    Diese Dissertation umfasst drei Artikel, die staatliche Zuschüsse und Spenden an wohltätige Organisationen untersuchen. Der erste Artikel beschäftigt sich mit Steuerhinterziehung durch den Bezug von Subventionen aufgrund falsch deklarierter Spenden. Diese Studie unterscheidet zwischen einer "Rebate"- und "Match"-Subvention. Die Rebate-Subvention wird von den Spendern und die Match-Subvention von den wohltätigen Organisationen bezogen. In einem theoretischen Modell wird zunächst Steuerhinterziehung in Zusammenhang mit Spenden gebracht. Anschließend wird in einem Experiment getestet, ob die Spendenangaben der Probanden die tatsächlichen Spenden überschreiten. Die Ergebnisse zeigen, dass unter der Rebate-Subvention ein höherer Anteil hinterzogen wird als unter der Match-Subvention. Eine höhere Wahrscheinlichkeit einer Überprüfung der Spendenangaben hat keinen Einfluss auf die Spendenangaben unter der Rebate-Subvention, verringert die Falschangaben jedoch unter der Match-Subvention. Der zweite Artikel untersucht die optimale Subventionsrate von Spenden an wohltätige Organisationen unter Berücksichtigung von Steuerhinterziehung durch falsch deklarierte Spenden. Die Untersuchung unterscheidet zwischen Selbstdeklarierung der Spenden von den Subventionsbeziehern und Angaben von Dritten. Die Analyse zeigt, dass die optimal gewählte Subvention entscheidend von derWahrscheinlichkeit Steuerhinterziehung zu entdecken abhängt. Falls eine Erhöhung der Subvention zu einem stärkeren Anstieg an Steuerhinterziehung führt, verringert sich die optimale Subventionsrate bei Selbstdeklarierung von Spenden, während sich die optimale Subventionsrate bei Angaben von Dritten erhöhen kann. Der dritte Artikel schätzt ob direkte Staatszuschüsse an Wohltätigkeitsorganisationen eine Verringerung der Spendeneinnahmen zur Folge hat ("Crowding Out"). Bisherige empirische Arbeiten zu diesem Thema basieren auf der Annahme, dass die privaten Spender über Staatszuschüsse an die Organisationen Bescheid wissen. Meine Schätzungen zeigen, dass es nur dann zu einer Reduktion von Spendeneinnahmen aufgrund eines Staatszuschusses kommt, wenn die Jahresberichte der Wohltätigkeitsorganisationen online leicht verfügbar sind. Crowding Out wird nicht durch eine Verringerung der Fundraisingaufwendungen der Wohltätigkeitsorganisationen in Folge eines Staatszuschusses begründet.

    Understanding who benefits from fuel price subsidies and the welfare impact of increasing fuel prices is key to designing, and gaining public support for, subsidy reform. This paper updates evidence for developing countries on the magnitude of the welfare impact of subsidy reform and its distribution across income groups, incorporating more recent studies and expanding the number of countries. These studies confirm that a very large share of benefits from price subsidies goes to high-income households, further reinforcing existing income inequalities. The results can also help to approximate the welfare impact of subsidy reform for countries where the data necessary for such an analysis is not available

