    This report synthesises the evidence on the impact of the war and its implications on food security in Africa based on country case studies covering Egypt, Ethiopia, Kenya, Morocco, Mozambique, Senegal, South Africa and Sudan, as well as Africa-wide studies utilising econometric modelling techniques. The studies examine the transmission channels of the impact of the Russia-Ukraine war on African economies and their resilience. The report finds that while direct trade exposure is low, Africa relies heavily on Russia and Ukraine for food and fertiliser imports.

    Kaliningrad Oblast was created as a war trophy and a symbol of Soviet victory over Nazi Germany in 1945/1946. For nearly seven decades, it played a strictly military role in Soviet and Russian foreign policy, mostly limited to its Baltic Sea surroundings. This changed when Vladimir Putin came back to the Kremlin for his third presidential term. With the annexation of Crimea, followed by Russia's invasion of Ukraine, the semi-exclave's visibility and importance in other geographical and topical areas increased significantly. It has become an inherent part of the so-called neoconservative project pursued by the Russian federal authorities. In this optic, Russia wages a defensive war against the West and its decadent values, pulling all of its resources together and preparing for a long-term confrontation. Kaliningrad Oblast, with seven centuries of non-Russian history, has become a showcase of this approach. It has also been put in the spotlight of this existential conflict as one of the most vulnerable regions, separated from mainland Russia by EU and NATO countries, entailing negative consequences. This report provides an overview of the situation in the Oblast as of early 2024 in five key dimensions: (1) politics, economy and demographics; (2) the Russian neo-imperial narrative; (3) international environment; (4) Russia's invasion of Ukraine of 24 February 2022; (5) security developments in the Baltic Sea region with an impact on the dynamics of EU-Russia and NATO-Russia relations, and on Denmark.

    In this paper, we consider how Russian Agriculture has developed since the constitution of the Russian Federation. The analysis is based on Oblast level data of 75 territorial units during the period from 1993 to 1998 and is focusing on technical efficiency (TE), technological change, and (both aggregated as overall index) on Total Factor Productivity (TFP). Given that the initial natural conditions were approximately constant the consistence of political programs, market reforms and restructuring were essential determinants of regional developments of TE and TFP above or below the common trend. If this assumption is widely true an investigation of responsible circumstances for these divergences seems to be an important task in the actual regional-economic research. This paper should provide a step of such an analysis - discover common trends, make divergences visible and detect Oblasts characterised by diverging trends. The results have shown that the agricultural TE and the technological change varied dramatically among regions. Beyond it, we have found a growing gap of TE among regions and a relative homogeneous negative trend of technical change resulting, altogether, in a divergence of regional agricultural TFP. Because agriculture is for many regions the fundamental source of income this fact is alarming, especially when the local agriculture becomes noncompetitiveness in comparison with other regions, actually or in future. Gegenstand dieses Papiers ist die Entwicklung der russischen Landwirtschaft seit Gründung der Russischen Föderation. Die Analyse basiert auf regional aggregierten Daten von 75 Oblasts von 1993 bis 1998 und fokussiert auf die jeweilige technische Effizienz (TE), den technologischen Wandel und, als Aggregat, auf die totale Faktorproduktivität (TFP). Vorausgesetzt die regionalen natürlichen Bedingungen sind etwa gleich geblieben, dann sind die Konsistenz politischer Programme, marktwirtschaftliche Reformen und Restrukturierung die essentiellen Determinanten über- bzw. unterdurchschnittlicher Entwicklungen von TE und TFP. Wenn dies zutrifft, dann erscheint die Untersuchung der für die regionalen Divergenzen verantwortlichen Hintergründe als ein zentrales Ziel der aktuellen regional-ökonomischen Forschung. Dieses Papier soll hierzu einen Beitrag leisten - allgemeine Trends offen legen, Divergenzen aufzeigen und Oblasts mit abweichenden Trends identifizieren. Die Ergebnisse zeigen erheblich differierende Werte sowohl bei der landwirtschaftlichen TE als auch beim technischen Wandel zwischen den einzelnen Regionen. Darüber hinaus kann man eine wachsende Disparität der TE bei einem relativ einheitlich negativen technischen Wandel feststellen, was insgesamt in eine zunehmende Divergenz der regionalen landwirtschaftlichen TFP mündet. Da die Landwirtschaft für viele Regionen die elementare Einkommensquelle darstellt, scheint dieses Faktum als durchaus alarmierend; insbesondere dann, wenn die lokale Landwirtschaft im regionalen Vergleich droht nicht mehr wettbewerbsfähig zu sein oder zu werden.

    Russia is a federation of more than 80 regions spanning across a huge territory. Natural resource endowment, inherited industrial specialization, remoteness and climate conditions contribute to large regional disparities. This paper presents an empirical framework model for assessing determinants of regional growth in Russia between 2004 and 2015 with an extension to include sub-national fiscal policies. Baseline results show convergence rates of regional GDP per capita in line with the 2% “iron law of convergence” between countries. Capital investment, and public investment in particular, is a stronger driver of regional growth than in most OECD countries. Natural-resource rich regions are growing faster, and oil price shocks have little economic impact in these regions, pointing at Russia’s centralized tax and transfer system. Subnational current government expenditure is associated with lower growth and slower regional convergence, suggesting low sub-national spending efficiency. There is also weak evidence that sub-national investment yields higher returns than federal government investment. Transfers have mixed effects depending on their nature. Budget equalization grants tend to slow regional growth as they reduce incentives to improve spending efficiency. On the other hand earmarked matching grants tend to spur growth and convergence as they direct resources towards more productive spending.

