    Since late 2019, COVID-19 has devastated the global economy, with indirect implications for the environment. As governments' prioritized health and implemented measures such as isolation, the closure of non-essential businesses and social distancing, many workers lost their jobs, were furloughed, or started working from home. Consequently, the world of work has drastically transformed and this period is likely to have major implications for mobility, transportation and the environment. We have estimated the variability of people to engage in remote work and social distancing using O*NET data and Irish Census data. We show that while those who commute by car have a relatively high potential for remote work, they are less likely to be able to engage in social distancing in their workplace. While this may be negative for employment prospects in the short run, this dynamic has the potential for positive environmental implications in the short and long run.

    Das Arbeiten von zu Hause erlebt angesichts der Corona-Krise einen ungeahnten Schub. Tatsächlich wurde das Potenzial an beruflichen Tätigkeiten, die auch im Homeoffice erledigt werden könnten, schon zuvor keineswegs ausgeschöpft und kann auch gegenwärtig noch nicht voll genutzt werden. Neben den aktuell in den Hintergrund rückenden Vorbehalten von Arbeitgebern als auch Beschäftigten könnte auch der Abbau technischer Hürden dazu beitragen, die Möglichkeiten für Homeoffice zu erweitern.

    Does removing the constraints of time and place of work increase the utility of workers and firms? We design a randomized experiment on a sample of workers in a large Italian company: workers are randomly divided into a treated group that engages in flexible space and time job (which we call “smart-working”) one day per week for 9 months and a control group that continues to work traditionally. By comparing the treated and control workers, we find causal evidence that the flexibility of smart-working increases the productivity of workers and improves their well-being and work-life balance. We also observe that the effects are stronger for women and that there are no significant spillover effects within workers of a team.

    Digitalisierung hat einen positiven Einfluss auf die Inklusion von Menschen mit Behinderung in der betrieblichen Personalpolitik. Unternehmen, die bereits heute stark auf Digitalisierung setzen, beschäftigen häufiger Menschen mit Behinderung als Unternehmen ohne Bezug zu Digitalisierung. Fast 30 Prozent aller Unternehmen sehen durch die Digitalisierung zudem neue Chancen für die Beschäftigung von Menschen mit Behinderung. Auffällig ist: Unternehmen, die bereits heute stark auf Digitalisierung setzen, sind hier optimistischer als Unternehmen ohne Bezug zu Digitalisierung. Digitalisierung erleichtert bereits heute den Arbeitsalltag von Menschen mit Behinderung. Insbesondere mobile Endgeräte zum ortsunabhängigen Arbeiten, wie Notebooks, und Online-Kommunikationsdienste zum Informationsaustausch im Team, wie WhatsApp, werden von Unternehmensvertretern als große Erleichterung gesehen. 20 Prozent aller Unternehmen setzen digitale Technologien gezielt ein, um Menschen mit Behinderung im Arbeitsalltag zu unterstützen. Menschen mit Behinderung finden sich in allen Branchen und Unternehmensgrößen. In knapp 35 Prozent aller befragten Unternehmen hatte mindestens eine Beschäftigte / ein Beschäftigter eine körperliche Behinderung. Menschen mit einer Lernbehinderung waren in 27 Prozent der befragten Unternehmen vertreten. 7 Prozent der Unternehmen beschäftigten Menschen mit einer psychischen Behinderung. Über alle Behinderungsformen hinweg beschäftigen große Unternehmen häufiger Menschen mit Behinderung als kleine und mittlere Unternehmen. Informationen erleichtern Unternehmen die Beschäftigung von Menschen mit Behinderung. Doch nur knapp 60 Prozent aller Unternehmen mit Erfahrung in der Beschäftigung von Menschen mit Behinderung sind ausreichend über behindertengerechte Arbeitsgestaltung, wie zum Beispiel Hilfsmittel, informiert. Sogar nur 45 Prozent geben an, über ausreichende Informationen zur Rekrutierung von neuen Mitarbeiterinnen und Mitarbeitern mit Behinderung zu verfügen. Digitale Portale wie www.kofa.de und www.rehadat.de können Unternehmen hier helfen. Digitisation has a positive influence on the inclusion of people with disabilities in German companies. Companies that already rely heavily on digitisation today employ more people with disabilities than companies that currently do not have any reference to digitisation. Almost 30 percent of all companies also see new opportunities for the employment of people with disabilities through digitization. What is striking is that companies that are already relying heavily on digitization are more optimistic about this than companies without any reference to digitization. Digitization is already making everyday work easier for people with disabilities. In particular, mobile devices for location-independent working, such as notebooks, and online communication services for exchanging information within a team, such as WhatsApp, are seen as a great relief by company representatives. 20 percent of all companies use digital technologies to support people with disabilities in their everyday work. People with disabilities can be found in all industries and company sizes. In almost 35 percent of all companies surveyed, at least one employee had a physical disability. People with a learning disability were represented in 27 percent of the companies surveyed. 7 percent of the companies employed people with a mental disability. Across all forms of disability, large companies employ people with disabilities more frequently than small and medium-sized enterprises. Information makes it easier for companies to employ people with disabilities. However, only just under 60 percent of all companies with experience in employing people with disabilities are sufficiently informed about disabled-friendly work design, such as assistive devices. Even only 45 percent state that they have sufficient information for recruiting new employees with disabilities. Digital portals such as www.kofa.de and www.rehadat.de may help companies.

