    South Asia has experienced significant progress in improving human and physical capital over the past few decades. Within the region, India has become a global economic powerhouse with enormous development potential ahead. To foster human and economic development, India has shown a strong commitment to the Sustainable Development Goals (SDG) Agenda. This paper focuses on the medium-term development challenges that South Asia, and in particular India, faces to ensure substantial progress along the SDGs by 2030. We estimate the additional spending needed in critical areas of human capital (health and education) and physical capital (water and sanitation, electricity, and roads). We document progress on these five sectors for India relative to other South Asian countries and discuss implications for policy and reform

    In a regional and international context of weak growth, high inflation and growing inequality, the countries of Latin America and the Caribbean must focus policies on reactivating, rebuilding and transforming economic and production systems to advance towards low-carbon and high-tech economies that address climate change and reduce their historical gaps, structural heterogeneity and dualism.This document considers the complex conditions that pose significant challenges to accelerating growth, tackling high inflation and the cost-of-living crisis, maintaining transfers to the most vulnerable households, mitigating the social costs of the crisis and boosting investment. Its chapters analyse the dynamics of globalization and the policy challenges in changing the production structure and moving towards sustainable development. In addition, they consider strategies for reducing inequality and creating universal protection systems and decent jobs in a challenging world. Nine strategic sectors expected to drive a big push for sustainability are examined through the prism of green growth. The document concludes with policy recommendations for advancing towards a renewed model for inclusive and sustainable growth. Foreword .-- I.     Particulate matter significantly reduces life expectancy in India. We use a randomized controlled trial in the Indian state of Punjab to evaluate the effectiveness of conditional cash transfers (also known as payments for ecosystem services, or PES) in reducing crop residue burning, which is a major contributor to the region's poor air quality. Credit constraints and distrust may make farmers less likely to comply with standard PES contracts, which only pay the participant after verification of compliance. We randomize paying a portion of the money upfront and unconditionally. Despite receiving a lower reward for compliance, farmers offered partial upfront payment are 8-12 percentage points more likely to comply than are farmers offered the standard contract. Burning measures derived from satellite imagery indicate that PES with upfront payments significantly reduced burning, while standard PES payments were inframarginal. We also show that PES with an upfront component is a cost-effective way to improve India's air quality

    We introduce a new database of historical Genuine Savings (GS), an indicator of sustainable development promoted by the World Bank and widely used in contemporary economic research. GS derives from the theoretical work on wealth accounting, and addresses shortcomings in conventional metrics of economic development by incorporating broader measures of saving and investment, including human capital (education), and natural resource depletion. Its value as an indicator is determined by its ability to be used to predict future well-being. This article provides consistent historical estimates of GS since 1850 for 25 countries to enhance, complement, and contextualise the work of the World Bank and others

    There has been widespread debate about whether the way in which we measure economic activity is fit for purpose in the twenty-first century. One aspect of this debate is to move away from measuring a nation's income (GDP) towards monitoring a nation's assets (their inclusive wealth), as a better indicator of sustainable economic development. We provide the first critical comparison of the approaches of leading international organisations - the World Bank and the United Nations Environment Programme - to estimating changes in wealth. Our paper reveals important inconsistencies in how these organisations measure sustainability and the conflicting messages that policy makers receive, despite a common underlying conceptual framework linking changes in a nation's wealth to future well-being. At the most extreme, countries that perform the worst according to the UN are shown to perform well according to the World Bank. This confusion in signals makes better policy making more difficult.

    Blended finance---the use of public and philanthropic funding to crowd in private capital---is a potential way to finance a more sustainable world. While blended finance holds the promise of being catalytic in mobilizing vast amounts of private capital, little is known about this practice. In this paper, we provide a conceptual framework that formalizes the decision-making of development finance institutions (DFIs) that engage in blended finance. We then provide empirical evidence on blended finance using data from a major DFI. The key variable we study is the level of concessionality, which captures the subsidy from the blended co-investment. Our findings indicate that DFIs provide higher concessionality for projects that have a higher sustainability impact per dollar invested. Moreover, the concessionality is higher for projects in countries with higher political risk and a higher degree of information asymmetries. In such cases, the blending tends to also include risk-management provisions. These findings are consistent with the predictions from our conceptual framework, in which DFIs have a limited budget that they allocate across projects to create societal value

