    Uma constatação do trabalho foi a de que nas cinco concessões realizadas pelo governo federal ocorreu um crescimento real das tarifas de pedágio. O estudo observou que os persistentes ganhos reais nas tarifas de pedágio ao longo do tempo estão relacionados às normas dos contratos de concessão de rodovias, especialmente da que trata do equilíbrio econômico-financeiro, que foi estudado e operacionalizado. Por outro lado, observou-se a necessidade de um tratamento mais equânime em relação ao interesse dos consumidores, pois o conceito de modicidade tarifária não teve a atenção devida. Pelo exposto, os autores propuseram um novo conceito para Modicidade das Tarifas. Por este conceito, a modicidade das tarifas passaria a ser definida pelo lado da receita, isto é, receitas adicionais às prevista
