    Information on individuals holding a managerial or supervisory positions within establishments is important for various aspects of labor market research. However, identifying managers or supervisors in German administrative records is not straightforward. This paper uses survey information from the Panel Study Labour Market and Social Security (PASS) to predict managerial or supervisory tasks in administrative records that can be used to enhance the identification of managers and supervisors in the Sample of Integrated Labour Market Biographies (SIAB). Furthermore, I provide an applied example in which I calculate gender differences in the probability to hold a managerial position. Informationen darüber, ob Individuen eine Position mit Führungsaufgaben innehaben, sind wichtig für die Arbeitsmarktforschung. Leider ist es nicht einfach möglich, diese Aufgaben in deutschen administrativen Daten zu identifizieren. Dieser Beitrag nutzt Surveyinformationen aus dem Panel Arbeitsmarkt und soziale Sicherung (PASS), um Personen mit Führungsaufgaben in administrativen Daten, zum Beispiel dem SIAB, vorherzusagen. Als Beispiel für die Anwendung untersuche ich Geschlechterunterschiede in der Wahrscheinlichkeit, eine Position mit Führungsaufgaben zu haben.

    This paper conducts an impact evaluation of the effects of two tax administration interventions-a taxpayer register expansion and education programme, and a new electronic filing system for presumptive tax-on the number of small business taxpayers and presumptive tax revenues in Uganda. Using a difference-in-differences approach and administrative data covering both presumptive taxpayers and comparable small corporate income taxpayers, we find that the number of small business taxpayers filing tax returns and presumptive tax revenues increased substantially after the interventions. We argue that the interventions complement each other because both interventions were established around the same years, and the taxpayer register expansion programme focused on not only registering but also educating taxpayers with regard to tax compliance. We analyse the cost-effectiveness of the taxpayer register expansion programme and find that the benefits outweigh the costs.

    We evaluate a major personal income tax reform in Uganda that came into effect in 2012-13. The reform increased the tax-free lower threshold, increased tax rates for higher incomes, and introduced an additional highest tax band. Using the universe of pay-as-you-earn administrative data submitted by employers in the formal sector, we analyse the impact on taxable income of the introduction of the additional top tax band. Our results indicate that the elasticity of taxable income in Uganda is larger than in previous results from developed countries. Overall, the additional revenue generated from the introduction of the additional top tax band by far offset the revenues lost from the decreased revenues from employees with medium to lower taxable incomes, despite the large elasticity of taxable income at the top. We contribute to the very scarce literature on the effects of personal income tax reform on employees' income in a low-income country in Africa.

    We estimate short- and long-term causal impacts of a type-2 diabetes mellitus (T2DM) diagnosis on lifestyle behaviours. We employ a fuzzy regression discontinuity design exploiting the exogenous cut-off value in the diagnosis of T2DM provided by a biomarker (glycated haemoglobin, HbA1c). We make use of unique administrative longitudinal data from Spain and focus on the impact of a diagnosis on clinically measured BMI, smoking and alcohol consumption. We find that, following a T2DM diagnosis, individuals appear to reduce their weight in the short-term. These effects are particularly large among obese individuals and those diagnosed with depression. Patients who are younger, still in the labour market and healthier also present increased short-term probabilities of quitting smoking. In addition, we provide evidence of statistically significant long-term impacts of a T2DM diagnosis on BMI up to three years from the diagnosis. Our results are consistent across parametric and non-parametric estimations with varying bandwidths. Overall, our findings suggest the relevance of health information in affecting changes in key lifestyle behaviours.

    We contribute new UK evidence about measurement errors and employment earnings to a field dominated by findings about the USA. We develop and apply new econometric models for linked survey and administrative data that generalize those of Kapteyn and Ypma (Journal of Labor Economics, 2007). Our models incorporate mean-reverting measurement error in administrative data in addition to linkage mismatch and mean-reverting survey measurement error and 'reference period' error, while also allowing error distributions to vary across individuals. Annualised survey earnings underestimate true annual earnings on average. Mean-reversion in survey measurement errors is absent. Both earnings sources underestimate true earnings inequality. The survey earning measure is more reliable than the administrative data earnings measure, but hybrid earnings predictors based on both sources are distinctly more reliable than either source-specific measure. The models with heterogeneous measurement error distributions indicate how data quality may be improved. For example, for survey quality, our results highlight how respondents showing payslips to interviewers have smaller survey error variances. For administrative data, our results suggest that greater error variances are associated with non-standard jobs, private sector jobs, and employers without good payroll systems.

