    Na and Shin (1998) showed that the veil of uncertainty can be conducive to the success of self-enforcing international environmental agreements. Later papers confirmed this negative conclusion about the role of learning. In the light of intensified research efforts worldwide to reduce uncertainty about the environmental impact of emissions and the cost of reducing them, this conclusion is intriguing. The purpose of this paper is threefold. First, we analyze whether the result carries over to a more general setting without restriction on the number of players and which considers not only no and full learning but also partial learning. Second, we test whether the conclusion also holds if there is uncertainty about abatement costs instead of uncertainty about the benefits from global abatement.     I develop a dynamic model of private provision of public bads allowing investments in technologies. The analysis is tractable and the MPE unique. The framework is used to derive optimal incomplete contracts in a dynamic setting. While the noncooperative equilibrium is very inefficient, short-term contracts can be worse due to hold-up problems. The optimal long-term contract is more ambitious if its length is relatively short and the technological spillover large. The optimal length increases in this externality. With renegotiation, the outcome is first best.     CO2 emissions from international shipping, which are currently unregulated, are predicted to rise from 2.7% today to 18% in 2050. International bunker fuel emissions have been excluded from any commitment in the Kyoto Protocol; the UNFCCC conference in Copenhagen also failed to bring about clear directions on how to proceed with these emissions. In this paper we investigate the various options suggested by the Subsidiary Body for Scientific and Technological Advice (SBSTA) of the UNFCCC for allocating CO2 emissions from international shipping to individual countries. We discuss economic and regulatory issues related to these options and the consequences of applying them. We evaluate the various options on the basis of environmental effectiveness, possibility of legal implementation, and fairness of burden sharing. We conclude that an allocation of international shipping emissions should be conducted on the basis of the operating company. -- Climate change ; international shipping ; CO2 emissions

    We empirically analyze the formation of international environmental agreements within a political economy framework. We develop a theoretical model of state dependent net benefits of ratification predicting (i) strategic behavior with respect to the timing of ratification and (ii) that ratification per se is not necessarily a stronger signal of support compared to signature. Analyzing the signature and ratification process via generalized binary and ordered response models, we find significant evidence for our theoretical predictions.     If an emission reduction agreement with participation of all players is not enforceable because politicians are too myopic or not able to commit themselves to sustainable policies or costs of reducing emissions are too high, strategic investments in research and development (R&D) of green technology, for example sustainable drive-trains, can pave the way for a future treaty.     As an important step towards building a "harmonious society" through "scientific development", China has incorporated for the first time in its five-year economic plan an energy input indicator as a constraint. While it achieved a quadrupling of its GDP while cutting its energy intensity by about three quarters between 1980 and 2000, China has had limited success in achieving its own 20% energy-saving goal set for 2010 to date. Despite this great challenge at home, just prior to the Copenhagen climate summit, China pledged to cut its carbon intensity by 40-45% by 2020 relative its 2005 levels to help to reach an international climate change agreement at Copenhagen or beyond. This raises the issue of whether such a pledge is ambitious or just represents business as usual. To put China's climate pledge into perspective, this paper examines whether this proposed carbon intensity goal for 2020 is as challenging as the energy-saving goals set in the current 11th five-year economic blueprint, to what extent it drives China's emissions below its projected baseline levels, and whether China will fulfill its part of a coordinated global commitment to stabilize the concentration of greenhouse gas emissions in the atmosphere at the desirable level. Given that China's pledge is in the form of carbon intensity, the paper shows that GDP figures are even more crucial to the impacts on the energy or carbon intensity than are energy consumption and emissions data by examining the revisions of China's GDP figures and energy consumption in recent years. Moreover, the paper emphasizes that China's proposed carbon intensity target not only needs to be seen as ambitious, but more importantly it needs to be credible. Given that China has shifted control over resources and decision making to local governments as the result of the economic reforms during the past three decades, the paper argues the need to carefully examine those objective and subjective factors that lead to the lack of local official's cooperation on the environment, and concludes that their cooperation, and strict implementation and coordination of the policies and measures enacted are of paramount importance to meeting China's existing energy-saving goal in 2010, its proposed carbon intensity target in 2020 and whatever climate commitments beyond 2020 that China may take. -- Energy Saving ; Renewable Energy ; Carbon Intensity ; Post-Copenhagen Climate Negotiations ; Climate Commitments ; China

