    Digital technology is reshaping workplaces by enabling spatial separation of offices, known as telework, or remote intelligence (RI), and by facilitating automation of service sector tasks via artificial intelligence (AI). This paper is a first attempt to empirically investigate whether AI and RI are complements or substitutes in the service sector. It uses a worker-level panel of surveys collected from around 10,000 workers from pre-COVID-19 pandemic to late 2022, we find preliminary evidence that suggests that AI and RI are complements rather than substitutes. The evidence comes first from the positive correlation of investments in AI-promoting and RI-promoting software at the firm and worker level, and second from the positive correlation of workers' expectations regarding telework and software automation. The evidence is far from definitive but suggests that the complement-substitution question is a fruitful line for future research

    I demonstrate that the profound change in working from home (WFH) in the wake of the COVID-19 pandemic is concentrated among individuals with college degrees. Relative to 2015-19, the number of minutes worked from home on fall 2021 weekdays increased by over 90 minutes for college graduates; for non-graduates, it was 17 minutes. The share of work done at home (for those who worked at all) increased by 21% for graduates and 6% for non-graduates. Average minutes worked changed little for either group. Daily time spent traveling (e.g., commuting) fell by 24 minutes for college graduates but did not change for non-graduates. I examine how time-use patterns change for college graduates relative to non-graduates over the same period. Preliminary evidence suggests that time spent with children has risen for college graduates relative to non-graduates, potentially a sign that gaps in children's outcomes by college attainment will be exacerbated by the WFH revolution

    We study the adoption of remote work within cities and its effect on city structure and welfare. We develop a dynamic model of a city in which workers can decide to work in the central business district (CBD) or partly at home. Working in the CBD allows them to interact with other commuters, which enhances their productivity through a standard production externality, but entails commuting costs. Switching between modes of labor delivery is costly, and workers face idiosyncratic preference shocks for remote work. We characterize the parameter set in which the city exhibits multiple stationary equilibria. Within this set, a coordination mechanism can lead to stationary equilibria in which most workers commute or most of them work partially from home. In these cases, large shocks in the number of commuters, like the recent lockdowns and self-isolation generated by the COVID-19 pandemic, can result in dynamic paths that make cities converge to a stationary equilibrium with large fractions of remote workers. Using cell-phone-based mobility data for the U.S., we document that although most cities experienced similar reductions in CBD trips during the pandemic, trips in the largest cities have stabilized at levels that are only about 60% of pre-pandemic levels. In contrast, smaller cities have, on average, returned to pre-pandemic levels. House price panel data by city show consistent changes in house price CBD-distance gradients. We estimate the model for 274 U.S. cities and show that cities that have stabilized at a large fraction of remote work are much more likely to have parameters that result in multiple stationary equilibria. Our results imply welfare losses in these cities that average 2.7%

    A growing literature explores the impact of home-based versus office-based work. Differences in productivity may arise due to a treatment effect of the office or from workers with different abilities sorting into office or home work. We conduct an RCT in the data entry sector in India that exogenously allocates workers to the home or office. We find that the productivity of workers randomly assigned to working from home is 18% lower than those in the office. Two-thirds of the effect manifests itself from the first day of work with the remainder due to quicker learning by office workers over time. We find negative selection effects for office-based work: workers who prefer home-based work are 12% faster and more accurate at baseline. We also find a negative selection on treatment: workers who prefer home work are substantially less productive at home than at the office (27% less compared to 13% less for workers who prefer the office). These negative selection effects are partially explained by subgroups that likely face bigger constraints on selecting into office work, such as those with children or other home care responsibilities as well as poorer households

    Full days worked at home account for 28 percent of paid workdays among Americans 20-64 years old, as of mid 2023, according to the Survey of Working Arrangements and Attitudes. That's about four times the 2019 rate and ten times the rate in the mid-1990s that we estimate in time-use data. We first explain why the big shift to work from home has endured rather than reverting to pre-pandemic levels. We then consider how work-from-home rates vary by worker age, sex, education, parental status, industry and local population density, and why it is higher in the United States than other countries. We also discuss some implications of the big shift for pay, productivity, and the pace of innovation. Over the next five years, U.S. business executives anticipate modest increases in the share of fully remote jobs at their own companies and in the share of jobs with hybrid arrangements, whereby the employee splits the workweek between home and employer premises. Other factors that portend an enduring shift to work from home include the ongoing adaptation of managerial practices and further advances in technologies, products, and tools that support remote work.

