Repeated claims about the "tragedy of the commons" and the "crisis of capitalism" have done little to explain this concentration of land, encourage solution-building to solve resource depletion, or address our current socio-ecological crisis. The Commons in an Age of Uncertainty presents a new explanation, vision, and action plan based on the idea of commoning the land. The book argues that by commoning the land, rather than privatising it, we can develop the foundation for prosperity without destructive growth and address both local and global challenges. Making the land the most fundamental priority of all commons does not only give hope, it also opens the doors to a new world in which economy, environment, and society are decolonised and liberated

    We consider whether external urban economic advantages (agglomeration economies) vary with time and space using a simple economic model and detailed micro-data on 134 locations in New Zealand for the period 1976-2018. We find subtle temporal variation, with estimates peaking in 1991 and then falling over the next 15-years by approximately 1%. Since 2006, however, estimates have remained broadly stable. Our results reveal more significant spatial variation: Large cities offer net benefits in production, but not in consumption, whereas small locations close to large cities ("satellites") experience agglomeration economies that are stronger than average.

    Se explotan datos censales de varias décadas de tres países de la región (Costa Rica, Perú y Guatemala), para describir patrones y tendencias de la migración interna, la movilidad cotidiana para trabajar y/o estudiar y la segregación residencial. Esta explotación se realiza, principalmente, mediante una aplicación computacional llamada ODISEA, basada en el procesador web de Redatam, la que permite el procesamiento fluido de microdatos censales y posterior visualización cartográfica de sus resultados, en particular localización y flujos migratorios y de movilidad de la población.Los resultados revelan que la segregación residencial sigue siendo alta en Lima y que se da tanto por exclusión territorial de los grupos desaventajados, localizados en zonas desfavorecidas en muchos sentidos, como por la agrupación territorial de los grupos aventajados que se encapsulan para distinguirse, protegerse y potenciar sus recursos materiales y culturales. En el caso de la migración, los resultados sugieren procesos de suburbanización masivos en San José de Costa Rica, conducentes a una expansión metropolitana significativa y también altamente segmentada en términos socioeconómicos.Finalmente, la movilidad cotidiana para trabajar en Guatemala muestra una marcada concentración de los empleos en el municipio de Guatemala, que recibe ingentes flujos diarios de conmutantes de todos los otros municipios del área metropolitana de la Ciudad de Guatemala y del resto del país incluso. El carácter monocétrico del emplazamiento laboral de esta área metropolitana contrasta con la acelerada expansión de su periferia debido a flujos de emigración desde el municipio de Guatemala.Todos estos fenómenos —segregación residencial socioeconómica, migración suburbana y monocentrismo del empleo— generan una configuración sociometropolitana desafiante para la cohesión social y para la movilidad inclusiva, sostenible e inteligente.     A high level of public services in housing, transport, education and health care is essential for liveability in urban centres, as shown in this report, with the help of European data for large cities. Inhabitants of larger cities, where the housing market is heavily commercialised in terms of the share of homeownership, and where little social housing exists, have to save on consumption items that offer a higher quality of life, such as in Italy. On the opposite side, for instance, cities in Austria, the Netherlands, Sweden and France have housing markets that are much less commercialised and where a lot of social housing exists. These are exactly the urban centres that achieve the top rankings in our new Urban Public Services and Liveability Index (UPSLIde), with Austria in first place. Over time, UPSLIde trends downward, with the ratio of expenditure on the finer things in life relative to obligatory consumption items influenced by public services provision sliding from around 70% in the late 1980s to less than 50% in the 2010s. In order for this negative trend to be reversed, public services provision needs to be stepped up and, in particular, rising housing rental costs need to be countered by more social housing construction. › Ein hohes Niveau öffentlicher Daseinsvorsorge in den Bereichen Wohnen, Verkehr, Bildung und Gesundheit ist für die Lebensqualität in urbanen Zentren unerlässlich. Zu diesem Ergebnis kommt der vorliegende Bericht auf Basis europäischer Daten für größere Städte. › Wohlfahrtsstaaten, die als sozialdemokratische nordische und korporatistische kontinentaleuropäische sowie hybride Systeme klassifiziert werden, haben tendenziell ein viel höheres öffentliches Ausgabenniveau in den Bereichen, die die Bereitstellung von öffentlichen Dienstleistungen ermöglichen, als die liberalen angelsächsischen und mediterranen Wohlfahrtsregime. › Die Ausgaben der Wohlfahrtsstaaten für öffentliche Daseinsvorsorge korrelieren auch mit dem Niveau der wirtschaftlichen Entwicklung, wobei die Kausalität vermutlich in beide Richtungen geht. › Ebenso korrelieren die wohlfahrtsstaatlichen Ausgaben für öffentliche Daseinsvorsorge mit dem Anteil der Ausgaben der städtischen Haushalte für Freizeit und Kultur, also für die schönen Dinge des Lebens. › Geringere Ausgaben für das Wohnen ermöglichen Stadtbewohner*innen eine höhere Lebensqualität, wie das Beispiel österreichischer Großstädte zeigt. › Bewohner *innen größerer Städte mit einem stark kommerzialisierten Wohnungsmarkt mit wenig Sozialwohnungen und einem hohen Anteil an privatem Wohneigentum müssen bei jenen Konsumausgaben sparen, die eine höhere Lebensqualität ermöglichen. Ein Beispiel dafür ist Italien. › Auf der anderen Seite haben z.B. Städte in Österreich, den Niederlanden, Schweden und Frankreich Wohnungsmärkte, die viel weniger kommerzialisiert sind und einen hohen Anteil an sozialem Wohnbau aufweisen. › Das sind genau jene urbanen Zentren, die in unserem neuen Urban Public Services and LiveabilityIndex (UPSLIde) die Spitzenplätze einnehmen, mit Österreich auf dem ersten Platz. › Der UPSLIde setzt die Ausgabenanteile der städtischen Haushalte in den Bereichen Freizeit, Kultur, Restaurants, Hotels und persönliche Dienstleistungen in Beziehung zu den Anteilen der Konsumausgaben, die von der Politik für öffentliche Daseinsvorsorge beeinflusst werden, darunter jene für Wohnen, Verkehr, Gesundheit und Bildung. › Über einen längeren Zeitraum tendiert der UPSLIde nach unten. Der Anteil der Ausgaben für die schönen Dinge des Lebens zu den notwendigen, von der öffentlichen Daseinsvorsorge beeinflussten, Konsumkomponenten, sank von rund 70 Prozent in den späten 1980er-Jahren auf weniger als 50 Prozent in den 2010er-Jahren. › Um diesen Negativtrend umzukehren, muss die öffentliche Daseinsvorsorge ausgebaut und insbesondere den steigenden Wohnungsmieten durch mehr sozialen Wohnungsbau begegnet werden.