    This paper experimentally analyzes the effects if signatories to an international environmental agreement (IEA) apply different voting schemes to determine the terms of the agreement. To this end, unanimity, qualified majority voting, and simple majority voting are compared with respect to the resulting pollution abatement level and social welfare. At first sight in line with theoretical predictions, the experiment shows that the change of the voting scheme implemented in an IEA does not significantly change social welfare. However, changing the majority required to determine the terms of an IEA alters the ‘depth and breadth’ of cooperation. The coalitions under the unanimity rule are relatively large and implement moderate effort levels while the coalitions with majority votes implement very high effort levels but attract only few participants. -- International environmental agreements ; cooperation, voting Der Schutz globaler Umweltressourcen erfordert länderübergreifende Kooperation. Diese wird in der Praxis oft in internationalen Umweltabkommen festgelegt. Das zentrale Element internationaler Umweltabkommen ist, dass sie den Ländern Anreize bieten müssen, die Abkommen zu unterzeichnen und einzuhalten, da kein souveräner Staat dazu gezwungen werden kann. Die spieltheoretische Literatur zu internationalen Umweltabkommen, die diese Abkommen als ‘selbstdurchsetzend’ bezeichnet, liefert pessimistische Prognosen: Sind die potenziellen Kooperationsgewinne und damit auch die Freifahreranreize hoch, haben nur wenige Länder einen Anreiz dem Kooperationsabkommen beizutreten. Effizienzgewinne sind in begrenztem Umfang möglich, wenn ein Abkommen statt dem kollektiv optimalen Umweltschutzniveau ein suboptimales Niveau von seinen Mitgliedern verlangt und damit mehr Unterzeichner gewinnen kann. Die theoretischen Arbeiten haben jedoch der Frage, wie sich Länder auf ein bestimmtes Umweltschutzniveau einigen, wenig Aufmerksamkeit geschenkt. Auch die experimentelle Literatur im Bereich der Koalitionsbildung betrachtet oftmals nicht den Verhandlungsprozess sondern erzwingt das optimale Verhalten der Koalitionsmitglieder. Die vorliegende Arbeit versucht diese Lücke zu verkleinern. Sie betrachtet im Rahmen eines Laborexperimentes verschiedene Kooperationsabkommen, in denen Unterzeichner unterschiedliche Wahlsysteme anwenden, um das Umweltschutzniveau innerhalb des Abkommens festzulegen. Einstimmigkeit, qualifizierte Mehrheitsentscheidung und einfache Mehrheitsentscheidung werden im Hinblick auf Umweltschutzniveau und soziale Wohlfahrt verglichen. Auf den ersten Blick im Einklang mit den theoretischen Prognosen hat das zugrundeliegende Wahlsystem keinen signifikanten Einfluss auf die soziale Wohlfahrt. Die detaillierte Analyse zeigt jedoch, dass das Wahlsystem die 'Tiefe und Breite' des Kooperationsabkommens ändert. Während Einstimmigkeit zu relativ großen Koalitionen mit moderatem Umweltschutzniveau führt, erzeugen Mehrheitsentscheidungen kleine Koalitionen mit sehr hohem Umweltschutzniveau.