    Georgia offers two merit-based scholarships to in-state college students: HOPE Scholarships, which provide partial tuition support, and Zell Miller Scholarships, which provide full tuition support but with more stringent eligibility and retention conditions. Studies have examined retention of these scholarships but not other dynamics, including gaining HOPE Scholarships if students enter without them and follow-on transitions after students initially lose or gain a scholarship. This study uses 2013-2019 administrative data from 26 University System of Georgia institutions to jointly estimate multivariate competing-risk hazard models of a) losing an entering Zell Miller Scholarship, b) losing an entering HOPE Scholarship, c) gaining a HOPE Scholarship after matriculating without one, d) regaining a scholarship, and e) losing a non-entering scholarship. Many students change their scholarship status-event-history analyses predict that 25 percent of entering Zell Miller Scholarship students lose their scholarships by their 90th credit hour, 42 percent of entering HOPE Scholarship students lose their scholarship by their 90th credit hour, and 27 percent of students who enter without a scholarship gain them. Students of color, students with economic disadvantages, and men are more likely to lose scholarships and less likely to gain scholarships. These dynamics compound inequities in initial scholarship receipt.

    Firms and employees can benefit from information diffusion through social connections at other firms. Therefore, co-worker networks observed in collaborative projects or assumed from job co-occurrence have been analyzed in a wide literature ranging from management to economics, and economic geography. Yet, beyond case-studies, the actual information flows are seldom identifiable in these networks and previous focus on firm- or employee benefits was mainly limited to dyadic relations across firms. To address this gap, we simulate co-worker networks within firms from large-scale administrative data, for which we use parameters fitted to information networks that we collected with a survey and from social media profiles. Then, following all individuals through job moves over their career, we establish the dynamic co-worker network across firms of the entire ICT industry in Sweden. Fixed-effect regression models suggest that growth of average income is significantly higher in those firms that have diverse connections but are central to the network as well. We find that large firms benefit more from triadic closure in the co-worker network, stressing the role cohesive relations in sharing complex knowledge. Our results highlight that firm growth is embedded into the eco-system of co-worker networks that facilitate information flows across firms.

    Erasmus+ is one of the most popular programmes financed by the European Union. It provides international mobility grants to university students while staying enrolled at their home university. This paper brings novel evidence on the effect of participating in the programme on students' academic outcomes, using rich administrative data from one of the largest public universities in Italy. We rely on a fuzzy Regression Discontinuity Design, since the selection of applicants to Erasmus mobility programmes depends on a continuous score assigned during the application process. Our results show that Erasmus mobility does not delay graduation at the home university and, in addition, it has a positive and significant impact on undergraduates' final degree mark. Investigating possible heterogeneous effects, we find that Erasmus mobility improves graduation results for undergraduate students in scientific and technical fields (STEM) and for those who apply for the Erasmus grant in the first year of their studies. Finally, the positive impact on performance at graduation appears to be stronger for students who visit foreign universities of relatively lower quality compared with their home university and for those who stay abroad for more than six months.

    There is widespread concern about the consequences of the undersupply of outpatient care for the utilization of inpatient care. lt is common knowledge in the media that urban areas aften are characterized by an oversupply of health care providers, while rural areas suffer from shortage. As such, the undersupply of outpatient medical care in rural areas can lead to higher utilization of inpatient care due to both substitution effects and the possible disastrous health consequences if medical care is not received frequently or quickly enough. On the basis of administrative data from the largest sickness fund in Germany, this study analyzes the relationship between the district density of general as well as medical practitioner and the individual number of hospitalizations. We find evidence for a significant negative association between the share of general and medical practitioners in the population and the utilization of inpatient health care services, measured in the amount of yearly hospitalizations. Es ist allgemein bekannt, dass in städtischen Regionen durchaus ein Überangebot an ambulanten Gesundheitsdienstleistern bestehen kann während ländliche Gebiete hingegen oft mit dem Problem der ambulanten Unterversorgung zu kämpfen haben. Gegenstand der vorliegenden Untersuchung ist die Frage, welche Folgen die Unterversorgung mit ambulanten Gesundheitsleistungen auf die Inanspruchnahme stationärer Gesundheitsleistungen hat. Zum einem kann erwartet werden, dass aufgrund von Substitutionseffekten die Inanspruchnahme stationärer Gesundheitsleistungen steigt. Zum anderen ist ebenso denkbar, dass die Unterversorgung im ambulanten Bereich z.B. aufgrund nicht ausreichender Gesundheitsvorsorge mit negativen Folgen für die Gesundheit einhergeht, was wiederum ebenfalls zu einer höheren Inanspruchnahme stationärer Versorgung führen kann. Auf Basis administrativer Daten der größten Krankenkasse Deutschlands wird in dieser Studie der Zusammenhang zwischen der Dichte an Allgemein- sowie Fachärzten auf Kreisebene und der individuellen Anzahl von Krankenhausaufenthalten analysiert. Wir finden Hinweise auf einen signifikant negativen Zusammenhang zwischen der Dichte an Allgemein- und Fachärzten auf Kreisebene und der Inanspruchnahme von stationären Gesundheitsleistungen, gemessen an der Anzahl der jährlichen Krankenhausaufenthalte.

