    Kurz vor dem anstehenden Klimagipfel äußert sich Angela Merkel in der Frankfurter Allgemeinen Sonntagszeitung wie folgt: "Zu Recht wird von Regierungen und Politikern erwartet, daß sie nicht länger die Augen vor erdrückenden wissenschaftlichen Erkenntnissen verschließen, daß der Klimaschutz rasches und energisches Handeln erfordert." Frau Merkel stellt schließlich eine klare Forderung an die Ergebnisse des Klimagipfels: "Die Treibhausgasemissionen müssen nicht nur stabilisiert, sondern möglichst rasch vermindert werden." Diese Aussagen sind heute noch aktuell, wurden jedoch tatsächlich am 26. März 1995 veröffentlicht (FAS, 1995); zu der Zeit also als Frau Merkel selbst noch das Amt der Bundesumweltministerin bekleidete und kurz darauf den ersten Klimagipfel als Präsidentin eröffnete. Nach mehr als 20 Jahren der Klimadiplomatie im Rahmen der Vereinten Nationen liegt die Aufmerksamkeit nun auf dem 21. Klimagipfel (COP, Conference of the Parties), der vom 30. November bis zum 11. Dezember in Paris stattfinden wird. Diesem Gipfel wird allgemeinhin zugeschrieben, die letzte Chance für eine rechtzeitige globale Einigung zur Vermeidung eines gefährlichen Klimawandels zu sein. In diesem DIW Roundup beleuchten wir die anstehende COP21 und diskutieren sowohl den aktuellen Stand als auch kontroverse Punkte der anstehenden Verhandlungen. Zudem zeigen wir Meilensteine bisheriger Klimagipfel und erläutern die ökonomische Theorie hinter internationalen Umweltabkommen.

    The research conducted at the Research Department "Environmental and Resource Economics, Environmental Management" at ZEW provides a better understanding of environmental policy instruments, national sensitivities, and strategies for overcoming the impediments to global climate policy. The findings of this research can be subsumed by the following key messages: Even in situations of uncertainty, early and credible commitments like "intended nationally determined contributions" (INDCs) serve as important signals for future climate cooperation (Dannenberg et al. 2015). Given that situations and needs vary among countries, discussions on minimum participation rules can be expected to remain controversial among key players (Kesternich forthcoming). Coordinated emission reductions through the linking of different emission trading systems reduce the price tag of global climate policy goals (Hübler et al. 2014). Funding from industrialised countries for adaptation measures in developing countries - a potentially important part of a fair and effective global climate agreement - can be driven by the funders' own self-interest and motivated by international trade (Schenker and Stephan 2014).

    We analyse river sharing games in which a set of agents located along a river shares the available water. Using coalition theory, we find that the potential benefits of water trade may not be sufficient to make all agents in the river cooperate and acknowledge property rights as a prerequisite for trade. Specifically, a complete market for river water may not emerge if there are four or more agents along the river. Instead, a partial market may emerge where a subset of agents trades river water while other agents can take some of the river water that passes their territory.

    The success of global climate policies over the coming decades depends on the diffusion of 'green' technologies. This requires that international environmental agreements (IEAs) and trade-related intellectual property rights (TRIPs) interact productively.Using a simple and tractable model, we highlight the strategic reduction in abatement commitments on account of a hold-up effect. In anticipation of rent extraction by the innovator signatories might abate less than non-signatories turning the IEA 'brown'. Self-enforcing IEAs have fewer signatories and diffusion can reduce global abatement under TRIPs. Countries hosting patent holders extract rents from TRIPs, but may be better off without them.
