    This paper evaluates an Austrian manpower training program, which is highly innovative in its content and financing – and could therefore serve as a role model for other programs. In the late 1980s privatization and down-sizing of nationalized steel firms have lead to large-scale redundancies. A special Steel Foundation was created as part of a social plan. This Foundation acted like an independent training center, where displaced workers would spend relatively long training periods (sometimes several years), obtaining personality and orientation training, as well as formal education. The last step of the integrative program was placement assistance as well as assistance for creating one's own business. The Foundation was financed by (higher) contributions from unemployment insurance funds, by the previous firms themselves, as well as by a collectively-bargained special tax on the remaining workers in the Steel Firms. Moreover the trainees themselves would have to support the Foundation by depositing their redundancy payments. In evaluating post-foundation economic performance I use days worked and wage growth. As a control group I take all other displaced workers from the firms who formed the Foundation, using Instrumental Variables to solve the selection problem. The results show considerable wage gains - even for a period of five years after leaving the Foundation - as well as improved employment prospects. Finally, a cost-benefit analysis is performed to assess the long-term success of the Foundation.

    We analyse Polish active labour market policy (ALMP) training programmes from a macroeconomic (regional) point of view. The effects of training programmes on the outflows from unemployment and the effects of all ALMP programmes on the outflows from employment (to identify displacement effects) are estimated. The variety of specifications presented is revealing. In contrast to other studies on Poland, we show that it can make a difference to the estimates whether current ALMP expenditure is excluded from the set of regressors to reduce the endogeneity problem, whether lagged dependent variables are included to take account of the dynamics, and whether fixed or random effects models are estimated. The empirical evidence gives some tentative support to the view that public training programmes can be used to reduce unemployment.

    We analyze the effectiveness of publicly financed training and retraining programs in east Germany as measured by their effects on individual re-employment probabilities after training. These are estimated by discrete hazard rate models on the basis of individual-level panel data. We account for unobserved individual heterogeneity in both the training participation and outcome equation. The latter differentiates between transitions into "stable" and "unstable" employment after the completion of a training program. Our findings are that in the first phase of the east German transition process, when the institutions delivering the training programs were being set up, there are no positive effects of training on the probability to find stable employment. For the period of September 1992 to November 1994, when the institutional structure for the programs was in place, we find positive effects of both on-the-job and off-the-job training for women, and positive effects of off-the-job training for men.

    This study analyses the effects of public-sector-sponsored continuous vocational training and retraining in East Germany after unification with West Germany in 1990. It presents econometric estimates of the average gains from training participation in terms of employment probabilities, earnings, and career prospects after the completion of training using a matching approach. The data is from the German Socio-Economic Panel (GSOEP, 1990-1996). The GSOEP allows the researcher to observe individual behavior on a monthly or on a yearly basis. The results suggest that despite large public expenditures there are no positive effects in the first years after training.

    The paper proposes two estimation approaches for duration models that are subject to right censored observations and selection effects. Main focus is on accelerated duration models and the estimators that are of the limited information type, i.e. they are not based on a fully specified selection model. The estimators are instrumental variable adaptations to the Powell symmetrically trimmed least squares and the Buckley-James estimators for right censored data. In a small Monte Carlo study they are found to perform well. Empirical results are presented for total time outside the unemployment state for participants in the Swedish Adult Education Initiative and labour market training. The latter ones are included as controls and are found to have significantly longer times outside the unemployment state. There are strong indications of selection effects.

A special Steel Foundation was created as part of a social plan. This foundation acted like an independent training center, where displaced workers would spend relatively long training periods (sometimes several years), obtaining personality and orientation training, as well as formal education. The last step of the integrative program was placement assistance as well as assistance for creating one's own business. Moreover the trainees themselves would have to support the foundation by giving up the interest accruing to their redundancy payments. I use combined data from Austrian social security records and from the Employment Service to look at participation decisions and on post-foundation economic performance, i.e. days worked and wage growth. As a control group I take all displaced workers from the firms who formed the foundation, using Instrumental Variables to solve the selection problem. The results show considerable wage gains - even for a period of five years after leaving the Foundation - as well as improved employment prospects.
