    Which housing characteristics are important for understanding homeownership rates? How are housing characteristics priced in the rental and owner-occupied markets? And what can the answers to the previous questions tell us about economic theories of homeownership? Using the English Housing Survey, we estimate a selection model of the allocation of properties to the owner-occupied and rental sectors. Structural characteristics and unobserved quality are important for selection. Location is not. Accounting for selection is important for estimates of rent-to-price ratios and can explain some puzzling correlations between rent-to-price ratios and homeownership rates. These patterns are consistent with, among others, hypotheses of contracting frictions in the rental market likely related to housing maintenance.

    Lebanon was rocked by an explosion at the port of Beirut on August 4, 2020 causing hundreds of deaths, wounding thousands, and leading to significant destruction of livelihoods and property. The blast occurred amid political, public health, and economic crises. As part of the immediate response, the World Bank conducted a needs and perception online survey targeting the most affected areas. The survey, deployed from August 13 to 20, 2020 captured thousands of residents’ perspectives about the explosion’s impact, their resulting needs, and their experiences with and expectations for assistance and reconstruction. The survey’s household-level results informed the preparation of the Beirut rapid damage and needs assessment, including its recommendations for the recovery and reconstruction. As the survey found that the areas hit hardest by the explosion are socioeconomically mixed, with some areas less vulnerable than others, policy and programming must balance support for those that have suffered significant losses from the immediate crisis and for those that were already experiencing deprivation. Achieving this goal requires careful coordination of aid, service provision, and reconstruction projects. Effectively capturing this data will remain necessary as perceptions of inequity and lack of transparency could fuel conflict and mistrust. Thus, attention should be given to ensure equitable distribution of assistance, particularly in reaching those most in need

    Traditional predictors of election outcomes in Germany are increasingly losing their explanatory power. Rather than new cultural divides, this paper introduces the idea of housing cleavages, i.e., homeownership versus tenancy and high-price versus low-price areas, drawing on macro data for electoral districts and urban neighborhoods from the last three elections (2009–2017) in combination with Immoscout24 ad price data and microdata from the ALLBUS survey (1980–2016). Although, due to its low homeownership rate and conservative house price development, Germany represents a least-likely case for housing to be of importance, we find housing effects beyond traditional predictors. Generally, we find that high house prices, house price increases, and homeownership are positively associated with voting for center-right parties and voter turnout, while social tenancy is associated with votes for the left, but these effects weaken over time due to embourgeoisement effects. Beyond this expected left-right distinction between tenants and wealthier homeowners, we also find outliers along two other dimensions. First, there are center-periphery effects that housing can better capture than simple geographical divisions; second, house prices contain a populist dimension, for example when skyrocketing rents increase votes for the urban left or regions where house prices lag behind benefit the AfD. The paper argues against the more causal self-interest and socialization theories of the influence of housing on voting and instead suggests considering housing as an important socioeconomic proxy to explain political outcomes. Traditionelle Modelle zum Wahlverhalten haben in Deutschland in den letzten Jahren an Erklärungskraft verloren. In diesem Papier beziehen wir daher Wohnungsmarktvariablen, das heißt Wohneigentum versus Miete und teure versus günstige Wohngebiete, in die Erklärung politischer Outcomes mit ein, um deren Erklärungsgehalt zu verbessern. Mithilfe von Makrodaten von Wahlbezirken und Stadtvierteln der letzten drei Bundestagswahlen, Immobilienscout24-Preisdaten und dem ALLBUS (1980–2016) zeigt das Papier, dass Wohnungsvariablen selbst im dafür wenig prädestinierten Fall Deutschlands mit seiner niedrigen Wohneigentumsquote und der konservativen Hauspreisentwicklung Erklärungskraft haben. Im Detail stellen wir fest, dass Wohneigentum, hohe und steigende Hauspreise eher positiv mit der Wahl bürgerlich-rechter Parteien und hoher Wahlbeteiligung zusammenhängen, während Wohnen in einer Sozialwohnung mit der Wahl linker Parteien assoziiert ist. Diese Effekte nehmen über die Zeit allerdings ab (embourgeoisement). Jenseits dieser Assoziation von Miete und Eigentum mit Wahlverhalten auf einer Links-rechts-Dimension finden wir aber systematische Ausreißer: Wohnen enthält eine Zentrum-Peripherie-Dimension und eine Populismusdimension, etwa wenn explodierende Mieten die urbane Linke stärken oder abgehängte Hauspreisregionen die AfD. Das Papier argumentiert gegen kausale Theorien ökonomischen Wählens oder Sozialisationstheorien, schließt aber, dass Wohnungsvariablen zukünftig ein wichtiger sozioökonomischer Proxy in Erklärungen von Wahlverhalten sein sollten.