    This report provides new projections, to 2026, of remote work rates and the accompanying macroeconomic implications for the EU27, Switzerland, Iceland, Norway, Republic of North Macedonia, Turkey and the UK. Remote work covers a range of practices but few are straightforward to quantify consistently. The definition of remote work used in this report is working from home (WFH), matching the Eurostat Labour Force Survey (EU-LFS) definition. The literature review identified a range of drivers (e.g. sectoral composition of the economy) and potential outcomes (e.g. changes in expenditures on information and communications technologies (ICT)). Using a conceptual framework developed from the literature review, we modelled a baseline projection and three alternative scenarios: one that projected lower rates of WFH by 2026 compared to the baseline (Unwinding of WFH); and two that projected higher rates of WFH (Acceleration of WFH and Acceleration of WFH with contract changes). By 2026, the baseline projects that 18% of workers in the EU27, and 19.6% of workers in all 33 study countries, will be working from home. There is substantial variation in these rates by individual country, from a 2026 rate of 42% in Luxembourg to 1% in Bulgaria and Romania. Compared to the baseline, the Unwinding of WFH scenario projects nearly 350 000 fewer total workers and more than 10 million fewer WFH workers by 2026, with the reduction concentrated mostly in services. The Acceleration of WFH scenario projects more than 830 000 additional workers in total and more than 24 million more WFH workers by 2026, employed mostly in service sectors. The Acceleration of WFH with contract changes scenario projects nearly one million more total workers and more than 24 million more WFH workers by 2026. In this scenario, workers are assumed to shift from permanent to self-employed contract positions, leading to a projected increase in the rate of self-employment of 3.7 percentage points compared to the baseline. An unwinding of WFH in Europe would generate modest increases in costs for firms, mild decreases in total employment for workers and small aggregate output reductions. An acceleration of WFH, coupled with an increase in digital development in Europe, would provide benefits in terms of cost savings to firms, higher employment and higher output. However, there is a risk that higher levels of WFH could lead to contract changes that, while providing benefits to firms, could undermine workers' power, pay and benefits. This has not been explicitly modelled in these projections but warrants deeper consideration.