    Pacific island countries are deficient in policymaking towards regional integration, trade negotiations and to address environmental issues. There are a number of reasons for this including deficient institutional infrastructure, small population, geographical isolation and labour migration. Although some tertiary training programs exist among countries such as Fiji and Samoa, there are inherent problems and capacity gaps among other countries such as Solomon Islands, Vanuatu and Kiribati. As a result of many resource constraints, there is a lack of coherent policymaking and incentives for cooperation in areas of common regional interest is lacking. Climate change and trade are the key areas where cooperation is urgently needed. For example customs unification and trade agreement in Small Island Developing States (SIDS) need to negotiated and resolve urgently. Geographical isolation, ethnic and political heterogeneity also prevent meaningful interactions and cooperation. This paper examines the problems and the existing institutions that seek to facilitate the various agreements towards intra-regional cooperation amongst the Forum Island Countries (FICs). The paper explains the reasons for the lack of regional cooperation in trade and environment to capacity deficits in negotiation and policymaking, and lack of international cooperation.

    In this paper I examine the design of climate treaties when there exist two kinds of technology, a conventional abatement technology with (linearly) increasing marginal costs and a backstop technology ("air capture") with high but constant marginal costs. I focus on situations in which countries can gain collectively by using both technologies. I show that, under some circumstances, countries will be better off negotiating treaties that are not cost-effective. When countries prefer to negotiate self-enforcing agreements that are cost-effective, the availability of the backstop technology causes cooperation in abatement to increase significantly.

    We argue that participation in international agreements is influenced by their design characteristics, notably commitment levels, measured by the specificity of obligations, and compliance mechanisms, measured by monitoring, enforcement, assistance, and dispute settlement provisions in treaties. We submit that specific obligations as well as monitoring and enforcement have a negative, and assistance and dispute settlement a positive effect on participation. These arguments are tested on a new dataset that includes information on ratifications of more than 200 global environmental agreements in 1950-2006. We find that specific obligations, assistance, and dispute settlement have the expected effects. Surprisingly, our results show that the presence (or absence) of monitoring and enforcement has no effect on participation. The latter finding suggests that monitoring and enforcement through mechanisms operating outside of treaties rather than through treaty obligations themselves are likely to play a significant role.

    Na and Shin (1998) showed that the veil of uncertainty can be conducive to the success of self-enforcing international environmental agreements. Later papers confirmed this negative conclusion about the role of learning. In the light of intensified research efforts worldwide to reduce uncertainty about the environmental impact of emissions and the cost of reducing them, this conclusion is intriguing. The purpose of this paper is threefold. First, we analyze whether the result carries over to a more general setting without restriction on the number of players and which considers not only no and full learning but also partial learning. Second, we test whether the conclusion also holds if there is uncertainty about abatement costs instead of uncertainty about the benefits from global abatement. Third, we propose a transfer scheme that mitigates the possible negative effect of learning and which may even transform it into a positive effect. -- transnational cooperation ; self-enforcing international environmental agreements ; uncertainty ; learning

    Free riding and coordination difficulties are held to be the primary causes of cooperation breakdown among nonrelatives. These thwarting effects are particularly severe in the absence of effective monitoring institutions capable of sanctioning deviant behavior. Unfortunately, solutions to global environmental dilemmas, like climate change, cannot depend on coercion mechanisms, given the transnational effects of emissions. A further complication is that it yields “common but differentiated responsibilities”. Such asymmetries in wealth and carbon responsibilities among the actors, and the ensuing issues of equity, might further impede cooperation. Yet, a growing literature stresses the importance of non-economic factors in explaining human behavior; therefore, instruments that go beyond the traditional incentives might prove effective in facilitating the task. Given the empirical nature of the problem, we address it by means of a controlled laboratory experiment: a framed threshold public goods game is used to investigate the degree of cooperation and coordination achieved by groups of six participants in combating simulated catastrophic climate change. While necessarily simple for the sake of tractability, the game is designed to incorporate key real-world issues, such as inequity and the impact of emergent institutions based on nonbinding “pledge and review” mechanisms. -- experimental economics ; threshold public goods game ; climate change ; inequality ; pledge