    The preparations for the September 2024 Summit of the Future (SOTF) are well underway. In this process, the UN Secretary-General and most OECD countries argue that multistakeholderism should now be accepted as a part of global governance and multilateralism. This paper argues the opposite: multistakeholdermism undermines multilateralism and limits the role of developing countries in global governance. Global governance operates via a common narrative, a set of institutions, and the exercise of power. The first section of the paper provides the background to the World Economic Forum's role in developing the narrative and the preliminary efforts of transnational corporations (TNCs) and major Northern NGOs to build an institutional structure for multistakeholderism. The first section also locates these developments in the context of TNC pressures on the UN and developing countries, going back 50 years to President Allende's appeal to the General Assembly and UNCTAD. The second section identifies six fundamental challenges presented by multistakeholderism to multilateralism and G77 governments. After an indepth analysis of each challenge, the paper concludes with a menu of multilateral options to respond today and in the context of the SOTF to multistakeholderism's intrusion into global governance. The choices include counter-moves on the political level and on the procedural level, the combination of which allows governments to create a variety of counter-strategies.

    To understand the design of JPEPA and EFTA, notably the similarities with other FTAs of Japan and EFTA-member countries, respectively, and how these similarities affect Philippine trade, the study proposes the use of text-of-trade-analysis, that is, text analysis employing textas-data. The paper demonstrates the application of text analysis to complement the conventional methods of assessing the impacts of trade agreements. The results reveal that similarity across trade agreements, both at document and chapter or topic-specific provisions (such as trade in goods and rules of origin or strong references to sustainable development) may influence and encourage trade.

    Human beings' domination of the planet has not been kind to many species worldwide. This is to be expected. Humans have radically altered natural landscapes, harvested heavily from the ocean, and altered the climate in an unprecedented way. Recent concerns over the extent and rate of biodiversity loss have led to renewed interest in extinction outcomes and speculation concerning humans' potential role in any future mass extinction. In this paper, we discuss the economic causes of extinction in two high-profile cases - Sharks and the North American Buffalo - and then extend our framework to allow for multiple species and the possibility of mass extinction. Throughout, we present evidence drawn from authoritative data sources with a focus on shark populations to ground our analysis. Despite large gaps in our data, the available evidence suggests extinction risks are rising for many species and policy is slow to react

    This research assesses the importance of credit access in modulating governance for gender inclusive education in 42 countries in Sub-Saharan Africa with data spanning the period 2004- 2014. The Generalized Method of Moments is employed as empirical strategy. The following findings are established. First, credit access modulates government effectiveness and the rule of law to induce positive net effects on inclusive "primary and secondary education". Second, credit access also moderates political stability and the rule of law for overall net positive effects on inclusive secondary education. Third, credit access complements government effectiveness to engender an overall positive impact on inclusive tertiary education. Policy implications are discussed with emphasis on Sustainable Development Goals.

    This paper documents the sources of the Republic of Korea's economic growth, as well as the associated productivity growth and efficiency dynamics during its process of structural transformation from 1970 to 2016. The analysis includes land as a separate production factor to sort out the significant effect of changes in intersectoral land allocation, which makes significant differences in measuring the magnitudes and directions of change in sectoral total factor productivity (TFP). Input-based growth and structural changes contributed to the early take-off stage of growth in the 1970s. However, in the following three decades, the source of growth switched to productivity improvements, mainly engineered by the industry sector. This was the reason behind the country's sustained growth and escape from the "middle-income trap." Furthermore, agricultural TFP growth also made an important contribution to structural transformation by pushing out factors from agriculture to industry. Since 2011, however, when the Korean economy seemed to reach a steady state of constant capital-output ratio, TFP has suddenly stagnated. The wedge analysis suggests that the intersectoral allocation of labor was biased toward agriculture while that of capital and land was biased toward industry, compared to efficient levels. Meanwhile, the inter-temporal wedge analysis suggests that the Korean economy was in an over-investment mode throughout its structural transformation. The analysis also shows that the periods of productivity growth are not always associated with the enhancement of allocative efficiency, while growth-disturbing external macroeconomic shocks, such as joining the WTO and the Asian financial crisis, led to improvements in allocative efficiency
