    As the Asian economies have grown larger and become more complex, they have also become more integrated at both the regional and the subregional level. Yet although economic integration has increased, regionalism in the sense of economic cooperation at both the pan-Asian and subregional levels has lagged behind. Regionalism or economic cooperation in terms of bilateral or multilateral FTAs is a relatively new phenomenon, but one that has increased rapidly in recent years. However, the progress of Asian regionalism faces several challenges. Also, the increasing number of FTAs could lead to a "spaghetti-bowl-effect" and reduce trade volume instead of increasing it. In addition to resolving the existing challenges, actors in the region need to convert some of the existing FTAs into a broader one that can serve as a hub for further integration. Given the potential economic gains and future eco-nomic dynamism of the region, this paper suggests the pursuit of the Comprehensive Economic Partnership in East Asia (CEPEA) rather than the East Asia Free Trade Area (EAFTA). -- economic integration ; regionalism ; economic cooperation ; ASEAN ; SAARC ; spaghetti-bowl effect ; FTAs In dem Maße, in dem die asiatischen Ökonomien gewachsen sind und an Komplexität gewonnen haben, hat auch ihre regionale und subregionale Integration zugenommen. Bilaterale oder multilaterale Freihandelszonen sind ein relativ neues Phänomen, erleben in jüngster Zeit allerdings ein rapides Wachstum. Gleichwohl steht der Fortschritt des asiatischen Regionalismus vor einer Reihe von Herausforderungen. Die zunehmende Zahl von Freihandelsarrangements könnte zu einem "Spaghetti-Schüssel-Effekt" führen und das Handelsvolumen eher verringern als steigern. Die Akteure der Region müssen einige der bestehenden Freihandelszonen in eine weiter gefasste überführen, die als Drehscheibe weiterer Integrationsprozesse fungieren kann. Angesichts der potenziellen wirtschaftlichen Zuwächse und des künftigen Dynamismus der Region plädiert der Beitrag da-für, eher die Comprehensive Economic Partnership in East Asia (CEPEA) als die East Asia Free Trade Area (EAFTA) voranzutreiben.     Structural asymmetries between countries - understood as those which originate from differences in economic size, geographical position, factor endowments, access to regional infrastructure, institutional quality and level of development - constitute one of the main challenges to the regional integration process promoted by Mercosur. The greater size and diversification of the Brazilian economy relative to those of the other members of the bloc (and above all Uruguay and Paraguay) render the common external tariff of Mercosur a reflection of the tariff structure and commercial interests of Brazil, thereby undermining the creation of a complete customs union. Furthermore, they also reduce the possibilities of creating supranational institutions, or at least institutions less vulnerable to changes in national governments. This paper presents indicators of structural asymmetries in Mercosur and analyses the policies adopted to compensate for such asymmetries. It offers evidence that, despite its greater and more diversified economy, Brazil falls behind both Argentina and Uruguay with respect to per capita income and indicators of human development and socio-economic inequality. Moreover, Brazilian subnational regions are the least developed in Mercosur, and Brazil has not played the role of buyer of last resort in the process of regional integration, presenting generally surpluses with its trade partners in the bloc. The Structural Convergence Fund of Mercosur (known by the Portuguese acronym Focem) is crucial though insufficient for the compensation of structural asymmetries within Mercosur. Proposals for improving and expanding Focem are presented, notably those that defend the eligibility of projects from the private sector, the employment of more technical rather than political criteria in the selection of these projects, the provision of assistance for the elaboration of projects in smaller countries, greater transparency in the allocation of resources and in the announcement of the project results, and, finally, the use of the Fund to promote macroeconomic harmonization as well as social cohesion in the least developed subnational regions

    The entry into force of the Treaty of Lisbon comes at a time of continuing lack of agreement about its significance thus justifying a new and less polarized assessment. The article looks at previous assessments, including those that see the Treaty as a major breakthrough for efficiency backed by a new political dynamic and as the unnecessary and undemocratic imposition of a superstate and noxious policies. The article assesses the status, structure and style of the treaty and its contents, highlighting its provisions on values and rights, powers and policies, institutional changes, democratization and enhanced external activity. These, like assessments of the treaty, are often contradictory and point to the fact that Lisbon was yet another compromise document and not a master blueprint. Hence the resulting Union is likely to be a messy hybrid, being legalistic, lacking a single power centre, uncertainly democratic and enshrining more constructive ambiguity.     Regional economic integration is both a deregulatory project, involving the removal of barriers to the movement of goods and services, as well as a re-regulatory project, involving the adoption of common economic, social, and environmental standards to enable the market to function. The removal of trade barriers can be achieved by bilateral or multilateral agreements. However, the adoption of common rules requires the delegation of agenda-setting and enforcement to a supranational body to resolve policy coordination problems and enable states to credibly commit to implement market integration. The lesson from the experience of the European Union is that such delegation, if designed carefully, need not threaten national sovereignty, which is clearly a fear in East Asia. A supranational executive can be tightly controlled by the governments if (i) unanimity is required for any decision to delegate in a particular policy area, (ii) the governments are equally represented in the executive body, and (iii) there are high decision-making thresholds and checks and balances for the adoption of policy proposals by the supranational body. Such a design requires a certain degree of preference convergence among the governments to enable the initial delegation decision to take place by unanimous agreement. It also requires the establishment of an equitable system of representation and decision-making, which allows each state a fair chance to influence policy outcomes. Preferences may not yet have converged sufficiently in East Asia, but a system of representation can be designed which would allow states to be represented equitably in a supranational decision-making structure in the region, as the ASEAN+3 states have started to do in the Chiang Mai Initiative Multilateralization framework.
