    Gender budgeting is an approach to fiscal policy and administration that integrates considerations of women's equality and advancement into the budget. Latin American countries have undertaken diverse gender budgeting initiatives, most of them addressing public expenditures. This paper surveys and assesses some key initiatives, including those in Mexico, Mexico City, Ecuador, Bolivia, and El Salvador, and briefly summarizes others. The five key initiatives offer different perspectives on how countries approach gender budgeting. We find that these initiatives are contributing to the reduction of gender inequality and the advancement of women in Latin America, though there is scope to strengthen them

    This study analyzes Cabo Verde's demographic transition from the perspective of gender equality. As the pace of the demographic transition slows, promoting gender equality and increasing women's labor force participation will be progressively more important in enhancing otherwise slow-growth dynamics, reducing poverty, and improving the lives of all, women and men. The study investigates gender gaps in the labor market participation rate, employment conditions, and the use of time dedicated to unpaid work. It also discusses policy options to decrease the time women spend on unpaid work, enhance their employability, and enable them to secure employment. Overall, this study contributes to the debate on how better to manage the potential dividends resulting from demographic transitions on the still young but rapidly aging African continent

    This study investigates the effect of gender budgeting in India on gender inequality and fiscal spending. Gender budgeting is an approach to budgeting in which governments use fiscal policies and administration to address gender inequality and women's advancement. There is little quantitative study of its impact. Indian states offer a relatively unique framework for assessing the effect of gender budgeting. States with gender budgeting efforts have made more progress on gender equality in primary school enrollment than those without, though economic growth appears insufficient to generate equality on its own. The implications of gender budgeting for fiscal spending were more ambiguous

    This Selected Issues paper discusses measures needed for structural transformation in Sri Lanka. The government has ambitious plans to achieve upper middle-income country status in 2025 by transforming Sri Lanka in an Indian Ocean Hub for trade, investment, and services. Stable and transparent regulatory systems would make Sri Lanka's business environment more attractive for long-term investment and support trade integration. Reviewing trade barriers and developing a phased and sequenced strategy for gradual removal of restrictions is a first necessary step toward enabling more competitive trade. In this regard, the authorities' decision to gradually rationalize para-tariffs and set up automated approval systems is a welcome step. Ongoing open consultative processes on reform strategies can also help building public consensus in support of these important objectives

    Gender gaps in womens' economic opportunities-labor market and entrepreneurship-have remained high in India. Lack of adequate collateral limits women entrepreneurs' ability to access formal finance, leaving them to rely on informal sources, constraining their growth. A small-open economy DSGE model is built to investigate the long-run macroeconomic impacts from closing gender gaps in financial access. Results suggest that an increase in women entrepreneurs access to formal credit results in higher female entrepreneurship and employment, which boosts India's output by 1.6 percent. However, regulations and gender-specific constraints in the labor market limit potential gains as females' access to quality jobs in the formal sector remains restricted. The paper shows that the factors influencing the number of females are different from those influencing the share of females in formal economic activity. Combining gender-targeted financial inclusion policies with policies that lower constraints on formal sector employment could boost India's output by 6.8 percent

    In sub-Saharan Africa women work relatively more in the informal sector than men. Many factors could explain this difference, including women's lower education levels, legal barriers, social norms and demographic characteristics. Cross-country comparisons indicate strong associations between gender gaps and higher female informality. This paper uses microdata from Senegal to assess the probability of a worker being informal, and our main findings are: (i) in urban areas, being a woman increases this probability by 8.5 percent; (ii) education is usually more relevant for women; (iii) having kids reduces men's probability of being informal but increases women's

    Using individual level data on task composition at work for 30 advanced and emerging economies, we find that women, on average, perform more routine tasks than men?tasks that are more prone to automation. To quantify the impact on jobs, we relate data on task composition at work to occupation level estimates of probability of automation, controlling for a rich set of individual characteristics (e.g., education, age, literacy and numeracy skills). Our results indicate that female workers are at a significantly higher risk for displacement by automation than male workers, with 11 percent of the female workforce at high risk of being automated given the current state of technology, albeit with significant cross-country heterogeneity. The probability of automation is lower for younger cohorts of women, and for those in managerial positions

    This Selected Issues paper reviews West African Economic and Monetary Union's (WAEMU) regional macroeconomic surveillance framework to control all sources of debt accumulation and ensure debt sustainability. WAEMU's regional surveillance framework aims at ensuring the sustainability of national fiscal policies and their consistency with the common monetary policy. While fiscal deficits have been the main driver of public debt across WAEMU member countries, the size of residual factors has varied greatly among these countries. The WAEMU Macroeconomic Surveillance Framework would benefit from adjustments to more effectively set the region's public debt on a sustainable path. In addition, beyond adhering to the WAEMU fiscal deficit rule, member countries must curb below-the-budget-line operations. This would require improved monitoring of fiscal risks and the building of adequate budget provisions to address such risks before they materialize. Improved Treasury practices would also help eliminate the recourse to pre-financing arrangements and tighten control over expenditure. Public dissemination of the WAEMU progress report and strengthened peer-to-peer learning among member countries could improve the momentum for reforms

