    Stefanie Gäbler prepared this study while she was working at the ifo Center for Public Finance and Political Economy. The study was completed in March 2020 and accepted as doctoral thesis by the Department of Economics at the University of Munich. It consists of six distinct empirical essays investigating various aspects of regional development using data from Germany. Chapters 2 and 3 investigate the impact of transport infrastructure in the form of an regional airport and highway expansion. Chapters 4 and 5 examine institutions at the local level, namely local public accounting standards and local election systems. Chapter 6 deals with the topic of regional identity. The chapters employ difference-in-differences, event study and synthetic control estimations to answer the respective research questions.

    Teacher absenteeism and shirking are common problems in developing countries. While monitoring teachers should ameliorate those problems, mobilizing parents to do so often leads to small or even negative effects on learning outcomes. This paper provides causal evidence that this might result from non-monotonic effects of monitoring teachers. Cross-randomizing nudges to teachers and parents in Ivory Coast - to motivate and monitor teachers directly, and to mobilize parents -, we find that, in schools where parents are nudged, numeracy and literacy test scores improve by an additional school quarter, and student dropouts decrease by over 50%. In contrast, in schools where both are nudged, there is no effect on either learning outcomes or dropouts - even though the latter also fall by nearly 50% where teachers are nudged alone. In those schools, teachers show up less frequently, allocate less time to career development, and target instruction to top students to a greater extent than in schools where only parents are nudged. Monitoring backfires precisely for teachers who were most motivated at baseline, consistent with monitoring intensity eventually crowding out intrinsic motivation. Our results have implications for the design of accountability programs above and beyond education.

    In this survey, we investigate the general mechanisms underlying the political economy of attention and review their empirical relevance, in particular for electoral accountability. The focus is on exogenous or stimulus-driven attention that political actors try to win or divert when pursuing their private interests. The corresponding evidence refers to representatives' reactions to general shifts in media attention and persuasive content as well as to short-term fluctuations in attention when exploiting anticipated attention shifts or attention shocks. In the context of digitization and the Internet, we consider the substitution effects between alternative media sources, the role of algorithmic content selection in informational segregation (or echo chambers), and the new opportunities of individual-level targeting strategies to steer attention.

    This paper examines the importance of central bank communication in ensuring the effectiveness of monetary policy and in underpinning the credibility, accountability and legitimacy of independent central banks. It documents how communication has become a monetary policy tool in itself; one example of this being forward guidance, given its impact on inflation expectations, economic behaviour and inflation. The paper explains why and how consistent, clear and effective communication to expert and non-expert audiences is essential in an environment of an ever-increasing need by central banks to reach these audiences. Central banks must also meet the demand for more understandable information about policies and tools, while at the same time overcoming the challenge posed by the wider public’s rational inattention. Since the European Central Bank was established, the communications landscape has changed dramatically and continues to evolve. This paper outlines how better communication, including greater engagement with the wider public, could help boost people’s understanding of and trust in the Eurosystem.

Die Dissertation trägt zur Empirie der Ökonomie des öffentlichen Sektors und der politischen Ökonomie bei. Alle Kapitel sind in sich abgeschlossene Forschungsartikel und können unabhängig voneinander gelesen werden. Die Kapitel sind miteinander verbunden und tragen zur Diskussion bei, wie wirtschaftliche Ungleichheit, Institutionen sowie Wirtschafts- und Infrastrukturpolitik Wohlfahrt und politische Stabilität beeinflussen. In Kapitel 2 wird untersucht, wie relativer wirtschaftlicher Mangel die Unterstützung für radikale Parteien beeinflusst. In Kapitel 3 wird untersucht, wie die Offenheit des Handels die Einkommensungleichheit beeinflusst. In Kapitel 4 wird anhand einer Fallstudie erörtert, wie Infrastrukturpolitik die regionale Wirtschaftsentwicklung beeinflussen kann. Die Kapitel 5 und 6 leisten einen Beitrag zu der Debatte, ob politische und fiskalische Institutionen die Haushaltsplanung, die Rechenschaft und die Effizienz der Regierung beeinflussen. In allen Kapiteln werden empirische Identifizierungsstrategien, Endogenitätsprobleme und verbleibende Vorbehalte hinsichtlich kausaler Schlussfolgerungen eingehend erörtert. Die Studie verwendet modernste ökonometrische Techniken wie Instrumentalvariablen, Differenz-in-Differenzen Schätzer, Ereignisstudien und synthetische Kontrollmethoden, um kausale Effekte zu identifizieren.Der Anhang enthält Zusammenfassungen drei weiterer Forschungsprojekte: (I) Globalisierung, Regierungsideologie und Spitzeneinkommen: Evidenz aus OECD-Ländern; (II) Politische Institutionen und Gesundheitsausgaben; (III) Das gemeinsame Interesse von Gesundheit und Wirtschaft: Erkenntnisse aus der Covid-19 Eindämmungspolitik.

    This inquiry relates to the empirical linkages between educational quality, Facebook penetration and accountability dynamics. The empirical investigation is based on the Ordinary Least Squares (OLS) technique and Quantile regression for the conditional linkages which articulate low, middle, and high initial levels of public accountability. It explores a cross-section of 168 countries. The main finding is that there is an overwhelming positive connection between Facebook penetration and accountability dynamics. The established positive nexus is apparent in all quantiles of public accountability. In addition, tertiary and secondary school enrollment positively influence public accountability. By utilizing a novel dataset in analyzing the established nexuses, this study adds to the existing literature on social media and governance (i.e., educational quality, Facebook penetration and accountability dynamics). Similarly, the posture addresses contemporary policy concerns regarding a lack of documentation on the impacts of social media.