    This paper focuses on the demographic transition from rural to urban areas in Viet Nam. An empirical framework is developed to measure the relative impact of location characteristics versus individual characteristics in determining the destination choices of migrants. Assuming that locational data on potential destinations are freely available to migrants, the model seeks to explain how different types of migrants process this information and how their destination choice is accordingly influenced. The results provide strong evidence that most location-specific factors, such as employment-related factors and infrastructure, are found to be significant for all types of migrants; however, the intensity of significance varies depending on migrants' gender, migration purpose, and social capital. Furthermore, a random-effects (RE) net migration rate model for the period 2011.2018 was estimated for 63 provinces and it was found that migrants considerably favor big cities over other locations, which poses a great challenge in managing the overurbanization issues in metropolitan areas of Viet Nam. Policy recommendations are proposed based on the findings.

    Construction on low elevation coastal zones is risky for both residents and taxpayers who bail them out, especially when sea levels are rising. We study this construction using spatially disaggregated data on the US Atlantic and Gulf coasts. We document nine stylized facts, including a sizeable rise in the share of coastal housing built on flood-prone land from 1990-2010, which concentrated particularly in densely populated areas. To explain our findings, we develop a model of a monocentric coastal city, which we then use to explore the consequences of sea level rise and government policies.

    A large body of literature considers the productive advantages of cities, or "agglomeration economies". Most empirical studies report positive agglomeration economies, although large variation exists in the magnitude of estimates. We use a meta-analysis to explore this variation, drawing on 6,684 estimates from 295 studies that cover 54 countries and span six decades. Using rich data and robust methods, we unify and extend earlier reviews. For our preferred combination of study attributes, we find agglomeration elasticities are likely to lie in the range 2.7-6.4%. Our findings confirm the controls enabled by detailed data give rise to smaller estimates. We also document several trends, with overall estimates rising from 1980-2000 and then falling. Estimates for manufacturing sectors, in contrast, fell for the entire six decades covered by our data. We speculate on possible causes of these trends, such as urban congestion, technological shocks, freight costs, and regulatory settings.

    In the last two hundred years, the earth has increasingly become the private property of a few classes, races, transnational corporations, and nations. Repeated claims about the "tragedy of the commons" and the "crisis of capitalism" have done little to explain this concentration of land, encourage solution-building to solve resource depletion, or address our current socio-ecological crisis. The Commons in an Age of Uncertainty presents a new explanation, vision, and action plan based on the idea of commoning the land. The book argues that by commoning the land, rather than privatising it, we can develop the foundation for prosperity without destructive growth and address both local and global challenges. Making the land the most fundamental priority of all commons does not only give hope, it also opens the doors to a new world in which economy, environment, and society are decolonised and liberated

    Se explotan datos censales de varias décadas de tres países de la región (Costa Rica, Perú y Guatemala), para describir patrones y tendencias de la migración interna, la movilidad cotidiana para trabajar y/o estudiar y la segregación residencial. Esta explotación se realiza, principalmente, mediante una aplicación computacional llamada ODISEA, basada en el procesador web de Redatam, la que permite el procesamiento fluido de microdatos censales y posterior visualización cartográfica de sus resultados, en particular localización y flujos migratorios y de movilidad de la población.Los resultados revelan que la segregación residencial sigue siendo alta en Lima y que se da tanto por exclusión territorial de los grupos desaventajados, localizados en zonas desfavorecidas en muchos sentidos, como por la agrupación territorial de los grupos aventajados que se encapsulan para distinguirse, protegerse y potenciar sus recursos materiales y culturales. En el caso de la migración, los resultados sugieren procesos de suburbanización masivos en San José de Costa Rica, conducentes a una expansión metropolitana significativa y también altamente segmentada en términos socioeconómicos.Finalmente, la movilidad cotidiana para trabajar en Guatemala muestra una marcada concentración de los empleos en el municipio de Guatemala, que recibe ingentes flujos diarios de conmutantes de todos los otros municipios del área metropolitana de la Ciudad de Guatemala y del resto del país incluso. El carácter monocétrico del emplazamiento laboral de esta área metropolitana contrasta con la acelerada expansión de su periferia debido a flujos de emigración desde el municipio de Guatemala.Todos estos fenómenos —segregación residencial socioeconómica, migración suburbana y monocentrismo del empleo— generan una configuración sociometropolitana desafiante para la cohesión social y para la movilidad inclusiva, sostenible e inteligente.
