    "The Rothbarth model of intrahousehold resource allocation has consistently failed to detect child gender bias in many applications over the past two decades. This paper challenges the current consensus that the Rothbarth method is not effective in revealing child gender bias from consumption behavior of adults. It proposes an approach to the Rothbarth model that restricts its application to samples of nuclear households, and employs an index of child gender based on the number of children in the household and related to a specific selective mechanism of discrimination. It demonstrates the effectiveness of this approach with an application to a 2005-06 Ethiopian consumption survey of 21,299 households conducted by Ethiopia's Statistical Authority, covering both urban and rural areas. The paper presents the first clear and extensive evidence of discrimination against girls by all four adult goods employed, and the outcome persists, in various degrees, when reexamined with a lower definition of child age, and with female-headed households. The findings provide support for gender-based policies in child-health and education in Ethiopia. "--World Bank web site

    This paper analyses the gender wage gaps by education throughout the wage distribution in Spain using individual data from the ECHP (1999). Quantile regressions are used to estimate the wage returns to the different characteristics at the more relevant percentiles and a suitable version of the Oaxaca-Blinder decomposition is then implemented to estimate the component of the gender gap not explained by different characteristics. Our main findings are two-fold. First, in contrast with the steep pattern found for other countries, the flatter evolution of the gap in Spain hides a composition effect when the sample is split by education. On the one hand, for the group with college/tertiary education, we find a higher unexplained gap at the top than at the bottom of the distribution, in accordance with the conventional glass ceiling hypothesis. On the other, for the group with lower education, the gap is much higher at the bottom than at the top of the distribution. We label this novel pattern as glass floors and argue that it is due to statistical discrimination exerted by employers in view of the low participation rate of women in this group. Such a hypothesis is confirmed when using the panel structure of the ECHP.

    With the worldwide sweep of gender-neutral, gender-equal or gender-sensitive public laws in international treaties, national constitutions and statutes, it is timely to document the raft of legal reform and to critically analyse its effectiveness. In demarcating the academic study of the public law of gender, this book brings together leading lawyers, political scientists, historians and philosophers to examine law's structuring of politics, governing and gender in a new global frame. Of interest to constitutional and statutory designers, advocates, adjudicators and scholars, the contributions explore how concepts such as equality, accountability, representation, participation and rights, depend on, challenge or enlist gendered roles and/or categories. These enquiries suggest that the new public law of gender must confront the lapses in enforcement, sincerity and coverage that are common in both national and international law and governance, and critically and pluralistically recast the public/private distinction in family, community, religion, customary and market domains.

Der Band geht anhand aktueller Forschungsprojekte aus historisch arbeitenden Disziplinen der Frage nach, wie die Kategorie »Geschlecht« zurzeit untersucht wird und welche spezifischen Probleme und Vorzüge mit den unterschiedlichen Zugriffsweisen verbunden sind.     Would countercyclical fiscal policy during recessions improve or worsen the gender employment gap? We give an answer to this question by exploring the state-dependent impact of fiscal spending shocks on employment by gender in the G-7 countries. Using the local projection method, we find that, during recessions, a positive spending shock of 1 percent of GDP would, on average, lift female employment by 1 percent, while increasing male employment by 0.6 percent. Consequently such a shock would improve the female share of employment by 0.28 percentage point during recessions. Our findings are driven by disproportionate employment changes in female-friendly industries, occupations, and part-time jobs in response to fiscal spending shocks. The analysis suggests that fiscal stimulus, particularly during recessions, could achieve the twin objectives of supporting aggregate demand and improving gender gaps

    This Selected Issues paper estimates the macroeconomic impact of these discoveries and discusses potential fiscal frameworks for managing related revenues. Pre-production investment (2019-2021) will lead to an increase in the current account deficit; however, this will be followed by a boost to exports as hydrocarbon production comes online (2022 onward). Discoveries are important but will not lead to a major transformation of the economy, with hydrocarbons expected to make up not more than 5 percent of GDP. Fiscal revenues would average about 1.5 percent of GDP over a 25-year period and about 3 percent of GDP when production peaks. Given the relatively small gains in revenue, IMF staff recommends a fiscal framework that allows for an initial drawdown of government resources to finance large up-front investment needs, followed by an appropriate target level of the non-resource primary balance which is to serve as a medium-term fiscal anchor. Issues related to managing the volatility of resource revenues are also discussed

