    The resurgence of subsidies and industrial policies has raised concerns about their potential inefficiency and alignment with multilateral principles. Critics warn that such policies may divert resources to less efficient firms and provoke retaliatory measures from other countries, leading to a wasteful "subsidy race." However, subsidies for sectors with inherent cross-border externalities can have positive global effects. This paper examines these issues within the semiconductor industry: a key driver of economic growth and innovation with potentially significant learning-by-doing and strategic importance due to its dual-use applications Our study aims to: (1) document and quantify recent industrial policies in the global semiconductor sector, (2) explore the rationale behind these policies, and (3) evaluate their economic impacts, particularly their cross-border effects, and compatibility with multilateral principles. We employ historical analysis, natural language processing, and a model-based approach to measure government support and its impacts. Our findings indicate that government support has been vital for the industry's growth, with subsidies being the primary form of support. They also highlight the importance of cross-border technology transfers through FDI, business and research collaborations, and technology licensing. China, despite significant subsidies, does not stand out as an outlier compared to other countries, given its market size Preliminary model estimates indicate that while learning-by-doing exists, it is smaller than commonly believed, with significant international spillovers. These spillovers likely reflect cross-country technology transfers and the role of fabless clients in disseminating knowledge globally through their interactions with foundries. Such cross-border spillovers are not merely accidental but result from deliberate actions by market participants that cannot be taken for granted. Firms may choose to share knowledge across borders or restrict access to frontier technology, thereby excluding certain countries. Future research will use model estimates to simulate the quantitative implications of subsidies and to explore the dynamics of a ``subsidy race'' in the semiconductor industry

    Heat pumps have been proposed as the leading technology in the electrification of domestic heat and therefore could play a crucial part in the transition to low-carbon energy systems. However, there is very little causal evidence of the impact of heat pumps on energy demand and the impact of marginal prices to help optimize energy demand with heat pumps. We leverage a staggered roll-out of heat pumps from Octopus Energy Group to show that: (1) heat pumps have a large impact on energy demand, on average causing a 90% reduction in home gas use and a 61% increase in home electricity use - overall, households reduced total energy demand by 40% and carbon dioxide emissions by 36% in 2024 (with an average of 68% emissions savings over the lifetime of the heat pump); (2) a time-of-use tariff designed for heat pumps can provide large demand flexibility benefits, halving electricity consumption during the evening peak to help balance the grid, and that load shifting is possible on the coldest days and from all building types in our sample; (3) the marginal value of public funds of the current UK heat pump subsidy is £1.24 (for every £1 spent by the Government). Overall, we find that heat pumps can meaningfully decarbonize heat and subsidies to encourage heat pumps can be welfare-enhancing