    This paper finds that informal workers are more likely to have inferior work conditions, but do not necessarily report worse subjective well-being. Starting with lower wages, but also with less regularity of hours and paid vacation, informal workers have higher incidence of envelope payments than formal workers but not of hazardous or unstable jobs. After controlling for work conditions, informal workers do not have statistically significantly lower job satisfaction and under no specification are informal workers more likely to self-assess worse health than formal workers. Finally, there is some association between informal employment and household poverty and life satisfaction, but it is not robust to changes in econometric specification or sample composition. The authors conclude that the evidence indicates that informal employment in the Russian Federation is mostly a problem of labor productivity and the design of the social protection system, but worsening wages and some association between informality and household poverty indicate that informality may also be a social equity problem

    Asia remained the largest market for energy sources in 2018. The Russian Federation has a clear vision to develop its Asian energy projects in order to provide a greater share of Asian energy imports. This paper models Russian Federation-Asia and the Pacific energy trade patterns via the gravity trade theory and GMM panel estimation for quarterly data in the period 2010−2017 for 16 selected Asia and Pacific nations. The results demonstrate that Russian Federation energy exports to Asia and the Pacific follow the Linder hypothesis. Furthermore, the findings reveal that economic growth is a positive influencing factor on the Russian Federation's energy exports to this region. In addition, a depreciation of the national currencies of Asia and Pacific nations against the Russian ruble will accelerate the latter's energy export volume. To improve energy security in this region, we recommend policies such as the development of an energy trading hub in Asia, increased regional pricing power, and energy import diversification and reduced distance between the Russian Federation (exporter) and Asia and the Pacific (importers).

    This study is the first attempt to investigate the patterns of imports and exports between the Russian Federation and East Asian economies, namely, the People's Republic of China; Hong Kong, China; Macau, China; Japan; the Republic of Korea; and Mongolia. To this end, a panel-gravity trade model with series over 2001 to 2017 is provided to estimate the gravity variables in our models. The results revealed that gross domestic product (GDP) and income are more important in export patterns from the Russian Federation to the East Asia region, meaning that economic size and the income of population in East Asian economies are more essential in this pattern, compared to other variables. Moreover, the Russian Federation's export pattern with the East Asia region follows the hypothesis of Linder (1961), while the Russian Federation's import pattern with this region is in line with the Heckscher-Ohlin (H-O) hypothesis.

    Productivity in Russia has fallen steadily over the past 15 years. This paper explores micro-level data to understand the contribution of individual firms to aggregate productivity. Overall, firm-level data corroborate the decline in aggregate productivity and a widening productivity gap against several European countries. They also show that the gap between “the best” and “the rest” has widened in Russia, similar to other countries. Russian markets are quite concentrated, i.e. dominated by few large firms. Larger firms tend to be more productive, but firms at the productivity frontier have become smaller and younger over time, suggesting that more support for young and innovative firms could help raise productivity. Foreign ownership is associated with higher productivity, and there is evidence that foreign firms generate positive productivity spillovers for domestic firms. Service firms belong to the most productive, yet the service sector remains underdeveloped. Mining is also very productive but less than in other countries. Differences in productivity across regions are large, even controlling for many other determinants, suggesting a lack of capital and labour mobility and knowledge transfer across regional borders.

In addition, the country has significant infrastructure for electricity generation and distribution, and for gas transportation. Ukraine is an urbanised country, with 46% of its population living in an apartment. The ongoing armed aggression by the Russian Federation has had a significant impact on Ukrainian infrastructure, leading to the destruction of roads, rail tracks, power stations and housing units. Over the next few years, the infrastructure sector will require significant financing, prioritisation and coordination between the Ukrainian government and international actors, based on the principles of multimodality, flexibility, connectivity and sustainable urban mobility. Energy and housing infrastructure should rely on renewable energy sources, distributed generation and energy-efficient housing. In addition, domestic infrastructure policies should be combined with EU infrastructure initiatives.

    This paper traces the development of freelance platform work in the Russian Federation based on unique data from four online surveys conducted over the period 2009 and 2019 via the leading platform for creative and knowledge-based work and analyses the working conditions and well-being of the workers At the dawn of the twenty-first century, freelance work through online platforms emerged as a new phenomenon, gradually becoming a distinctive feature of the digital economy. This paper traces the development of freelance platform work in the Russian Federation and the wider post-Soviet space. The study utilizes unique data from four online surveys conducted by the authors in 2009, 2011, 2014 and 2019 via the leading general-purpose platform for creative and knowledge-based work, FL.ru operating in the Russian language. The common methodology used to collect and analyse the data from each survey provides an opportunity to shed light on the dynamics of key indicators over the ten-year period. The study investigates socio-demographic characteristics of freelancers and their careers, motivations, working conditions and well-being, as well as the problems that freelancers encounter in their relationships with clients. Overall, the results point to the increased importance of platforms, the diffusion of the new model of work among the wider population, and the persistent informality that may hinder the future development of the online labour market. The lack of basic labour rights, collective representation and social protection is also a pressing concern.