    Leere Bahnhöfe, verwaiste Straßen: Der Verkehrssektor gehörte zweifellos zu den markantesten Ausprägungen der COVID-19-Pandemie. Nachdem der gesellschaftliche Krisenzustand seit Frühjahr 2023 offiziell als überwunden gilt, untersucht die vorliegende Studie, wie drei Jahre Pandemie das Verkehrswesen und das Mobilitätsverhalten in Deutschland verändert haben. Im Sinne einer Synthesestudie werden dazu sieben zentrale Befunde und Thesen der Mobicor-Längsschnittbefragung (WZB, infas) in den Kontext anderer Studienergebnisse eingeordnet und diskutiert, um ein robusteres Bild der durch die Pandemie ausgelösten (Langzeit-)Effekte zu erhalten und zukünftige Bedarfe im Bereich der sozialwissenschaftlichen Mobilitätsforschung in Deutschland abzuleiten. Die zentralen Ergebnisse der Mobicor-Studie, die im Zeitraum von 2020 bis 2022 im Rahmen von vier Erhebungswellen durchgeführt wurde, umfassen sowohl Erkenntnisse zur physischen als auch zur virtuellen Mobilität und wurden aus quantitativen Befragungen sowie ergänzenden qualitativen Interviews gewonnen. Im Kontext von insgesamt 25 Referenzstudien aus den Pandemie-Jahren 2020-2022 zeigte sich eine überwiegende Bestätigung der Mobicor-Befunde. Dies umfasste den Befund des Bedeutungsgewinns des Fuß- und Radverkehrs bei gleichzeitigem Bedeutungsverlust des Öffentlichen Verkehrs als auch die Autonutzung auf weiterhin hohem Niveau. Für die physische Mobilität deutet sich insgesamt der Langzeitbefund auch nach der Pandemie verringerten Verkehrsleistung an. Zudem deckte sich im Bereich der virtuellen Mobilität der zentrale Mobicor-Befund einer im Verlauf der Pandemie zunehmenden Normalisierung und Etablierung des orts- und zeitflexiblen Arbeitens mit dem Großteil der Studienlage, wobei bislang keine gesicherten Erkenntnisse über die Wechselwirkung von Homeoffice und möglichen Verkehrsentlastungen vorliegen. Neben der dringenden Notwendigkeit einer räumlichen, soziodemographischen und sozioökonomischen Differenzierung des durch die Pandemie veränderten Mobilitätsverhaltens plädiert die vorliegende Studie dafür, zukünftig eine systemische Mobilitätsforschung zu stärken, die neben dem individuellen Mobilitätsverhalten auch strukturelle Einflüsse, soziale Kontexte und politische Rahmenbedingungen in den Blick nimmt, um der gestiegenen Komplexität des Mobilitätsverhaltens gerecht zu werden. Empty train stations, deserted streets: transport was undoubtedly one of the most striking manifestations of the COVID-19 pandemic. Now that the public crisis is officially considered to have been overcome since spring 2023, this study examines how three years of the pandemic have changed transport and mobility behaviour in Germany. In the sense of a synthesis study, seven central findings and theses of the Mobicor longitudinal study (WZB, infas) are classified and discussed in the context of other study results in order to obtain a more robust picture of the (long-term) effects triggered by the pandemic and to derive future needs in the field of social science mobility research in Germany. The core findings of the Mobicor study, which was conducted in four waves between 2020 and 2022, include findings on both physical and virtual mobility and were derived from quantitative surveys and complementary qualitative interviews. The Mobicor findings were largely confirmed by a total of 25 reference studies from the pandemic years 2020-2022. These included an increase in the importance of walking and cycling, a decrease in the importance of public transport, and the stagnation of the importance of car use at a high level. The results also suggest a long-term decrease in kilometres travelled per day. In the area of virtual mobility, the Mobicor study's central finding of an increasing normalisation and establishment of location- and time-flexible working over the course of the pandemic coincided with the majority of the studies, although there are as yet no reliable findings on the relationship between home office and possible traffic reduction. The study emphasises the urgent need for a comprehensive analysis of mobility behaviour, considering differentiated spatial, socio-demographic, and socio-economic factors. A systemic approach to mobility research should be taken, which considers not only individual mobility behaviour but also structural influences, social contexts, and policy frameworks, to properly account for the increasing complexity of mobility behaviour.

    Full days worked at home account for 28 percent of paid workdays among Americans 20-64 years old, as of mid 2023, according to the Survey of Working Arrangements and Attitudes. That's about four times the 2019 rate and ten times the rate in the mid-1990s that we estimate in time-use data. We first explain why the big shift to work from home has endured rather than reverting to pre-pandemic levels. We then consider how work-from-home rates vary by worker age, sex, education, parental status, industry and local population density, and why it is higher in the United States than other countries. We also discuss some implications of the big shift for pay, productivity, and the pace of innovation. Over the next five years, U.S. business executives anticipate modest increases in the share of fully remote jobs at their own companies and in the share of jobs with hybrid arrangements, whereby the employee splits the workweek between home and employer premises. Other factors that portend an enduring shift to work from home include the ongoing adaptation of managerial practices and further advances in technologies, products, and tools that support remote work

    There has been a dramatic rise in disability employment in the US since the pandemic, a pattern mirrored in other countries as well. A similar increase is not found for any other major gender, race, age or education demographic. At the same time, work from home has risen four-fold. This paper asks whether the two are causally related. Analyzing CPS and ACS microdata, we find the increase in disability employment is concentrated in occupations with high levels of working from home. Controlling for compositional changes and labor market tightness, we estimate that a 1 percentage point increase in work from home increases full-time employment by 1.1% for individuals with a physical disability. A back of the envelope calculation reveals that the post pandemic increase in working from home explains 80% of the rise in full-time employment. Wage data suggests that WFH increased the supply of workers with a disability, likely by reducing commuting costs and enabling better control of working conditions