    It is well established that a wide range of legal impediments in countries' domestic laws have prevented women from achieving full economic empowerment, which in turn has negative macroeconomic implications. In many countries, laws often reflect and perpetuate gender norms that limit women's economic participation, and removal of these impediments through legal reform has been shown to be an effective method to catalyze greater participation of women in the economy-along with the related macroeconomic benefits. Once legal barriers are removed and provisions for more equal treatment under the law are embedded, the law can also be employed as a powerful tool to incentivize women to pursue equal opportunities, change mindsets regarding the role of women, and hold institutions and individuals accountable for achieving results. Accordingly, it is imperative for countries to focus on eliminating existing legal impediments and designing appropriate incentives to increase women's participation in the economy. This paper goes beyond previous Fund work by categorizing the key sources of laws that impede women's economic empowerment, as well as ways in which the law can be used as a tool to create behavioral changes and shifts in perceptions of women in the economy. Case studies of six countries (Iceland, Peru, Rwanda, The Philippines, Tunisia, and the United States) that rank high in gender equality in their respective regions demonstrate how legal reforms have been implemented in differing contexts to help achieve women's economic empowerment. Given the relevance to the Fund's mandate, the paper also notes the case for a stepped-up role for the IMF in advising on legal reforms that remove barriers to, and incentivize, women's economic empowerment. Although this paper highlights dominant belief systems and cultural norms that have contributed to limiting the economic empowerment of women, it does not intend to render any judgment on these systems or norms

    This paper provides an overview of the relation between tax policy and gender equality, covering labor, capital and wealth, as well as consumption taxes. It considers implicit and explicit gender biases and corrective taxation. On labor taxes, we discuss the well-established findings on female labor supply and present new empirical work on the impact of household taxation. We also analyze the impact of progressivity on pay gaps and labor supply. On capital and wealth taxation, we discuss the implications of lower effective capital income taxation on the personal income tax burden gap across genders. We show that countries with relatively low female shares of capital income and wealth also tend to tax property and inheritances particularly lightly. On consumption taxes, we cover taxes on female hygiene products and excise taxes, which we assess in relation to externalities and differences in consumption patterns across genders

    A key question in personnel economics is how best to motivate and incentivize workers. In this dissertation, I investigate how different incentive systems affect workers' effort and decision on where to work. Rewarding different aspects of workers' performance may allow firms to prioritize certain outcomes and may attract and retain different types of employees who are more or less drawn to particular contracts. Finally, certain incentive schemes may benefit or harm certain sub-groups of employees, especially when there is subjectivity introduced into the evaluation scheme.In the first chapter, joint with Tahir Andrabi, we study whether performance incentives lead to sorting of teachers. Attracting and retaining high-quality teachers has a large social benefit, but it is challenging for schools to identify good teachers ex-ante. We use teachers' contract choices and a randomized controlled trial of performance pay with 7,000 teachers in 243 private schools in Pakistan to study whether performance pay affects the composition of teachers. Consistent with adverse selection models, we find that performance pay induces positive sorting: both among teachers with higher latent ability and among those with a more elastic effort response to incentives. Teachers also have better information about these dimensions of type than their principals. Using two additional treatments, we show effects are more pronounced among teachers with better information about their quality and teachers with lower switching costs. Accounting for these sorting effects, the total effect of performance pay on test scores is twice as large as the direct effect on the existing stock of teachers, suggesting that analyses that ignore sorting effects may substantially understate the effects of performance pay.In the second chapter, joint with Tahir Andrabi, we investigate how different types of incentive pay affect employee behavior. A central challenge facing schools is how to incentivize teachers. While high-powered incentives can motivate effort, they can lead teachers to distort effort away from non-incentivized outcomes. This is one reason why most performance incentives allow for manager subjectivity. However, this subjectivity can introduce new concerns, including favoritism and bias. We study the effect of subjective versus objective performance incentives on teacher productivity using the same randomized controlled trial discussed in chapter 1. We estimate the effect of two performance raise treatments versus a control condition, in which all teachers receive the same raise. The first treatment arm is a "subjective" raise, in which principals evaluate teachers; the second treatment arm an "objective" raise based on student test scores. First, we show that both subjective and objective incentives are equally effective at increasing test scores. However, objective incentives decrease student socio-emotional development. Second, we show that these effects are likely driven by the types of behavior change we observe from teachers during classroom observations. In objective schools, teachers spend more time on test preparation and use more punitive discipline, whereas, in subjective schools, pedagogy improves. Finally, we investigate the mechanisms of these effects through the lens of a moral hazard model with multi-tasking. We exploit variation within each treatment to isolate the causal effect of contract noisiness and distortion on student outcomes. We then show that teachers perceive subjective incentives as less noisy and less distorted, and these contract features affect student outcomes, serving as key channels to explain the reduced form effects we see.Finally, in the third chapter, I explore whether managers show gender bias in their evaluation of employees, and, if so, under what circumstances. Pakistan ranks in the lowest decile in female labor force participation, and even in sectors where women are more prevalent, such as teaching, they earn 70 cents for each dollar men earn. In this chapter, I test the extent to which statistical versus financial discrimination explains these pay gaps. I use the experiment from chapter 1 and 2, which has two important random variations: i). how often managers observe a given employee and ii). whether manager evaluations affect employee's pay or are just used for feedback and see whether this changes how managers evaluate their employees. I find that managers have less gender bias the more frequently they observe a given employee and more gender bias if there is a financial stake of the manager's evaluation. While all three chapters use the same randomization design and data, each chapter is intended to be a stand-alone set of research questions, so the respective design and data description is included within each chapter.

