    This paper discusses the efficiency of a pay-as-you-go pension reform by introducing a child benefit in an endogenous fertility setting. In the model of a small open economy, higher fertility is associated with a reduction of lifetime labor supply. The optimum share of fertility-related pensions is always below unity, but generally positive. The former is true since individuals do not take into account the impact of their labor supply choice on the parent generation. It is demonstrated that child allowances are equivalent to fertility-related pensions as instruments to achieve an efficient allocation.

    In this paper we model an OLG-economy where labour supply is endogenously determined and where we assume that there are two pension systems, namely, a pay-as-you-go system and a funded system. The main question is whether there is an equilibrium involving an old-age pensions system, partly financed by PAYG and partly by a capital reserve system, and what will be the size and the composition of the pension income. We also look at the consequences of increasing preference for leisure on the design of the pension system. We assume the population growth rate and the technological growth rate to be endogenous; they are assumed to be correlated with the labour supply. Negative population growth is admitted for by the model. The main conclusion is that there is in any economy an equilibrium, but that the numerical outcomes heavily depend on the attitude towards leisure and the capital production elasticity.

    This paper analyses the general equilibrium implications of reforming pay-as-you-go pension system in an economy with heterogeneous agents, human capital investment and capital-skill complementarity. It shows that increasing funding delivers in the long run higher physical and human capital and therefore higher output, but also higher wage and income inequality. The latter affects preferences over the degree of redistribution of e remaining pay-as-you-go component: despite the greater role that edistribution could perform in the new steady state, we find a preference for lower redistribution for a larger group of the population.

    In order to help in designing an accurate pension reform, we determine the resource allocation in an endogenous fertility model that generates an endogenous demographic transition by means of distinguishing between female and male labor. We analyze the problem of the optimal solution and characterize the decentralization of the first best. We show that a pension policy linking pension benefits to the number of children acts as a corrective tax system able to restore both the optimal capital stock and the optimal rate of population growth as a single instrument. We also show that neither a Beveridgean pension scheme nor a Bismarckian one can decentralize the first best.

    For decades, economists have been urging politicians to reform pension systems, but in many cases the proposals have been rejected by referring to unresolved questions of economic justice. This dilemma can be avoided by using the concept of constitutional economics, which allows us to address the issues of efficiency and justice at the same time. We conclude that a society behind a veil of uncertainty would settle for a compulsory pay-as-you-go which provides a minimum pension. However, to avoid the system being undermined by free-riding, such a benefit would only be granted to those individuals who contributed to the accumulation of human capital. Everyone else would be required to save individually to secure their minimum pension.

    This paper analyses the general equilibrium implications of reforming pay-as-you-go pension systems in an economy with heterogeneous agents, human capital investment and capital-skill complementarity. It shows that increasing funding delivers in the long run higher physical and human capital and therefore higher output, but also higher wage and income inequality. The latter affects preferences over the degree of redistribution of e remaining pay-as-you-go component: despite the greater role that edistribution could perform in the new steady state, we find a preference for lower redistribution for a larger group of the population.

    A major concern in Western Europe and especially in Germany is that with the EU eastern enlargement inflows of workers occur, which will be net beneficiaries of the domestic social security systems. We introduce a model and present evidence by comparing pension systems in the main source and target countries (Poland, Hungary, Czech Republic; Germany) that show that immigrants most likely have to face a burden from entering the German pension system. Only if the total number of immigrants is sufficiently large the burden may change into a gain. We conclude that if migration takes place, it will do so despite – not because of – the existence of the pension systems.