    While there is increasing consensus in the academic debate on the regressive nature of energy subsidies and the necessity to reduce them, this is much less so for food subsidy reforms – not least because of the positive impact of food subsidies for food security. They make food affordable even for lower-income households, and therefore they are often important for the well-being of this group. In addition, food subsidy reforms can be designed in different ways and have quite different effects. Badly designed programmes may cause more harm than good. Many countries in the world, including in the MENA region, struggle thus with the question of whether, and under which conditions, it is recommendable to reduce food subsidies. This discussion paper examines the most recent experience of food subsidy reform in Iran in order to derive some lessons for food subsidy reforms elsewhere. Iran has a long history of providing general commodity subsidies, including for energy and food items, and it has attempted several waves of subsidy reforms in the past three decades, most notably in 2010 (energy and bread) and 2019 (petrol), whereby it established a nationwide direct cash transfer system. However, given the political and economic circumstances, subsequent administrations have returned to different kinds of consumer subsidies, which have required further reforms. The most recent form of food subsidy was the preferential foreign exchange rate (PFER) policy, which allocated about US$100 billion of the government’s foreign exchange reserves with a fixed rate (far below the market rate) – during the four years following the unilateral withdrawal of United States from the Iran nuclear deal in 2018 – to import food and other basic commodities. Finally, the Raisi administration abolished the PFER policy in May 2022 and started to redistribute what it saved from the consumer subsidy cuts through the Just Distribution of Subsidies Scheme (JDSS), which is actually a targeted direct cash transfer scheme. The main question of this discussion paper is: Under which conditions is a reduction or full elimination of food subsidies recommendable, given the experiences of Iran with its most recent reform (the replacement of consumer subsidies by targeted direct cash transfers paid out by the JDSS), and what challenges might such a reform entail? A secondary analysis of national data on “household expenditures” and “price index” is used to calculate future changes in household living expenditures in the short and medium terms, and to determine winners and losers of the new policy. Moreover, a thematic analysis of published contents (interviews, columns, articles and public speeches) about the scheme from key experts – before and after the launch of the scheme – is used to map out various aspects of the successes and failures of the scheme. Our findings indicate that the way food subsidy reforms are designed and at what moment they are implemented matter a lot with regard to their effects. In the Iranian case, several factors could undermine the success of the recent food subsidy reform. First, ignoring the framework conditions of reform – including both international and domestic factors (such as economic instability, diminishing vertical trust, a lack of smooth foreign relations, budget deficit and low standards of good governance) – can jeopardise the reform or nullify its effects. Second, the lack of an “indexation element” (for the level of cash transfers) in an environment of continually increasing inflation and currency devaluation lead to a rapid decline in the purchasing power of cash transfers. Third, implementation shortcomings, such as targeting errors (due to weaknesses of the Iranians’ Welfare Database), delivery deviations and a lack of transparency, lead to serious levels of mistrust. Ultimately, all of the above-mentioned challenges in the design and implementation of the scheme seem to hamper its objectives with regard to food security, poverty reduction, promotion of income equality and the abolition of corruption. As a consequence we recommend that policy-makers (i) bear in mind the effect of national and international framework conditions (such as uneven international relations, economic situation, high inflation, diminishing vertical trust and chronic budget deficits) on the possible success of the reform; (ii) consider prioritising other, more urgent economic reforms (such as reforming the budgeting, banking and taxation systems) instead of reforming food subsides, which may be vital for the food security of the lowest income groups of the population; (iii) set an “indexation element” in the scheme and raise the cash amount and/or provide a fixed package of food items in a timely manner; (iv) control for possible targeting errors in the compensation element of the food subsidy reform before launching the scheme and during its implementation; and (v) make sure that any scheme that is meant to compensate for the subsidy cuts, such as a direct cash transfer scheme, is well-embedded in the overall social protection system of the country.

    The implementation of state aid to support net-zero-related strategic industries reinforces the single market and can enhance the EU's open strategic autonomy. - In fact, the simultaneous support by several Member States to net-zero-related industries results in higher economic impacts both at the EU and Member States' levels compared to individual action by a Member State. - The simultaneous implementation of state aid increases intra-EU spillovers, reducing the risk of fragmentation and thus strengthening the single market. - A simultaneous implementation of state aid has a larger economic impact in non-EU countries than in the rest of the EU in the subsidised green industries, confirming the high "initial" strategic dependence of the EU in those industries. - Simultaneous implementation of state aid can enhance the EU's open strategic autonomy by expanding the production capacity of non-subsidised industries within the EU, which may be suppliers of the subsidised green technologies, and hence reinforcing the EU's value chain. - Further analysis will be needed to address firm heterogeneity, production factor mobility across countries, and the longer-term effects of the policy.

    South Korea's strategies for deploying battery electric vehicles (BEVs) primarily include providing purchase subsidies and expanding charging infrastructure. An empirical analysis of new vehicle registrations from 2019 to 2022 shows that investing in charging facilities is more costeffective than offering purchase incentives for increasing BEV adoption. To achieve a higher share of BEVs, a stronger policy focus on improving the charging network is necessary to stimulate overall demand for BEVs.

    We analyze the reporting response to an ambitiously targeted government support scheme for Norwegian businesses at the very start of the Coronavirus crisis in 2020. Our empirical design is based on cross-checking self-reported data in the applications for support with administratively reported data used for VAT. We find strong evidence that strategic misreporting was present but conclude that its remaining quantitative extent after enforcement actions already taken by the tax authorities was relatively small. Firms tend to misreport 4 percent more often than expected, and the actual support paid out was 5 percent higher than it should have been. We discuss possible reasons for the relatively limited extent of non-compliance and more general lessons for the design of transfer programs

    Health insurance is increasingly provided through managed competition, in which subsidies for consumers and risk adjustment for insurers are key market design instruments. We illustrate that subsidies offer two advantages over risk adjustment in markets with adverse selection. They provide greater flexibility in tailoring premiums to heterogeneous buyers, and they produce equilibria with lower markups and greater enrollment. We assess these effects using demand and cost estimates from the California Affordable Care Act marketplace. Holding government spending fixed, we estimate that subsidies can increase enrollment by 16 percentage points (76%) over risk adjustment, while all consumers are weakly better off

