldwide, examine the "minimum wage" concept definitions suggested in international treaties and legislative sources of various countries, suggest a methodology of the minimum wage setting procedures and systemize relevant mechanisms of enforcement. A policy of abstention from the minimum wage setting on the national level has also been studied and the compensatory instruments have been singled out and described. On the basis of the results of this research major trends in the minimum wage regulations in contemporary world have been outlined. A study of the pressing problems of the minimum wage legal regulation in the Russian Federation and of the suggestions for its further development are given in a separate section of this paper.

    This paper aims to make contributions to comparative analysis of regional economic dynamics in China and the US from the methodological perspective. More specifically, some recent advances in exploratory space-time data analysis (ESTDA) will be suggested and implemented to conduct this task in an open source environment. China and the US have been the subject of much discussion about the patterns and trends of regional development, because of their importance in the world economic system. Despite the rich and growing empirical literature on numerous case studies at both national and sub-national scales, comparative space time analysis between and within these two economic systems has just begun to catch attentions. Additionally, ESTDA and its open source implementation can facilitate comparative studies of regional development.

    We provide a general equilibrium framework for analyzing the effects of supply and demand side policies, and the potential synergies between them, in an asymmetric monetary union that faces a liquidity trap and a slow delever-aging process in its 'periphery'. We find that the joint implementation of pro-competition structural reforms in the periphery, a fiscal expansion in the core, and forward guidance about the future path of nominal interest rates produces positive synergies between the three policies: forward guidance re-inforces the expansionary effects of country-specific policies, and the latter in turn improve the effectiveness of forward guidance. Our results provide a case for complementing current unconventional monetary stimuli in the euro area with national efforts on the structural reform and fiscal fronts.