    Unpaid work, such as caring for children, the elderly, and household chores represents a significant share of economic activity but is not counted as part of GDP. Women disproportionately shoulder the burden of unpaid work: on average, women do two more hours of unpaid work per day than men, with large differences across countries. While much unpaid care work is done entirely by choice, constraints imposed by cultural norms, labor market features or lack of public services, infrastructure, and family-friendly policies matter. This undermines female labor force participation and lowers economy-wide productivity. In this paper, we examine recent trends in unpaid work around the world using aggregate and individual-level data, explore potential drivers, and identify policies that can help reduce and redistribute unpaid work across genders. Conservative model-based estimates suggest that the gains from these policies could amount to up to 4 percent of GDP

    We examine the impact of gender equality on electoral violence in Africa using micro-level data from the sixth round of Afrobarometer surveys. The sample covers 30 countries. We find that gender equality is associated with lower electoral violence. Quantitatively, our estimates show that an increase in female-to-male labor force participation ratio by 1 percentage point is correlated with a reduction of the probability of electoral violence across the continent by around 4.2 percentage points. Our results are robust to alternative ways to measure electoral violence and gender equality, as well as to alternative specifications. The findings of this paper support the long-standing view that women empowerment contributes to the reduction of violence and underscore the urgency of addressing gender inequality in Africa

    This Selected Issues paper on Estonia examines impact of assessing competitiveness and exposure to shocks integrating global value chains (GVCs). This paper strengthens the analytical underpinnings of competitiveness assessments and exposure to shocks by incorporating GVCs. Standard real effective exchange rates (REER) indexes assume trade is only in final goods. However, like most European economies, Estonia is highly integrated into GVCs. This implies that assessments of competitiveness should consider trade in value added. Based on a structural model, the paper assesses competitiveness and exposure to trade shocks accounting for the GVC participation in Estonia. The analysis using a REER index considering the GVC architecture suggests potential competitiveness problems in Estonia. The paper also estimates the impact of overvaluation (and appreciation) of the GVC related REER measure on value added export and real GDP growth and finds observable effects. Further, trade tension induced tariff hikes may have important costs for value added produced in Estonia

    The COVID-19 pandemic will exacerbate Spain's already large inclusion gap. Responding in the recovery with policies that support social objectives should be a key priority and calls for several structural changes. This paper summarizes some of the main drivers behind the social dispersion, which pre-dates the COVID-19 crisis, and policy options. The focus is on how to address the fragmented labor market, tackle pressures on rental-housing affordability, and lower the gender pay gap.1, 2

    The COVID-19 outbreak and the measures to contain the virus have caused severe disruptions to labor supply and demand worldwide. Understanding who is bearing the burden of the crisis and what drives it is crucial for designing policies going forward. Using the U.S. monthly Current Population Survey data, this paper analyzes differences in employment responses between men and women. The main finding is that less educated women with young children were the most adversely affected during the first nine months of the crisis.The loss of employment of women with young children due to the burden of additional childcare is estimated to account for 45 percent of the increase in the employment gender gap, and to reduce total output by 0.36 percent between April and November 2020

With women accounting for fifty percent of the global population, inclusive growth can only be achieved if it promotes gender equality. Despite recent progress, gender gaps remain across all stages of life, including before birth, and negatively impact health, education, and economic outcomes for women. The roadmap to gender equality has to rely on legal framework reforms, policies to promote equal access, and efforts to tackle entrenched social norms. These need to be set in the context of arising new trends such as digitalization, climate change, as well as shocks such as pandemics

    Despite the increase in female labor force participation over the past three decades, women still do not have the same opportunities as men to participate in economic activities in most countries. The average female labor force participation rate across countries is still 20 percentage points lower than the male rate, and gender gaps in wages and access to education persist. As shown by earlier work, including by the IMF, greater gender equality boosts economic growth and leads to better development and social outcomes. Gender equality is also one of the 17 United Nations Sustainable Development Goals that 193 countries committed to achieve by 2030