    Getting tax and transfer systems to efficiently deliver sufficient revenues to achieve macroeconomic targets, address goals in re-distribution and social welfare, encourage employment, accommodate business-competitiveness concerns and incorporate environmental issues is difficult. In Australia, slowing economic growth in the wake of the mining boom has sharpened the trade-offs and brought into focus the importance of encouraging broad-based advances in employment and productive capacity while also dealing with other long-term challenges, in particular population ageing and greenhouse-gas emission reduction. This review particularly recommends shifting away from income taxation to indirect taxation, for instance by raising more revenue from the Goods and Services Tax. The report also advises caution in some recent welfare-reform proposals, and advocates broad support for business rather than targeted subsidies and other forms of corporate welfare. As regards environmental policies, the report comments on the proposed Emission Reduction Fund for reducing greenhouse gases and supports reform to vehicle-related taxation.     This paper examines water challenges, a growing global concern with adverse economic and social consequences, and discusses economic policy instruments. Water subsidies provided through public utilities are estimated at about $456 billion or 0.6 percent of global GDP in 2012. The paper suggests that getting economic incentives right, notably by reforming water pricing, can go a long way towards encouraging more efficient water use and supporting needed investment, while enabling policies that protect the poor. It also discusses pricing reform options and emphasizes an integrated and holistic approach to manage water, going beyond the water sector itself. The IMF can play a helpful role in ensuring that macroeconomic policies are conducive to sound water management.     This report develops an analytical framework that assesses the macroeconomic, environmental and distributional consequences of energy subsidy reforms. The framework is applied to the case of Indonesia to study the consequences in this country of a gradual phase out of all energy consumption subsidies between 2012 and 2020. The energy subsidy estimates used as inputs to this modelling analysis are those calculated by the International Energy Agency, using a synthetic indicator known as “price gaps”. The analysis relies on simulations made with an extended version of the OECD’s ENV-Linkages model. The phase out of energy consumption subsidies was simulated under three stylised redistribution schemes: direct payment on a per household basis, support to labour incomes, and subsidies on food products. The modelling results in this report indicate that if Indonesia were to remove its fossil fuel and electricity consumption subsidies, it would record real GDP gains of 0.4% to 0.7% in 2020, according to the redistribution scheme envisaged. The redistribution through direct payment on a per household basis performs best in terms of GDP gains. The aggregate gains for consumers in terms of welfare are higher, ranging from 0.8% to 1.6% in 2020. Both GDP and welfare gains arise from a more efficient allocation of resources across sectors resulting from phasing out energy subsidies. Meanwhile, a redistribution scheme through food subsidies tends to create other inefficiencies. The simulations show that the redistribution scheme ultimately matters in determining the overall distributional performance of the reform. Cash transfers, and to a lesser extent food subsidies, can make the reform more attractive for poorer households and reduce poverty. Mechanisms that compensate households via payments proportional to labour income are, on the contrary, more beneficial to higher income households and increase poverty. This is because households with informal labour earnings, which are not eligible for these payments, are more represented among the poor. The analysis also shows that phasing out energy subsidies is projected to reduce Indonesian CO2 emissions from fuel combustion by 10.8% to 12.6% and GHG emissions by 7.9% to 8.3%, in 2020 in the various scenarios, with respect to the baseline. These emission reductions exclude emissions from deforestation, which are large but highly uncertain and for which the model cannot make reliable projections.

    The recent surge in competition between state and private firms in global markets calls for a reflection on how to minimise any potentially distortionary effects on international trade and investment created by state enterprises while at the same time restraining any undue protectionist policy responses directed at them. This paper provides an assessment of the extent and nature of existing and potential problems as well as a stocktaking of regulatory approaches that can be used to alleviate them. The new empirical evidence on the extent and nature of existing problems presented in this paper comes from the OECD Business Survey on State Influence on Competition in International Markets conducted on 157 firms in 2014. The characterisation of the regulatory landscape draws on the information contained in the OECD Database on National Practices and Regulations with Respect to State Enterprises which comprises 41 indicators covering relevant practices and regulations across 43 countries. In conclusion, cross-border effects of state enterprises remain an important policy issue but views on how to obtain a more level international playing field differ across countries. Further consideration of the definition of entities which should be the focus of guidance of potential international disciplines would be an important area for future exploration and, crucially, would require greater transparency both from the governments and the entities under their influence. These discussions should not be limited only to state-owned entities, but should be extended to a broader spectrum of state firms. In the meantime, it is important that governments neither use state enterprises to influence competition in international markets, nor unduly discriminate against foreign state enterprises that trade and invest according to market principles.

    Using a natural experiment from Germany, we show that temporary place-based subsidies generate persistent effects on economic density. We identify employment and capital formation as main channels for higher income per square kilometer. As the spatial regression discontinuity design allows us to control for all spatially-continuous determinants of agglomeration (e.g. home-market effects, knowledge spillovers), we attribute an important role to capital formation in explaining persistent spatial patterns of economic activity. However, estimates of externalities at the treatment border point to small net effects of the policy. We find strong evidence that pre-treatment land owners have benefitted substantially from the program and that transfers have shown larger effects in high-density places. Finally, accounting for regional subsidies raises the causal effect of market access for economic development as identified in Redding and Sturm (2008) by about 45 percent.

    Since January 2005, European energy-intensive sectors are double regulated. Their energy consumption is covered both by the Energy Taxation Directive and the European Union Emission Trading Scheme Directive. To address the risk of carbon leakage and competitiveness loss following from EU climate change policy different State aid regimes are available to deal with direct and indirect emission costs. This paper assesses the coherence of this regulatory overlap and performs a critical analysis of its effects. Following this analysis it is concluded that some changes to EU climate change regimes are required to improve their environmental impact and cost-efficiency. The first-best option seems to be an obligatory EU-wide exemption from national energy taxation (both regarding energy and emissions tax components) for all sectors covered by the EU ETS together with an EU-wide energy tax, which would replace the previous national ones. The ETS dilemma could then be addressed by charging a higher tax rate on the power sector