    We document substantial cross-sectional heterogeneity of German establishments' real wage cyclicality over the business cycle. While wages of the median establishment are moderately procyclical, 36 percent of establishments have countercyclical wages. We estimate a negative connection between establishments' wage cyclicality and their employment cyclicality, thereby providing a benchmark for quantitative macroeconomic models. We propose and calibrate a labor market flow model to match various empirical facts and to perform counterfactual exercises. If all establishments behaved as the most procyclical ones, labor market amplification would drop by one-third. If all followed Nash bargaining, it would drop by more than two-thirds.

    We examine thousands of U.S. private equity (PE) buyouts from 1980 to 2013, a period that saw huge swings in credit market tightness and GDP growth. Our results show striking, systematic differences in the real-side effects of PE buyouts, depending on buyout type and external conditions. Employment at target firms shrinks 13% over two years in buyouts of publicly listed firms but expands 13% in buyouts of privately held firms, both relative to contemporaneous outcomes at control firms. Labor productivity rises 8% at targets over two years post buyout (again, relative to controls), with large gains for both public-to-private and private-to-private buyouts. Target productivity gains are larger yet for deals executed amidst tight credit conditions. A post-buyout widening of credit spreads or slowdown in GDP growth lowers employment growth at targets and sharply curtails productivity gains in public-to-private and divisional buy-outs. Average earnings per worker fall by 1.7% at target firms after buyouts, largely erasing a pre-buyout wage premium relative to controls. Wage effects are also heterogeneous. In these and other respects, the economic effects of private equity vary greatly by buyout type and with external conditions.

    Over the past decade, the question of whether and how to tax household wealth has risen to the forefront of policy debates across the world. Norway belongs to only a handful of countries that (still) levy an annual net wealth tax. We exploit rich Norwegian administrative data to perform descriptive analyses that address questions at the focal point of the wealth tax debate. We discuss how the taxation of wealth fits in with the personal income tax. We further investigate the redistributional effects of wealth taxation and explore the extent to which wealth taxation may cause adverse liquidity effects for private firms. Finally, we consider the effects of wealth taxation on charitable giving. Taken together, we see the evidence presented here as not weakening the case for upholding the tax: we find favorable distributional effects and the efficiency losses appear to be limited.

    This paper presents version 4.0 of the CIT-IRP5 firm-level panel dataset. Version 4.0 is the latest edition of the firm-level component of the combined administrative data using sources from the South African Revenue Service. We show that differences in forms and vintages do generally not preclude consistent identification of output, employment, cost of sales, and capital stock over time. We discuss the inclusion of contributions by other researchers in the classification of multi-national firms, industry, and employment income. The tax dataset is shown to have within-firm consistency with previous versions of the data, and the improvements to the data result in greater consistency with external data sources.

    In this paper we use administrative data from the social security to study income dynamics and income risk inequality in Spain between 2005 and 2018. We construct individual measures of income risk as functions of past employment history, income, and demographics. Focusing on males, we document that income risk is highly unequal in Spain: more than half of the economy has close to perfect predictability of their income, while some face considerable uncertainty. Income risk is inversely related to income and age, and income risk inequality increases markedly in the recession. These findings are robust to a variety of specifications, including using neural networks for prediction and allowing for individual unobserved heterogeneity.
