    With the benefit of hindsight, this paper provides a fresh and comprehensive look at the causes of the 2014-16 collapse in oil prices and its impact on the global economy. It disentangles the contribution of supply and demand factors, assesses the impact on activity in oil exporters and oil importers, and reviews policy responses in these countries. The main conclusions are: (i) the decline in oil prices was predominantly triggered by supply factors, particularly rapid efficiency gains in U.S. shale oil production, but softening demand prospects played a substantial role as well; (ii) the short-term benefits of falling oil prices for the global economy were muted by economic rebalancing in China, a low responsiveness of activity in other oil-importing emerging markets, and a sharp slowdown in U.S. investment as energy sector activity declined and a the U.S. dollar strengthened; (iii) oil exporters with flexible exchange rates and relatively large fiscal buffers fared better than others, but most oil-exporting economies still face significant policy challenges as their medium-term prospects for growth and fiscal revenues have deteriorated; (iv) fundamental changes in the oil market make a return to the oil price levels of the early 2010s unlikely, pointing to the need for accelerated reforms, particularly among oil exporters

    Public support for metal extraction and processing has received little attention relative to that for the agriculture, energy, or fisheries sectors. That is perhaps surprising given the potentially environmental harmful character of metal extraction and processing, and the emerging interest in transitioning to a more resource efficient and circular economy. This report addresses this knowledge gap by mapping out the most common forms of support provided for primary metals (produced from mineral ores) and secondary metals (produced from scrap).

    The Thesis investigates the interface between State aid law and public procurement law with an emphasis on analysing when the award of public contracts by contracting authorities constitutes State aid within the meaning of Article 107(1) TFEU. Article 107(1) TFEU prohibits any aid granted by a Member State or through State resources in any form whatsoever which distorts or threatens to distort competition by favouring certain undertakings or the production of certain goods, in so far as it affects trade between Member States. Award of public contracts is governed by procedural rules laid down in the public procurement Directives which lay out specific rules and procedures for the award of public contracts. Furthermore, public contracts can - under specific circumstances - be awarded directly without the conduct of a tender procedure. These situations are referred to as legal direct award of contract. A contract can be legally awarded without the conduct of a tender procedure, e.g. when the value of the contract is below the thresholds set out in the Directives. Finally, situations might occur where the award of a contract directly to an economic operator falls under the scope of the procurement Directives and thus should have happened through a tender procedure. Such situations are referred to as illegal direct award of contracts. This Thesis analyses the extent to which State aid rules apply in the abovementioned situations.

    The effects of six common forms of fisheries support are estimated using a bioeconomic model of the global fishery. The results show that all have the potential to provoke overfishing, to lead to fish stocks being overfished, to encourage illegal, unreported or unregulated (IUU) fishing and to increase fleet capacity, but that their effects can vary significantly both in scale and how they are distributed at the fleet level. The fisheries management system can mitigate, though not entirely eliminate, these impacts. Supports based on reducing the cost of inputs purchased by fishers provoke the greatest increase in fishing effort, with associated risks of overfishing. This includes fuel subsidies, which are also shown to deliver less than 10% of their value in actual benefits to fishers in some cases, making them the least effective means of transferring income to fishers of those evaluated. Payments based on improving fishers’ business operations provided the greatest benefit to fishers and had relatively less tendency to increase fishing effort. If only USD 5 billion in fuel support was converted into support of this type, fishers would see increased income of more than USD 2 billion, while at the same time reducing effort and improving fish stocks. Such a change would also provide relatively more benefit to smaller fishers.

    The effects of six common forms of fisheries support are estimated using a bioeconomic model of the global fishery. The results show that all have the potential to provoke overfishing, to lead to fish stocks being overfished, to encourage illegal, unreported or unregulated (IUU) fishing and to increase fleet capacity, but that their effects can vary significantly both in scale and how they are distributed at the fleet level. The fisheries management system can mitigate, though not entirely eliminate, these impacts. Supports based on reducing the cost of inputs purchased by fishers provoke the greatest increase in fishing effort, with associated risks of overfishing. This includes fuel subsidies, which are also shown to deliver less than 10% of their value in actual benefits to fishers in some cases, making them the least effective means of transferring income to fishers of those evaluated. Payments based on improving fishers’ business operations provided the greatest benefit to fishers and had relatively less tendency to increase fishing effort. If only USD 5 billion in fuel support was converted into support of this type, fishers would see increased income of more than USD 2 billion, while at the same time reducing effort and improving fish stocks. Such a change would also provide relatively more benefit to smaller fishers.

    Der Freistaat Sachsen hat in der Vergangenheit erheblich von Fördermitteln des Bundes und der Europäischen Union profitieren können. Diese dürften in den kommenden Jahren aber deutlich zurückgehen. In dieser Studie im Auftrag der Sächsischen Staatskanzlei erarbeiten wir für den Freistaat Sachsen auf Basis einer SWOT-Analyse und einer Abschätzung zur künftigen Fördermittelausstattung aus den ESI-Fonds Handlungsstrategien zur Priorisierung politischer Ausgabenfelder. Im Ergebnis sollte die künftige sächsische Förderpolitik insbesondere die Stärken und Chancen der sächsischen Wirtschaft in den Fokus nehmen. Besonders bedeutsam dürften demnach Ausgaben für Bildung, Forschung, Innovation und Infrastrukturinvestitionen sein. The Free State of Saxony will face substantial reductions of financial support from both the federal government and from the European Union for its operational programs. On behalf of the State Chancellery of Saxony, we develop strategies for the Saxon funding policies. Our results are based on a SWOT analysis and an estimation of future ESI funds. Resulting from this, the Saxon funding policy should focus on its economic strengths and opportunities. According to this, public expenditures in the field of education, research and innovation as well as investments in public infrastructure should be particularly important.