    Die Digitalisierung stellt die Gesellschaft vor neue, große Herausforderungen. Neben der Digitalisierung von einzelnen Produktions- und Arbeitsprozessen, führt sie auch zu strukturellen, teils fundamentalen Veränderungen der Erwerbstätigkeit. Die Grenzen zwischen Selbstständigkeit und einer klassischen Arbeitnehmer-Arbeitgeberbeziehung sind gerade in Plattformmärkten teils intransparent und verschwimmen zunehmend. Dieser Wandel wird auch durch den Begriff der "Plattformökonomie" widergespiegelt. Plattformunternehmen wie "Airbnb", "Uber" und "Amazon" agieren heutzutage weltweit und haben enormen Einfluss auf das Wirtschaftsleben. Über ihre digitalbasierten Plattformen bringen sie Angebot und Nachfrage zusammen. Sie nutzen algorithmische Verfahren um die Daten von Anbietern und Kunden möglichst effizient in ihrem Sinne zu verwalten. Bei vielen dieser Plattformkonzepte werden Dienstleistungen an die Kunden der Plattformen vermittelt, die offiziell von Solo-Selbstständigen erbracht werden. Inwieweit es sich hierbei tatsächlich um den Status einer Selbstständigkeit handelt, ist Gegenstand juristischer Debatten. So wird beanstandet, dass die Plattformen vielmehr die Rolle eines Arbeitgebers innehätten, während die vermeintlich Selbstständigen folglich in einem Arbeitnehmerverhältnis stehen sollten. Hieran hängen Ansprüche, Pflichten und Schutzmaßnahmen. Zwar bietet die Plattformarbeit einen niedrigschwelligen Einstieg und flexiblen Umgang mit Arbeit, doch die Plattformarbeiter sehen sich vielfach mit unternehmerischen Risiken konfrontiert. Teilweise ist die Plattformarbeit zudem nur mit einem geringen Einkommensbezug verbunden. Vor dem Hintergrund plattformökonomischer Entwicklungen wurde versucht,die Situation der Plattformarbeit in Bremen im Auftrag der Arbeitnehmerkammer Bremen näher beleuchtet. Das Projekt wurde in drei verschiedene Forschungsphasen unterteilt. Dabei ging es in einem ersten Schritt um die Identifizierung der Plattformökonomie in Bremen, während in einem zweiten Schritt die Qualifizierung der ermittelten Plattformaktivitäten erfolgte. Dazu gehörte es, einen Überblick über die Anzahl der Erwerbstätigen der Bremer Plattformökonomie zu gewinnen. Zudem sollte der Wissensstand zur Plattformökonomie von Institutionen im Land Bremen ermittelt werden. Im zentralen dritten Modul wurden die Bedingungen und Arbeitsstrukturen von Erwerbstätigen der bremischen Plattformökonomie näher untersucht. Dazu gehörten Aspekte wie die konkrete Form der Erwerbsarbeit sowie die Wahrnehmung und Gewährleistung von Ansprüchen, Rechten und Pflichten im Kontext der Plattformarbeit. Zentral war es auch einen Eindruck über das persönliche Empfinden der Plattformarbeiter über ihre Arbeit in der Plattformökonomie zu erhalten. Der Forschungsprozess war primär explorativ ausgerichtet und wurde mit qualitativen Methoden erschlossen. Digitaliziation poses a difficult challenge for our society. It introduced digital tools to work processes but nonetheless fundamental changes in the structure of work as well. The platform economy is a major agent of this process. Platforms as "Airbnb", "Uber", and "Amazon" grew towards the status of global companies whose business concepts impose major consequences for the global economy. Those concepts are ought to bring together consumers and producers within the framework of their digital platforms. In order to do so they use algorithms to manage all available data of both consumers and producers, which the platforms are able to accumulate of their users, in favor of the economic interests of the platform company. Some platform concepts rely on the intermediation of services to its customers which are provided mostly by freelancers. Yet it is object of juridical debates whether platform workers have to be classified as employees or as freelancers. While platform work provides workers with fewer barriers to enter the labour market and allows flexible time management they are on the other hand exposed to entrepreneurial risks and in some cases low income. On the background of the challenging developments of the platform economy the Institute for Labour and the Economy (iaw) has been assigned by the Arbeitnehmerkammer Bremen (Chamber of Employees) to examine the state of platform work in Bremen. The research project has been separated into three steps. In the first step the overall platform activities in Bremen were identified, while in a second step these activities were examined in terms of quality. Aspects like types of employment as well as the provision of employment rights and responsibilities of platform workers were parts of this examination. Furthermore the personal perspectives of the platform workers were crucial for this research project. Thus the research process was mainly aligned along qualitative and explorative methods.