    We investigate the reaction of Italian Members of Parliament to a rigorous fact-checking of their public statements. Our research design relies on a novel randomized field experiment in collaboration with the leading Italian fact-checking company. Our results show that politicians are responsive to negative fact-checking. Specifically, we observe a significative reduction in the number of incorrect statements made by politicians after being treated. This effect persists for at least two months. We also observe a reduction in the probability of politicians making verifiable statements, suggesting that fact-checking may also increase the ambiguity of politicians' statements.

    How can citizens be motivated to demand accountability in the management of public revenues? We carry out a video survey experiment among 2300 Ghanaian respondents to study the impact of information provision and encouragement messages by a politician and civil society leader on attitudes and demand for accountability in the management of petroleum revenues. We find that providing information significantly increases knowledge about current revenue management, satisfaction with the way revenues are handled and spent, and the intention to demand more accountability. The encouragement messages have an additional effect: they increase the sense that an individual can influence how petroleum revenues are used, and the intention to contact media and to vote differently to ensure better accountability. However, a follow-up survey two years later shows that these impacts do not last. The experiment suggests that providing relevant information affects attitudes and intended behavior in the short term and that role models can give valuable encouragement for behavioral change.

    To examine whether current strategies and investment are directed towards cost-effective interventions, we reviewed public expenditures on nutrition (Annual Investment Plans [AIPs] and Gender and Development [GAD)] budgets) and evaluated implementation of the Philippine Plan of Action for Nutrition (PPAN 2017-2022) at regional to barangay levels. The delivery and management of mostly nutrition sensitive programs and interventions by looking at the three dimensions of awareness, adoption, and accountability. Qualitative data collection through KIIs was undertaken for Objective 3a (LGU nutrition governance) and Objective 3b (PPAN assessment) in an integrated manner. Eight (8) KIIs were conducted at regional, 9 at provincial, and 26 at city/municipality levels and 104 interviews were conducted at the barangay level from January to March 2021. Higher levels of governance (regional to city/municipality levels are cognizant of the PPAN (2017-2022) as the national strategy to improve nutrition. Integral to the Philippine Development Plan; considered as a roadmap for operationalizing programs, projects, and activities. At these levels, the PPAN framework is integrated in local nutrition action and investment plans. However, there is a general lack of awareness on the PPAN at the barangay level which is the locus of implementation. Budget allocation and implementation are found to be inconsistent and highly fragmented across different governance levels. At lower LGU levels financing nutrition programs are perceived to be highly dependent on the priority of and buyin from local chief executives, particularly mayors. This disparity in funding across LGUs is highly indicative of a lack of specific guidance for budget allocation. Local nutrition committees need to prioritize programs and target beneficiaries given the already limited budget. A deficit in human resources especially at the city/municipality and barangay levels remains to be a major bottleneck in implementation. Regional NNC Offices serve as a conduit for accountability and reporting between national level and LGUs. They are also responsible for advocating resource generation and mobilization, as well as building linkages. The MELPPI is done to track program implementation. Provinces function as intermediaries between LGUs and different stakeholders through advocacy, strategy development, and overall knowledge brokering. Cities and municipalities, on the other hand, are the primary drivers of implementation. They craft and develop the local nutrition action plans and provide support to barangays which are at the forefront of implementation. At their level, they perform program implementation review (PIR) to assess accomplishment of targets, and programmatic performance based on nutrition outcomes evidenced by OPT results - the main data for reporting prevalence of different forms of malnutrition and overall nutritional status. Results helped inform a proposed evidence-based framework for the comprehensive and sustainable implementation of the First 1000 Days Strategy and Nurturing Care framework for Early Child Care and Development.

    The governance of natural resource wealth is a key factor in promoting strong institutions and economic development in resource-rich countries. In this paper, we explore how individuals' engagement in local natural resource revenue (NRR) management can be enhanced and encouraged. We focus on Indonesia, which is a large gold and petroleum producer, among other natural resources, with local challenges such as underdevelopment of resource-rich areas and corruption. We run a randomized survey experiment among 807 local community members in an oil-rich district using videos with three information treatments that give citizens salient and easily understandable information on local NRR and additional motivation to use this information to engage in NRR management. Our outcomes include survey questions on stated behavior and citizen rights perception regarding NRR management, and two incentive-compatible measures. We find that providing easily understandable information increases respondents' sense of the right to personally influence how NRR are used and the propensity to donate to an anti-corruption NGO. Our positive-example treatment was able to increase respondents' sense of their right to benefit from NRR and their right to influence NRR management, while our negative-example treatment had no impact on our outcomes. We also explore intervening mechanisms and heterogeneous effects. Providing the population of resource-rich areas with easily understood information on NRR management that is relevant to the local context offers an encouraging avenue for combating NRR-related mismanagement and corruption.

    Teaching is often assumed to be a relatively stressful occupation and occupational stress among teachers has been linked to poor mental health, attrition from the profession, and decreased effectiveness in the classroom. Despite widespread concern about teachers' mental health, however, little empirical evidence exists on long-run trends in teachers' mental health or the prevalence of mental health problems in teaching relative to other professions. We address this gap in the literature using nationally representative data from the 1979 and 1997 cohorts of the National Longitudinal Survey of Youth (NLSY). In the 1979 cohort, women who become teachers have similar mental health to non-teachers prior to teaching but enjoy better mental health than their non-teaching peers, on average, while working as teachers. However, in the 1997 cohort teachers self-report worse mental health, on average, than the 1979 cohort and fare no better than their non-teaching professional peers while teaching. Overall, teachers seem to enjoy mental health outcomes that are as good or better than their peers in other professions.
