    Eine starke Windindustrie in Deutschland ist Grundvoraussetzung für eine erfolgreiche Energiewende und die Erreichung der Klimaziele. Die Branche hat in den letzten Jahren viele Beschäftigte und damit Know-how verloren und befindet sich in einer Umbruchphase. Die Studie fasst die wesentlichen Entwicklungen seit 2017 zusammen. Schwerpunkte der Analyse sind Beschäftigungssituation und -perspektiven, die Arbeitsbedingungen der Beschäftigten sowie die Herausforderungen, die sich Betrieben und Beschäftigten im Kontext von Digitalisierung, Energiewende und sozial-ökologischer Transformation der Wirtschaft stellen.

    Generators applying to connect to the U.S. power grid go through an interconnection queue. Most wind and solar generators that begin the process do not complete it. Using new data, we find that a long queue increases the average waiting time, and high interconnection costs are a key factor in a generator's decision to withdraw. We develop and estimate a dynamic model of the queue and quantify the effects of policy reforms. Our simulations indicate that reducing waiting times can significantly increase completions. An alternative queuing mechanism can therefore increase completed capacity by removing certain generators to reduce congestion. A flat entry fee has a similar effect. We also quantify the effects of reforming how interconnection costs are assessed. These policy reforms lead to a substantial reduction in carbon emissions

    We use restricted-access, geocoded data on the near-universe of workers in 23 U.S. states in order to quantify the impact of wind energy development on local earnings and employment, by race, ethnicity, sex, and educational attainment. We find the largest relative impacts for workers without a high school education, or workers with a college education, in addition to other systematic differences across sub-populations. We compare these results to estimates using county aggregates of the worker-level data, such as can be obtained using publicly available data. We find that (a) county-level estimates are dramatically dampened relative to geocoded worker-level estimates, and (b) the degree of bias differs by sub-population such that qualitative comparisons of impacts are not consistent using restricted-access data versus county-level data for most sub-populations. We discuss implications for achieving equity goals within energy transition policies

    The understanding of politics and power in energy transitions in lower-income African countries is limited. This paper explores and develops the notion of policy coalitions, which has emerged as a promising approach in other contexts, using Tanzania as a case. Despite longstanding ambitions to diversify energy supplies through non-hydro renewable energy like solar and wind, Tanzania has mainly developed domestic gas and hydropower on a larger scale. In this, it mirrors many other countries on the continent. The paper puts forward three arguments. First, large-scale energy projects are of such political importance that the analysis of policy coalitions at the sector level must take into account how these coalitions are embedded in the broader distribution of power in a country. In a country with centralised decision-making like Tanzania significant shifts in energy-sector priorities can be observed that to some extent coincide with shifting presidents and administrations. Secondly, an adapted political settlement framework offers an approach to analysing how the relationship between sector-level policy coalitions and broader societal dynamics in lower income countries develops over time. Whereas we can observe policy coalitions promoting non-hydro renewable energy in Tanzania, until recently stronger power coalitions opted for gas and hydro because of resource-nationalist ideas favouring state-led development through domestic energy resources. Thirdly, in Tanzania, concerns about energy security can be observed across presidential periods. In a context of significant uncertainty, in practice this contributed to non-hydro renewable-energy projects promoted by private developers not finding official favour, as they were perceived as politically and managerially risky. Only recently, with a donor being pragmatic about ownership, did a large-scale, public utility-owned solar project move to implementation. More research into such factors as an aspect of the coalition dynamics in Tanzania and other country contexts is needed.