    This paper examines trends in indicators of gender equality and women's development, using evidence derived from individual indicators and gender equality indices. We extend both the United Nations Development Program's Gender Development Index and Gender Inequality Index to examine time trends. In recent decades, the world has moved closer to gender equality and narrowed gaps in education, health, and economic and political opportunity; however, substantial differences remain, especially in South Asia, the Middle East, and sub-Saharan Africa. The results suggest countries can make meaningful improvements in gender equality, even while significant income differences between countries remain

    This paper examines the macroeconomic interaction between informality and gender inequality in the labor market. A dynamic stochastic general equilibrium model is built to study the impact of gender-targeted policies on female labor force participation, female formal employment, gender wage gap, as well as on aggregate economic outcomes. The model is estimated using Bayesian techniques and Indian data. Although these policies are found to increase female labor force participation and output, lack of sufficient formal job creation due to labor market rigidities leads to an increase in unemployment and informality, and further widens gender gaps in formal employment and wages. Simultaneously implementing such policies with formal job creating policies helps remove these adverse impacts while also leading to significantly larger gains in output

    This study shows empirically that gender inequality and income inequality are strongly interlinked, even after controlling for standard drivers of income inequality. The study analyzes gender inequality by using and extending the United Nation’s Gender Inequality Index (GII) to cover two decades for almost 140 countries,. The main finding is that an increase in the GII from perfect gender equality to perfect inequality is associated with an almost 10 points higher net Gini coefficient. For advanced countries, with higher gender equity in opportunities, income inequality arises mainly through gender gaps in economic participation. For emerging market and developing countries, inequality of opportunity, in particular in education and health, appear to pose larger obstacles to income equality.     This Staff Discussion Note examines the effect of gender-based legal restrictions and other policy choices and demographic characteristics on female labor force participation. Drawing on a large and novel panel data set of gender-related legal restrictions, the study finds that restrictions on women's rights to inheritance and property, as well as legal impediments to undertaking economic activities such as opening a bank account or freely pursuing a profession, are strongly associated with larger gender gaps in labor force participation. These factors have a significant additional impact on female labor force participation over and above the effects of demographic characteristics and policies. In many cases, the gender gaps caused by these restrictions also have macro-critical effects in terms of an impact on GDP. The results from this study suggest that it would be beneficial to level the playing field by removing obstacles that prevent women from becoming economically active if they choose to do so. In recommending equal opportunities, however, this study does not intend to render a judgment of countries' broadly accepted cultural and religious norms

    Both Japan and Korea are trying to boost female labor force participation (FLFP) as they face the challenges of a rapidly aging population. Though FLFP has generally been on a rising trend, the female labor force in both countries is skewed towards non-regular employment despite women's high education levels. This paper empirically examines what helps Japan and Korea to increase FLFP by type (i.e., regular vs. non-regular employment), using the SVAR model. In so doing, we compare these two Asian countries with two Nordic countries Norway and Finland. The main findings are: (i) child cash allowances tend to reduce the proportion of regular female employment in Japan and Korea, (ii) the persistent gender wage gap encourages more non-regular employment, (iii) a greater proportion of regular female employment is associated with higher fertility, and (iv) there is a need for more public spending on childcare for age 6-11 in Japan and Korea to help women continue to work

    A growing body of empirical evidence suggests that inequality-income or gender related-can impede economic growth. Using dynamic panel regressions and new time series data, this paper finds that both income and gender inequalities, including from legal gender-based restrictions, are jointly negatively associated with per capita GDP growth. Examining the relationship for countries at different stages of development, we find that this effect prevails mainly in lower income countries. In particular, per capita income growth in sub-Saharan Africa could be higher by as much as 0.9 percentage points on average if inequality was reduced to the levels observed in the fastgrowing emerging Asian countries. High levels of income inequality in sub-Saharan Africa appear partly driven by structural features. However, the paper's findings show that policies that influence the opportunities of low-income households and women to participate in economic activities also matter and, therefore, if well-designed and targeted, could play a role in alleviating inequalities

    This study investigates the effect of gender budgeting in India on gender inequality and fiscal spending. Gender budgeting is an approach to budgeting in which governments use fiscal policies and administration to address gender inequality and women's advancement. There is little quantitative study of its impact. Indian states offer a relatively unique framework for assessing the effect of gender budgeting. States with gender budgeting efforts have made more progress on gender equality in primary school enrollment than those without, though economic growth appears insufficient to generate equality on its own. The implications of gender budgeting for fiscal spending were more ambiguous

    The Brazilian Constitution provides a remarkable set of social rights, including the right to housing. Despite this fact, struggles for decent living conditions have become key issues in the daily urban lives of many people in Brazil. Contesting the differentiated access to housing, social movements occupy empty buildings in the cities to challenge historically-rooted and excluding urban politics. Exploring the occupants' agency, Bea Wittger draws attention to the important role of female actors within the buildings. Through oral histories of participants of two squats in Rio de Janeiro, the book delivers a deep insight "from below" into their own perspectives on citizenship and gender.