On average, workers report being as productive as at the beginning of the year, before the pandemic. However, this average masks substantial differences across sectors, by working from home intensities, and by worker characteristics. Workers in industries and occupations characterized as being suitable for home work according to objective measures report higher productivity on average. Workers who have increased their intensity of working from home substantially report productivity increases, while those who previously always worked from home report productivity declines. Notable groups suffering the worst average declines in productivity include women and those in low-paying jobs. Declines in productivity are strongly associated with declines in mental well-being. Using stated reasons for productivity declines, we provide evidence of a causal effect from productivity to well-being.

    This paper presents new estimates of the share of jobs that can be performed from home. The analysis is based on the task content of occupations, their information and communications technology requirements, and the availability of internet access by country and income groupings. Globally, one of every five jobs can be performed from home. The ability to telework is correlated with income. In low-income countries, only one of every 26 jobs can be done from home. Failing to account for internet access yields upward biased estimates of the resilience of poor countries, lagging regions, and poor workers. Since better paid workers are more likely to be able to work from home, COVID-19 is likely to exacerbate inequality, especially in richer countries where better paid and educated workers are insulated from the shock. The overall labor market burden of COVID-19 is bound to be larger in poor countries, where only a small share of workers can work from home and social protection systems are weaker. Across the globe, young, poorly educated workers and those on temporary contracts are least likely to be able to work from home and more vulnerable to the labor market shocks from COVID-19

