    South Korea has boasted one of the world's most successful economies since the end of World War II. The South Korean labor market has recovered quickly from the depths of the Asian crisis in 1998, and has since remained surprisingly sound and stable. The unemployment rate has remained relatively low, and average real earnings have steadily increased. The South Korean labor market was resilient in the wake of the global financial crisis. However, there are issues that require attention, including high earnings inequality, an aging labor force, increasing part-time jobs, and rising youth unemployment rates.

    The North Korean economy has been a statistical black hole for decades but is undergoing substantial transformations. Rapid post-war industrialisation was not sustained beyond the mid-1960s and South Korea’s economy far outpaced North Korea’s during the next three decades, during which trend growth declined and turned negative as Soviet support ended and the terms of trade with China became less friendly. Today, GDP in North Korea is reportedly lower than in 1990, notwithstanding a larger population, and gross national income per capita is probably down to only a tiny fraction of South Korea’s.

    The European Commission identified trade policy as a core component of the European Union's 2020 Strategy. The fast changing global economy, characterised by the dynamic creation of business opportunities and increasingly complex production chains, means that it is now even more important to fully understand how global value chains affect value added. Gathering comprehensive, reliable and comparable information on this is crucial to support evidence-based policymaking. Guided by that objective, the European Commission's Joint Research Centre (JRC) has produced this publication. It aims to be a valuable tool for trade policymakers. The report features a series of indicators to illustrate in detail the EU value added dependence on the final demand of each EU Member State, and the value added in each Member State depending on the EU final demand as a whole. This is done using the World Input-Output Database (WIOD), 2016 release, as the main data source. This information has been complemented with data on labour compensation by skill and gender from other sources such as EUKLEMS. Besides, indicators have been also included to account for the inter-dependence between the EU and other world economies. Most indicators cover the period 2000-2014 but, due to data constraints, the indicators on labour compensation by skill and gender are only available from 2008 onwards. The geographical breakdown of the data includes the 28 EU Member States, Australia, Brazil, Canada, China, India, Indonesia, Japan, Mexico, Norway, Russia, South Korea, Switzerland, Turkey, Taiwan, the United States of America, and an aggregate "Rest of the World" region. The information presented in this pocketbook is complemented with a software tool for analyses of global value chains, trade, income and employment. This tool enables a more detailed analysis of the different indicators related to global value chains and includes additional data management and visualization options.

    The paper discusses the role of government policies and related support services in the formation of start-up businesses in South Korea. Start-ups can infuse an economy with renewed vigor, but it is questionable how Korea, an economy that has been dependent on a few large conglomerates in the past, can successfully encourage such start-up dynamism. The paper traces the economic history of start-ups and venture businesses in Korea and highlights its current situation. The analysis then focusses on explaining the start-up support policies, both on the level of central government and of the regions, paying attention to the intertwined role of the venture capital industry. A number of major obstacles are identified, in particular the ambiguous effects of social networks, the widespread risk aversion among potential entrepreneurs, the shortage of exit opportunities and the pronounced regional imbalances. The authors conclude that financial support measures should be streamlined, that the state should focus on creating appropriate framework conditions and that the regions should be given more independence from central government to choose their own path of development.

    Taiwan and South Korea are generally considered to be more successful than many others in containing the spread of Covid-19. Three basic and interrelated factors have led to their success so far: efficient governance, high quality of medical research and health care, and a smart use of digital technologies. In a generalized form the same capacities - an efficient governance system, high quality research and public services and highly advanced digital skills and infrastructures - are key attributes of an adaptive and resilient business and investment environment capable of dealing with the increasing systemic and idiosyncratic societal and economic challenges in a highly globalized world. The demonstration of Taiwan's and South Korea's competence in the Covid-19 crisis should thus help them gain an advantage in attracting more FDI in the future. Taiwan und Südkorea gelten als besonders erfolgreich bei der Eindämmung von Covid-19. Drei sich ergänzende grundlegende Faktoren haben maßgeblich zu ihrem bisherigen Erfolg beigetragen: eine effiziente Regierungstätigkeit beim Umgang mit der Krise,, eine hohe Qualität der medizinischen Forschung und Gesundheitsversorgung und eine intelligente Nutzung digitaler Technologien. In verallgemeinerter Form sind dieselben Eigenschaften - ein effizientes Regierungssystem, hochwertige Forschung und qualitative öffentliche Dienste sowie hoch entwickelte digitale Fähigkeiten und Infrastrukturen - Schlüsselfaktoren eines anpassungs- und widerstandsfähigen Geschäfts- und Investitionsumfelds, das in der Lage ist, den zunehmenden systemischen und idiosynkratischen gesellschaftlichen und wirtschaftlichen Herausforderungen einer stark globalisierten Welt erfolgreich zu begegnen. Die in der Covid-19-Krise nachgewiesene Kompetenz dürfte Taiwan und Südkorea daher für die Zukunft einen Vorteil bei der Anziehung ausländischer Direktinvestitionen verschaffen.

    The North Korean economy has been a statistical black hole for decades but is undergoing substantial transformations. Rapid post-war industrialisation was not sustained beyond the mid-1960s and South Korea’s economy far outpaced North Korea’s during the next three decades, during which trend growth declined and turned negative as Soviet support ended and the terms of trade with China became less friendly. Today, GDP in North Korea is reportedly lower than in 1990, notwithstanding a larger population, and gross national income per capita is probably down to only a tiny fraction of South Korea’s.
