    Die vorliegende Studie beschäftigt sich mit den Herausforderungen des digitale Wandels für die berufliche Aus- und Weiterbildung sowie für die Hochschullehre. Dafür wurden eine breit angelegte Literaturanalyse sowie die Auswertung verschiedener Indikatoren vorgenommen. Den Kern der Studie bilden Interviews mit Expertinnen und Experten. Die Gespräche ergeben, dass alle Ausbildungsberufe von der Digitalisierung betroffen sind. Dennoch behält die duale berufliche Ausbildung auch im Zuge des digitalen Wandels einen hohen Stellenwert für die Wirtschaft. Vor allem in der Qualifikation des betrieblichen Ausbildungspersonals und der Lehrkräfte besteht noch erheblicher Handlungsbedarf, ebenso wie beim Umgang der Lehrenden an Hochschulen und in der Weiterbildung mit digitalen Lehr-Lern-Formaten. Kleine und mittlere Unternehmen stehen aufgrund von fehlender technologischer Ausstattung häufig vor besonderen Herausforderungen. Aus diesen Erkenntnissen werden verschiedene Handlungsempfehlungen abgeleitet. Beispielsweise wird bereichsübergreifend die Förderung der didaktischen Weiterbildung im Umgang mit digitalen Lehr-Lernformaten empfohlen. Die Befähigung zu lebenslangem Lernen, die Bereitstellung funktionierender technischer Ausstattung und einer leistungsfähigen Infrastruktur stellen weitere Handlungsempfehlungen dar.

    Abschlussorientierte Weiterbildungen können für Geringqualifizierte ein probates Mittel sein, um ihre Beschäftigungs- und Verdienstmöglichkeiten in einer sich stetig wandelnden Arbeitswelt zu verbessern. Häufig werden aber finanzielle Gründe als Hinderungsgrund genannt, wenn es um Hindernisse mit Blick auf eine mögliche Teilnahme geht. Die Politik hatte sich mit der im Jahr 2016 eingeführten und zunächst zeitlich befristeten Weiterbildungsprämie zum Ziel gesetzt, finanzielle Anreize für die Aufnahme einer abschlussorientierten Weiterbildung zu setzen. Bei einem erfolgreichen Abschluss erhalten die Geförderten hierdurch insgesamt 2.500 Euro. Der aktuelle Gesetzentwurf für das Bürgergeld greift dieses auf und sieht vor, die Prämienregelung zu entfristen und zudem ein monatliches Weiterbildungsgeld von 150 Euro einzuführen, das zusätzlich zum Arbeitslosengeld oder dem neu eingeführten Bürgergeld gezahlt werden wird. Dieser Beitrag präsentiert Ergebnisse aus einer Online-Befragung von Arbeitslosen ohne Berufsabschluss, die Arbeitslosengeld beziehen - einer zentralen Zielgruppe abschlussorientierter Weiterbildungsmaßnahmen. Themen der Befragung waren die Kenntnis der Fördermöglichkeiten, die mögliche Anreizwirkung von Weiterbildungsprämie und Weiterbildungsgeld sowie Kriterien für die Attraktivität von Umschulungen. Die Ergebnisse sollen dazu beitragen, die Bedeutung der geplanten Änderungen einzuschätzen und mögliche weitere Handlungsfelder aufzeigen. [...] Retraining can be an effective policy measure for low-skilled individuals to improve their employment and earning opportunities in a constantly changing labor market. However, monetary restrictions are often reported as an obstacle to participation. With the introduction of a retraining bonus in 2016, initially for a limited period of time, policymakers aimed to incentivize unemployed job seekers to take up retraining. The bonus scheme consists of a lump-sum payment of in total 2500 Euro for successful completion of a retraining. The current draft for a reform of Germany's welfare system addresses this policy measure proposing to extend the current bonus scheme to an indefinite period of time and to introduce an additional monthly allowance of 150 euros received by training participants. This article presents results from an online survey of unemployed persons without any vocational qualifications who receive unemployment benefits - a key target group for qualification-oriented training measures. The survey captures a broad range of topics including the existing knowledge of funding opportunities for retraining among the unemployed, the possible incentive effect of the bonus scheme as well as the planned training allowance. Moreover, respondents were asked about the role of a variety of factors in determining the attractiveness of retraining measures. The survey captures a broad range of topics including the existing knowledge of funding opportunities for retraining among the unemployed, the possible incentive effect of the bonus scheme as well as the planned training allowance. Moreover, respondents were asked about the role of a variety of factors in determining the attractiveness of retraining measures.     A gap in the displaced worker-training literature is that the post-retraining period has not been studied over the long term. The approach here will be to examine in-depth the experience of a selected few displaced worker trainees over a 20 to 25 year period following their training. With our small sample, but in-depth examination, we will begin to remedy this gap in the literature. To understand better the training programs available for displaced steelworkers, we also interviewed people involved with the development and delivery of training. Further, when we discovered the grass roots growth of organizations to help displaced workers generally, we interviewed them as well. Our findings of the experience of 30 displaced steelworkers in Pittsburgh confirm those in the literature of training program attributes that increase the likelihood of their leading to a job. They include programs that are small scale, linked to the local job market, and focus on developing analytical skills. Two other key components perhaps helping account for the retraining success were assessment and auditing. Entrance into the training program required an intensive screening or assessment process to ensure that (1) the program was right for them, and (2), more importantly, they were capable of handling and grasping the content of the training.     The unemployment rate in Estonia rose sharply in 2010 to one of the highest levels in the EU, after the country entered a severe recession in 2008. While the rate declined relatively rapidly in 2011, it remained high especially for the less educated. In 2009, the Employment Contract Law relaxed employment protection legislation and sought to raise income protection of the unemployed to facilitate transition from less to more productive jobs while mitigating social costs. Utilizing a search model, this paper shows that increasing further labour market flexibility through reducing the tax wedge on labour would facilitate the structural transformation and reduce the long-term unemployment rate. Linking increases in unemployment benefits to participation in job search or training programmes would improve the unemployed workers' incentives to search for jobs or retrain and the medium term labour market outcomes. Social protection schemes for the unemployed should be also strengthened as initially intended to give the unemployed sufficient time to search for adequate jobs or retrain for new opportunities. -- labour market reforms ; search model ; Estonia ; OECD countries

    In this paper we estimate by matching techniques the effects of a French retraining program on the reemployment rate of displaced workers. This program, called "Conventions de conversion", was intended to improve reemployment prospects of displaced workers by proposing them retraining and job seeking assistance for a period of six months beginning just after the dismissal. Our empirical analysis is based upon non-experimental data collected by the French Ministry of Labour. Matching estimates show that this program succeeded in increasing the employment rate of trainees by approximately 6 points of percentage in the medium-term, namely in the second and third years after the date of entry into the program.