    This policy brief addresses the critical issue of phasing out diesel subsidies in Colombia and underscores the urgent need for coordinated action and strategic planning. The Colombian government views the sub­sidy phase-out as part of its energy transition strategy, proposing investments in carbon-neutral technologies as a replacement. However, the transport sector – the main consumer of diesel – largely considers these plans inadequate and is sceptical about their feasibility. Subsidies for diesel and gasoline, stemming from the Fuel Price Stabilisation Fund (FEPC), burden the Colombian budget with a significant deficit and threaten Colombia’s fiscal sustainability. In 2022, subsides represented 2.5 per cent of the national gross domestic product (GDP). A failed subsidy phase-out could undermine the country’s energy transition efforts, potentially leading to national strikes by the transport sector and eroding trust in the government’s transformation plan. The brief examines the hurdles for the diesel subsidy phase-out process, with a particular focus on the necessary reforms within the transport sector, scepticism about the government’s energy transition plans and the potential negative effects for state-owned enterprise Ecopetrol. Drawing from these insights, the policy brief distils policy recommenda­tions for the short and medium term. In the concluding remarks, it stresses that a failed subsidy phase-out could jeopardise broader energy transition efforts. Recommendations for the national government (see p. 5 for more details): Short term - 1. Re-initiate stakeholder meetings on the phase-out promptly, with the Ministry of Transport taking the lead and involving additional key stakeholders such as clients of the transport sector, the Ministries of Social Prosperity, Environment, and Labour, as well as the National Planning Department. 2. Collaborate with these stakeholders to develop an action plan, incorporating support measures for the transport sector such as improving energy efficiency and coordination between the transport companies. 3. Create specific social programmes aimed at miti­gating socioeconomic effects, using the Partici­patory Guarantee System (SPG) and strengthening the System for the Identification of Potential Bene­fi­ciaries of Social Programmes (Sisbén). Medium term - 4. Review the objectives and strategies of national planning documents to accurately reflect the circum­stances of self-employed truckers. These should consider reallocating funds from subsidies to supple­ment the existing Vehicle Fleet Replacement Fund (Fondo de Reposición del Parque Automotor). 5. Restructure the transport sector to enhance resilience and promote investment in sustainability. For instance, explore the model of cooperatives in the Colombian passenger transport sector, which enables truckers to maintain autonomy while miti­gating investment risks. 6. Explore strategic partnerships between Colombian and foreign private-sector entities with experiences incorporating sustainable and responsible practices, academia and research institutions, and develop­ment agencies that have an interest in the Colombian energy transition process to expedite the trans­ition to more sustainable technologies in the transport sector.

    In December 2023, the Biden-Harris Administration released a proposed framework for exercising government "march-in" rights on high-priced taxpayer-funded drugs. While both proponents and critics of the new rules view them as having broad scope, march-in rights can be exercised only on patents that result from federally funded research, and they can enable generic entry only if all patents on a drug were public-sector patents. In this paper, we examine the feasibility of using march-in rights to lower pharmaceutical prices by examining patents on drugs approved by the U.S. Food and Drug Administration (FDA) from 1985 to 2022. Our primary analyses focus on the 883 new molecular entities with at least one patent listed in the FDA's Orange Book since 1985. While 9 percent of these drugs have a public-sector patent, only 2.5 percent have only public-sector patents. While the new march-in rules could be a tool to lower prices for a few drugs, their overall impact on prices or expenditures will likely be limited. In addition to the updated analyses, we provide links to the data used in the analyses

    Attribute-based subsidies (ABS) are commonly used to promote the diffusion of energy-efficient products, whose manufacturers often wield significant market power. We develop a theoretical framework for the optimal design of ABS to account for endogenous product attributes, environmental externalities, and market power. We then estimate an equilibrium model of China's vehicle market under ABS and conduct counterfactual simulations to evaluate the welfare impacts of various subsidy designs. Compared to the uniform subsidies, ABS lead to higher product quality and are more effective in mitigating quantity distortions, albeit with a modest environmental cost. Between 42% to 62% of welfare gains under ABS relative to uniform subsidies are attributed to more desirable product attributes, with the remainder explained by reductions in market power distortions. Allowing subsidy redistribution through product-level subsidies, as suggested by our theoretical model, further enhances welfare gains by an additional 34% to 62%. Among the ABS designs, China's notched subsidy design based on driving range leads to vehicle downsizing that undermines welfare benefits. Subsidies based on battery capacity, as implemented in the U.S., achieve the highest welfare gains by effectively balancing market power and environmental impacts