    The coronavirus crisis has brought rapid and sweeping changes to the daily work life of many employees. To comply with social distancing rules, many private and public organizations let all or part of their staff work from home. This study analyzes this new work environment on the basis of unprecedented data: a survey conducted at nine points in time among roughly 700 telecommuting employees. The results demonstrate that employees working from home show an increase in perceived productivity and commitment. The vast majority wish to continue to work flexibly on a remote basis, at least to some extent. However, we also observe a trend towards excessive workloads resulting in exhaustion. This increases the urge for policymakers and employee representations to take action. The study concludes with recommendations on how to improve the general conditions concerning telework.     Die psychische Gesundheit der Beschäftigten gilt als ein entscheidender Faktor für den Unternehmenserfolg. Arbeitsbedingungen und Arbeitsbeziehungen können dabei als Ressourcen oder als Stressoren wirken. Doch gerade diese verändern sich im Kontext moderner Arbeitsformen. Mobile und flexible Arbeitsformen, die die eigene Arbeitsgestaltung individualisieren, machen die Zusammenarbeit virtueller und brechen dabei klassische Unterstützungsstrukturen und Beziehungsgefüge im organisationalen Kontext auf. Daher widmet sich die vorliegende Arbeit der Frage, wer im modernen Arbeitskontext psychisch gesund bleibt, warum und welche Rolle Führung als eine Kernressource dabei spielen kann. Die Arbeit gliedert sich entlang zweier Schwerpunkte: individuelle und organisationale Erfolgsfaktoren. Dadurch wird sich der Thematik psychischer Gesundheit in der modernen Arbeitswelt über eine Mehrebenen-Betrachtung genähert. Hierfür wird zunächst der theoretische Hintergrund zu psychischer Gesundheit am Arbeitsplatz dargestellt sowie ein Überblick zu den verschiedenen Arbeitsformen geliefert, um eine theoretische Grundlage und ein gemeinsames Verständnis der modernen Arbeitsformen als Basis für die Untersuchung der Forschungsfragen zu liefern. Zur Betrachtung der individuellen Faktoren werden zunächst Persönlichkeitseigenschaften herangezogen und deren Wirkung auf Indikatoren psychischer Gesundheit im Kontext virtueller Zusammenarbeit untersucht. Die Ergebnisse zeigen, dass emotional instabile Beschäftigte in beiden Kontexten Gefahr laufen auszubrennen, wohingegen sich gewissenhafte sowie extrovertierte Beschäftigte in beiden Kontexten leichter tun. Der vor Burnout schützende Effekt von Verträglichkeit nimmt hingegen im virtuellen Kontext ab. Aufbauend auf diesen Erkenntnissen werden drei Mitarbeitertypen abgeleitet. Um diese Persönlichkeitseffekte besser verstehen zu können, werden anschließend ausgewählte mediierende, selbstre Mental health of employees is a decisive factor for the company's success. Working conditions and working relationships can act either as resources or as stressors. But that is exactly what is changing in modern work settings. Mobile and flexible forms of work that individualize work designs make collaboration more virtual and thereby break up classic support structures and relationships in an organizational context. Therefore, the question is raised who remains psychologically healthy in the modern work context, why and what role leadership can play as a core resource. This dissertation sets out to address mental health in modern work settings in two steps: first analysing individual and then organizational factors. As a result, the topic of mental health is approached through a multi-level approach. For this purpose, the theoretical background to mental health at work is presented and an overview of the different forms of work is provided in order to establish a theoretical foundation and a common understanding of modern forms of work as the groundwork for the downstream investigation of the research question. In order to create a better understanding of the individual factors, personality traits are introduced and their effects on indicators of mental health are examined in the context of virtual collaboration, at first. The results show that emotionally unstable employees run the risk of burnout in both contexts, whereas conscientious and extroverted employees seem to master both contexts well. The burnout-reducing effect of agreeableness, on the other hand, decreases in a virtual context. Based on these findings, three types of employees are derived. In order to better understand these personality effects, selected mediating, self-regulatory abilities are subsequently examined.     This paper examines how the General Data Protection Regulation (GDPR) can be used to address procedural problems faced by platform workers, including opaque rating systems, arbitrary account suspension and nonpayment, and uncommunicative clients and platform operators. GDPR provides workers with a variety of rights with respect to their data, including right of access, right to rectification, and rights regarding automated decision-making. Additionally, Art. 40 of the GDPR establishes the possibility for groups of controllers to develop codes of conduct that clarify the application of GDPR to their particular sectors. This paper details the application of GDPR to labor platforms, provides draft text for an Art. 40 code of conduct for labor platforms, and discusses how such a code could help address procedural problems encountered by platform workers.This paper can help spark a discussion at European level among trade unions and other stakeholders in platform work about how to use GDPR to address the 'procedural problems' faced by platform workers, regardless of their employment status.

    Analyse der Schattenseiten von Homeoffice und Forderungen des Schweizerischen Gewerkschaftsbundes. Homeoffice ist ein wirksames Instrument zur Bekämpfung der Pandemie und für den Gesundheitsschutz der Arbeitnehmenden. Ausserdem geniesst freiwilliges und gut geregeltes Homeoffice oft breite Akzeptanz. Aber Überwachung, Vermischung von Privat-​ und Berufsleben und andere psychosoziale Risiken sind ebenso eine Realität. Das Recht auf Rückkehr ist eine zentrale Voraussetzung, um den Schattenseiten des Homeoffice vorzubeugen. Die widerrechtliche Mustervereinbarung des Arbeitgeberverbandes deckt auf, dass auch beim verordneten Homeoffice gegensätzliche Interessen bestehen. Damit die Arbeitnehmenden ihre Rechte wahrnehmen können, hat der Schweizerische Gewerkschaftsbund eine umfassende Analyse verfasst. Homeoffice hat sich als Massnahme zur Bekämpfung der Pandemie bewährt, um das Risiko von Infektionen am Arbeitsplatz und auf dem Arbeitsweg zu verringern. Für viele Arbeitnehmer ist es auch eine willkommene ergänzende Möglichkeit, wenn es auf freiwilliger Basis und qualitätsvoll umgesetzt wird. Damit Homeoffice für die Arbeitnehmenden nicht zu Verschlechterungen der Arbeitsbedingungen und zur Vernachlässigung der Verantwortung der Arbeitgeber gegenüber den Arbeitnehmern führt, braucht es klare Regeln. Die Risiken von Gesundheitsschäden und Isolation sind eine Realität. Unternehmen können auch versucht sein, Homeoffice als Instrument zur Kostenoptimierung einzusetzen, indem sie physische Arbeitsplätze reduzieren oder verschiedene mit der Tätigkeit verbundene Kosten auf die Angestellten abwälzten.