    Does emergency credit prevent long-term financial distress? We study the causal effects of government-provided recovery loans to small businesses following natural disasters. The rapid financial injection might enable viable firms to survive and grow or might hobble precarious firms with more risk and interest obligations. We show that the loans reduce exit and bankruptcy, increase employment and revenue, unlock private credit, and reduce delinquency. These effects, especially the crowding-in of private credit, appear to reflect resolving uncertainty about repair. We do not find capital reallocation away from neighboring firms and see some evidence of positive spillovers on local entry

    While there is increasing consensus in the academic debate on the regressive nature of energy subsidies and the necessity to reduce them, this is much less so for food subsidy reforms – not least because of the positive impact of food subsidies for food security. They make food affordable even for lower-income households, and therefore they are often important for the well-being of this group. In addition, food subsidy reforms can be designed in different ways and have quite different effects. Badly designed programmes may cause more harm than good. Many countries in the world, including in the MENA region, struggle thus with the question of whether, and under which conditions, it is recommendable to reduce food subsidies. This discussion paper examines the most recent experience of food subsidy reform in Iran in order to derive some lessons for food subsidy reforms elsewhere. Iran has a long history of providing general commodity subsidies, including for energy and food items, and it has attempted several waves of subsidy reforms in the past three decades, most notably in 2010 (energy and bread) and 2019 (petrol), whereby it established a nationwide direct cash transfer system. However, given the political and economic circumstances, subsequent administrations have returned to different kinds of consumer subsidies, which have required further reforms. The most recent form of food subsidy was the preferential foreign exchange rate (PFER) policy, which allocated about US$100 billion of the government’s foreign exchange reserves with a fixed rate (far below the market rate) – during the four years following the unilateral withdrawal of United States from the Iran nuclear deal in 2018 – to import food and other basic commodities. Finally, the Raisi administration abolished the PFER policy in May 2022 and started to redistribute what it saved from the consumer subsidy cuts through the Just Distribution of Subsidies Scheme (JDSS), which is actually a targeted direct cash transfer scheme. The main question of this discussion paper is: Under which conditions is a reduction or full elimination of food subsidies recommendable, given the experiences of Iran with its most recent reform (the replacement of consumer subsidies by targeted direct cash transfers paid out by the JDSS), and what challenges might such a reform entail? A secondary analysis of national data on “household expenditures” and “price index” is used to calculate future changes in household living expenditures in the short and medium terms, and to determine winners and losers of the new policy. Moreover, a thematic analysis of published contents (interviews, columns, articles and public speeches) about the scheme from key experts – before and after the launch of the scheme – is used to map out various aspects of the successes and failures of the scheme. Our findings indicate that the way food subsidy reforms are designed and at what moment they are implemented matter a lot with regard to their effects. In the Iranian case, several factors could undermine the success of the recent food subsidy reform. First, ignoring the framework conditions of reform – including both international and domestic factors (such as economic instability, diminishing vertical trust, a lack of smooth foreign relations, budget deficit and low standards of good governance) – can jeopardise the reform or nullify its effects. Second, the lack of an “indexation element” (for the level of cash transfers) in an environment of continually increasing inflation and currency devaluation lead to a rapid decline in the purchasing power of cash transfers. Third, implementation shortcomings, such as targeting errors (due to weaknesses of the Iranians’ Welfare Database), delivery deviations and a lack of transparency, lead to serious levels of mistrust. Ultimately, all of the above-mentioned challenges in the design and implementation of the scheme seem to hamper its objectives with regard to food security, poverty reduction, promotion of income equality and the abolition of corruption. As a consequence we recommend that policy-makers (i) bear in mind the effect of national and international framework conditions (such as uneven international relations, economic situation, high inflation, diminishing vertical trust and chronic budget deficits) on the possible success of the reform; (ii) consider prioritising other, more urgent economic reforms (such as reforming the budgeting, banking and taxation systems) instead of reforming food subsides, which may be vital for the food security of the lowest income groups of the population; (iii) set an “indexation element” in the scheme and raise the cash amount and/or provide a fixed package of food items in a timely manner; (iv) control for possible targeting errors in the compensation element of the food subsidy reform before launching the scheme and during its implementation; and (v) make sure that any scheme that is meant to compensate for the subsidy cuts, such as a direct cash transfer scheme, is well-embedded in the overall social protection system of the country.
